Attachment No. 1 Portable Cellular Base Station Specifications

Requirement Specifications:

Portable Cellular Base Station (aka Network-In-A-Box) handling multiple cellular formats.

Shall include:

· CDMA2000 1xRTT

· EVDO

· GSM

· W-CDMA (minimum supported Release 7 to include HSPA+)

· LTE (FDD & TDD, minimum supported Release 9)

The Core Network must include all appropriate subsystem component capabilities for network operation. This shall include at a minimum:

· Mobile Switching Center (MSC)

· Home Location Registry/Home Subscriber Server (HLR/HSS)

· Visitor Location Registry (VLR)

· Media Transcoder Process (MTP)

· Short Messaging Service Center (SMSC)

· Authentication Center (AUC)

· 3G GPRS Support Node (3G-GSN including GGSN and SGSN)

· Base Station Controller (BSC)

· Appropriate Radio Network Controllers (RNC)

-Cellular formats shall allow interoperability between all installed protocols (I.E. An attached phone using CDMA2000 1xRTT can place a call to another phone on either CDMA2000 1xRTT, W-CDMA, GSM, or LTE) -Shall include SIM programmer that is able to program appropriate individual SIM cards for use with system for installed protocols -Shall be able to serve a minimum of 25 handsets/User Equipment at the same time -Base Stations shall be able to transmit at low power (on the order of 1 Watt or less) -Base stations shall allow connection of power amplifiers for future expansion and higher power operations -Shall be able to be powered using standard 120VAC/60Hz sources -Standard support and training for installation and to get up and running shall be provided as part of this procurement

-Additional onsite training and future yearly maintenance costs shall be broken out separately as part of the proposal but will not be part of total evaluated price.
