CONTRACTING OFFICER

I. CONTRACTING ACTIVITY

Air Force Research Laboratory/RIK, 26 Electronic Parkway, Rome NY 13441-4514, proposes to enter into a contract on a basis other than full and open competition.

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

AFRL/RITE requires an Entangled Photon Measurement and Detection Source to support an in house investigation of entangled photon pair transport. This justification is for a new Firm Fixed Price (FFP) supply purchase.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY ’S NEEDS

The Entangled Photon Source (EPS) to be acquired will be pumped by the pump laser in the previously acquired Entangled Photon Generation and Measurement System. That system has one EPS Fiber Laser.

Pumping two such EPS Fiber Lasers will enable two pairs of entangled photon pairs to simultaneously transit photon routing circuits as well as hyper-entangled photon circuits with identical frequencies per pair as well as variable frequencies per pair.

It will consist of one Entangled Photon Source (EPS)

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND

OPEN COMPETITION

The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) Only one responsible source and no other type of supplies will satisfy agency requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS

OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY

The Photon Entanglement and Measurement System, previously acquired from NuCrypt LLC, requires an additional Entangled Photon Measurement Source to accompany the existing EPS fiber laser currently in the system. This allows two sources of entangled photon pairs to transit prototype optical circuits for quantum information processing. As such, interoperability between the existing Photon Entanglement and Measurement System and additional added components is necessary. Alternatives offered by other sources would require modifications and extensive additional integration, whereas acquisition of an identical Entangled Photon Measurement Source will ensure immediate interoperability; tenability of this source is required to interoperate with an existing investment.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A Notice of Proposed Contract Action was synopsized as a Pre-solicitation Notice on the Federal Business Opportunities website (www.FBO.gov) between 20 June 2016 and 7 July 2016 and no responses were received to suggest any other company is interested, or capable of fulfilling the Government’s requirement. The requested acquisition is similar to a previously acquired custom entangled photon source, a subcomponent of an Entangled Photon and Measurement System. It is interoperable with, and is to be integrated with that previously acquired system. The previously acquired system has a pump laser that will pump both the previously acquired fiber laser and the fiber laser being sought. This will allow simultaneous four photon generation comprising two pairs, each pair intra-entangled, but not necessarily inter-entangled.

VII. DETERMINATION BY THE CONTRACTIN

G OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE

FAIR AND REASONABLE

The quotation received from NuCrypt, LLC will be determined fair and reasonable in accordance with FAR 13.106-3(a)(2)(iii) Current price lists, catalogs, or advertisements and FAR 15.404- 1(b)(2)(vii) Other than certified cost or pricing data in the form of invoices and sales orders with other customers for the same parts or similar custom orders as the AFRL’s contemplated purchase.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED

Market research of the products and associated characteristics required for a contractor to provide an Entangled Photon Generation and Detection System with the necessary performance characteristics has been conducted. Independent market research and evidence in Section VI, Pre-solicitation Notice, conclude the Government’s determination that no other known manufacturers or products exist that can fulfill this requirement.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

AFRL/RITE will continue to research the performance and capabilities of similar products towards future requirements, to avoid omitting other qualified sources. The market will continue to be monitored in order to identify opportunities to maximize competition in potential future requirements.
