I. CONTRACTING ACTIVITY

Air Force Research Laboratory/RIK, 26 Electronic Parkway, Rome NY 13441-4514, proposes to enter into a contract on a basis other than full and open competition.

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

AFRL/RIGB requires a Quad-Channel Software-Defined Radio (SDR) to support development and prototyping of Radio Frequency (RF) mission capabilities. The HTLx Quad-Channel Miniature Transceiver is the combination of performance specifications and programmability necessary to support these RDT&E activities. This justification is for a new Firm Fixed Price (FFP) supply purchase.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY ’S NEEDS

The HTLx Quad-Channel Miniature Transceiver to be acquired will be connected to a Direction Finding (DF) antenna array and a rugged mission computer for performing Digital Signal Processing (DSP). The combined system allows the development and prototyping of RF capabilities to detect, locate and gain situational awareness of signals of interest (SOI) within the Area of Regard (AoR).

Procurement will consist of one HTLx Quad-Channel Miniature Transceiver to pair with equipment already owned by the agency.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND

OPEN COMPETITION

The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) Only one responsible source and no other type of supplies will satisfy agency requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS

OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY

The HTLx Quad-Channel Miniature Transceiver, originally designed and built under Contract for the Air Force Research Laboratory (AFRL) by Herrick Technology Laboratories (HTL), is an SDR uniquely capable of performing complex functions in the Electromagnetic Spectrum (EMS). AFRL requires additional units for development and prototyping. The RF Tuner as well as low latency and turnaround time for producing RF techniques in support of mission effects. The

The embedded system-on-a-chip (SoC) provides embedded processing for time-sensitive computing. Finally, the input/output (I/O) interfaces provide maximum interoperability with antenna arrays and rugged mission computers. Alternatives offered by other sources would require modifications and extensive additional integration with existing antenna arrays and rugged mission computers, whereas acquisition of an HTLx Quad-Channel Miniature Transceiver will ensure immediate interoperability; tenability of this source is required to interoperate with an existing investment.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A Notice of Proposed Contract Action was synopsized as a Pre-solicitation Notice on the Federal Business Opportunities website (www.FBO.gov) between 13 September and 27 September 2016 and no responses were received to suggest any other company is interested, or capable of fulfilling the Government’s requirement. The requested acquisition is similar to previously acquired SDR systems used for other integrated AFRL products. It is interoperable with, and is to be integrated with, previously acquired antenna arrays and rugged mission computers.

VII. DETERMINATION BY THE CONTRACTIN

G OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE

FAIR AND REASONABLE

The quotation received from HTL will be determined fair and reasonable in accordance with FAR 13.106-3(a)(2)(iii) Current price lists, catalogs, or advertisements and FAR 15.404-1(b)(2)(vii) Other than certified cost or pricing data in the form of invoices and sales orders with other customers for the same parts or similar custom orders as the AFRL’s contemplated purchase.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED

Market research of the products and associated characteristics required for a contractor to provide an HTLx Quad-Channel Miniature Transceiver with the necessary performance characteristics has been conducted. Independent market research and evidence in Section VI, Pre-solicitation Notice, conclude the Government’s determination that no other known manufacturers or products exist that can fulfill this requirement.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION

AFRL/RIGB will continue to research the performance and capabilities of similar products towards future requirements, to avoid omitting other qualified sources. The market will continue to be monitored in order to identify opportunities to maximize competition in potential future requirements.
