2. Nature and/or Description of Action.
a. Description of Requirement: Procurement of a number of objectives capable of resolving individual trapped ions.

3. Description of Supplies or Service. The photon gear, inc. PN 15470 Atom Imager Relay Lens Assembly is an objective with 0.6 NA, capable of resolving ual atoms emitting at 369.5 nm. The estimated cost for six units is
4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.
5. Justification or Authority for Action. The Photon Gear, Inc. PN 15470 Atom Imager Relay Lens has a NA 0.6, f/0.83, EFL 28.84 mm, 94% transmission at
369.5 nm, nominal OPD error less than 0.012 λ at 369.5 nm, a working distance of about 20 mm, and image NA 0.07. This lens was designed specifically for the Government for resolving atoms emitting at 369.5 nm and for maximizing the amount of light collected. It is believed to be the only known commercial off the shelf piece of equipment capable of meeting the specifications above.
Given these very specific purposes and the small market, it is unreasonable to expect that a business would expend the research and developme a lens. Despite that, microscope objectives from were considered as the closest alternatives. It w would perform satisfactory, in particular because general purpose microscope objectives are not a tools designed for the task at hand.
6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.
A Notice of Proposed Contract Action was synopsized as a Pre-solicitatio Notice on the Federal Business Opportunities website (www.FBO.gov) between 5 April 2016 and 20 April 2016.
7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable through FAR 15.404-1(b)(2)(vii) Other than certified cost or pricing data in the form of invoices and sales orders with other customers for the same parts or similar custom orders as the AFRL’s contemplated purchase and FAR 13.106-3(a)(2)(ii) Comparison of proposed price with prices found fair and reasonable on previous purchases of the same or similar items in the same industry.
8. Market Research/Other facts. Literature search in dissertations and other publications concluded that this is the only lens on the market that can meet the needed specifications for the required experiment. Other known manufacturers mentioned in paragraph 5 above do not possess commercial off the shelf products which would be able to meet the required specifications.
9. Any other facts supporting Other than Full and Open Competition.

10. List of Sources that have Expressed in Writing an Interest in the Procurement.
11. Statement of Actions to Remove/Overcome Barriers to Competition.
The end-user will continue to monitor the market in order to identify opportunities to maximize competition in potential future requirements.
