ATTACHMENT 1, BRAND NAME JUSTIFICATION

officers and incident commander and/or crisis action team have contact with the BDOC. The Motorola APX 7000 is currently the only known equipment that will work with existing Quantar Radio Equipment infrastructure and MIP5000 console.

This requirement is the solution to enable the emergency Man Down operation functionality and provide secure radio encryption for the Primary and Secondary Radio Channels. Motorola is the only manufacturer capable of providing the hardware and software solution to support our existing Motorola Radio Equipment. The integration of any other brand name equipment would not adapt to our existing Motorola Quartar Radio equipment infrastructure on the back end. Also, the new Security Dispatch Console MIPS 5000 will only support the Motorola brand. The proposed solution is Air Force approved and meets all AFRL requirements. To replace the existing infrastructure so a brand other than Motorola would function and obtain Air Force approval of the alternative solution would cost the Government over $200,000

6. Fair and Reasonable Cost Determination by the Contracting Officer

It is anticipated that the receipt of competitive quotes from re-sale partners of the brand name manufacturer will produce a fair and reasonable price less than or equal to the Government estimate.

7. Market Research/Other facts

Required item is hand-to-hand law enforcement type radio equipment, not for IT use, and is therefore considered not within scope of NETCENTS 2. FA8751-14-Q-0559 for identical radios was solicited on GSA and only one response was received. Given this recent experience and the fact that the end user identified alternate open market sources who can meet the requirement, an FBO solicitation for this requirement is considered in the best interest of the Government.

The guidelines are set by the Air Force as to the functionality of a command and control radio system. The vendors capable of providing said functionality change over time. When the current back end equipment (the more costly investment) needs to be replaced all Brand name manufacturers meeting the Air Force requirements will be reviewed for cost and validity.
