2. Nature and/or Description of Action.
a. Description of Requirement:
We require a single unit laser scanning microscope in the violet wavelength affording both color and monochrome imaging with motorized stage and analysis software capable of image stitching, film thickness estimation, batch processing.

3. Description of Supplies or Service.
Single unit laser scanning microscope system and data analysis unit. System must include the following capabilities:
Laser microscope controller and laser microscope head
- 24-bit processor
- Variable scanning speeds (4-120 Hz)
- Produce high resolution 2D image in true color; combining laser scanning image (monochrome) with color (optical) images
- Removable head
- Motorized stage
- 0.5 nm linear scale module
- 408nm violet laser
Measurement/Imaging functions
- Up to 88° angle of detection
- Area film thickness measurement
- Variable scan intensity levels to accommodate different material reflectivity properties
- On-board data storage
Analysis software
- 2D & 3D image stitching capability
- Indentation/Projection measurement
- High dynamic range (HDR) function: 16-bit resolution through RGB data from each pixel
- Batch processing of specified measurement parameters including height/width range, measurement range, and reference planes
- Comparison of surface differences across measured samples
Camera
- 16-bit photomultiplier tube
- Up to 21.6 MPixel resolution: 3072 (H) x 2304 (V)
Lenses
- Optical zoom: 1-8x, providing total magnification from 200x-28,000x
4. Statutory Authority. 10 USC 2304(c)(1) the property needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property will satisfy the agency requirement.
5. Justification or Authority for Action.
a. The relevant research groups have requirements for measurements of micro and nanoscale structures.
Other measurement techniques such as scanning electron microscopes are an order of magnitude more expensive and incur high recurring costs such as liquid nitrogen supply.
b. The ensemble capabilities of the laser scanning microscope and analysis system must meet a range of requirements across the neuro/nano, quantum, and Secure Processor research groups. Capabilities such as the image analysis functions and surface roughness are niche requirements and thus are not available in typical commercial systems.
c. No other known source can supply a true color 16-bit resolution violet laser scanning system that meets the various technical requirements in Section 3. Confocal laser scanning microscopy is typically performed on biological samples, so the systems are tuned for penetration and dispersive measurements and focus on fluorescent false color images. Physical mechanical systems emphasize structure and reflective interference with false color enhancement.
d. Impact statement.
A single system that affords the range of measurement requirements across the research groups precludes the necessity of duplicative purchases by each group individually. Since structural design changes will be planned based on these measurements, the transport of samples to alternate facilities will be necessitated otherwise, incurring unnecessary travel costs, tool time costs, and travel time costs among the groups.
6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.
a. A combined synopsis solicitation will be posted to FBO as a brand name requirement.
7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable through means of market research, competition, and/or comparison of proposed prices found fair and reasonable on previous purchases of the same or similar items.
8. Market Research/Other facts.
A survey of available commercial products was made via the internet included Keyence, Olympus, and Zeiss.
Down selection of viable digital microscopes was made with respect to the system requirements as dictated by research projects current and expected future system requirements. Systems that could not meet all requirements were inadequate.
9. Any other facts supporting Other than Full and Open Competition. none
10. List of Sources that have Expressed in Writing an Interest in the Procurement.
11. Statement of Actions to Remove/Overcome Barriers to Competition.
The market will be monitored to see if another product or manufacturer is able to meet our needs as technology advances.
12. Contracting Officer’s Certification. The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
13. Technical / Requirements Personnel Certification. As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
