ATTACHMENT 1
5. Applicability of Authority
The brand name products to be acquired are essential to the Government’s requirements and other companies’ products do not meet, or cannot be modified to meet USAFSPC’s needs. The 346th Test Squadron is the Air Force’s only cyberspace operational test squadron. The mission of the 346th Test Squadron is to provide confidence in cyberspace weapons and tools by testing them in an operational environment. To accomplish the testing, the 346th Test Squadron maintains and operates a TEMPEST test capability and cyberspace ranges to effectively simulate the operational environment where the cyberspace weapons and tools will be used.
The Rohde and Schwarz FSWT test receiver must be able to output the RF signal in an I&Q format and be able to process audio output throughout the bandwidths of the receiver. Any Rohde and Schwarz supporting software must be able to operate on a personal computer with a Windows® operating system.
All features mentioned are critical features that are required for timely, cost effective, accurate, and repeatable TEMPEST testing; the 346th Test Squadron has found no other vendor product to have integrated all the critical features.
This acquisition is in support of 346th Test Squadron Air Force Emissions Security Testing and is adding additional capabilities for continued performance of a highly specialized service.
The procurement of any other hardware would result in an incompatibility that would render the upgrade useless resulting in the requirement to procure the upgrade a second time, costing the Air Force additional costs, time and mission capabilities.
Rohde and Schwarz is the only firm capable of providing the supplies and services described in Sections 2 and 3 above without the U.S. Air Force experiencing substantial cost that could not be expected to be recovered through competition as explained in the previous paragraph.
6. Fair and Reasonable Cost Determination by the Contracting Officer
It is anticipated that the receipt of competitive proposals will produce a fair and reasonable price less than or equal to the Government estimate.
7. Description of Market Research Conducted Among All Awardees
The Government estimate is based on a GSA quotation provided by Inc. To meet the customer’s fiscal requirements, AFRL Market research concluded that the required brand name hardware is only available from one source through the GSA Schedule. Therefore, to promote competition, this procurement will be solicited via open market on FBO.gov.

The 346th Test Squadron will continue to look for open competition; however, in this case determined that procuring Rohde and Schwarz products is in the best interest of the Government. The 346th will continue to survey markets, trade publications and attend trade shows to find vendors capable of meeting the requirements of the 346th Test Squadron’s test programs.
