JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

I. CONTRACTING ACTIVITY

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

a) Description of Requirement: Aircraft Bus Characterization and Integrity Toolset purchase

b) Sole source company: Dragoon/ITCN, 591 Congress Park Dr., Dayton, OH 45459-4036 POC: 937-439-9223 x211

This will be a new contract award through operational contracting as a supplies and equipment purchase to include maintenance.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

This equipment is used to test the data bus wiring on aircraft. It can pinpoint any cable breaks and analyze signaling on data bus wiring, provides a data recording/archive function, and allows information management down to individual aircraft tail numbers in the event that a fleet of aircraft are being tested. It also has the ability to act as a bus controller and can ‘ping’ other elements on the data bus. It is a national stock number listed item and is currently in use by the B-2 bomber program. This purchase will include seven (7) units and maintenance for an estimated total of

. The entire purchase will be funded through a MIPR from the Air National Guard of 0350 funds.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION

10 USC 2304(c)(1 ) The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or service will satisfy the needs of the agency.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF

AUTHORITY)

An attempt to duplicate this equipment would result in substantial duplication of cost to the Government that is not expected to be recovered through competition as well as unacceptable delays in fulfilling the agency's requirements.

This product was specifically developed for this function under a SBIR Phase 3 which is a sole source contracting vehicle after two rounds of prior competition at Phases 1 & 2. The original item was developed for the B-2 bomber program and is currently fielded for use in diagnosing/testing B-2 data bus issues. The product has a national stock number listing. As many aircraft have standard data bus wiring (e.g. 1553), this equipment can be used on several other aircraft for the same purpose. The purchase described here is explicitly for use on the Joint STARS aircraft. In keeping with the standardization of this equipment in the B-2 program, there is no other vendor that manufactures this product. The BCIT-1553 is produced by Dragoon/ITCN and was developed under an existing SBIR Phase 3 sole source contract specifically targeting commercialization of the product. Dragoon/ITCN is the only manufacturer of the BCIT-1553. If this purchase is not made, our support to the Joint STARS test will be unachievable. There is also a longer term opportunity to make the BCIT-1553 Common Support Equipment across the entire Air Force but that initiative will be jeopardized if the Joint STARS program cannot use it in their upcoming tests and evaluations.

The period of development for this product began in May 2003 with a Phase I SBIR and culminated in the SBIR Phase III mentioned above which ended in August 2014. A total of was spent in the development, maturation, testing, evaluation and ultimate production over that period.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS

MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A Pre-solicitation Notice outlining the Government’s intent to make a sole-source award to Dragoon ITCN was posted to FedBizOpps between 23 September 2015 and 26 September 2015. No responses to this notice were received to give an indication that a company other than Dragoon ITCN could fulfill the requirement.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE

GOVERNMENT WILL BE FAIR AND REASONABLE

The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable by comparison of proposed priced with prices found to be fair and reasonable on previous purchases for the same or similar items in the same industry.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A

STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED

Literature and internet searches were conducted. No other known product was found that could satisfactorily fulfill the program purpose and requirements. A Pre-solicitation Notice outlining the Government’s intent to make a sole-source award to Dragoon ITCN was posted to FedBizOpps between 23 September 2015 and 26 September 2015. Zero responses were received.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

No less brand-restrictive technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition can be developed at this time.

AFRL/RITC will continue to monitor the marketplace for comparable equipment and evaluate any proposed solutions against the requirements set forth by the Air Force aircraft programs.

XII. CONTRACTING OFFICER’S CERTIFICATION

The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.

XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION

As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
