SUBJECT: SOLE SOURCE / BRAND NAME JUSTIFICATION <

1. Contracting Activity

a. Requiring Activity: , AFRL/RITF, 315-330-2371

b. Contracting Activity: AFRL/RIKO, 26 Electronic Pkwy, Rome NY 13441

2. Nature and/or Description of Action

a. Description of Requirement: Re-instate expired Riverbed (OPNET) licenses and Renewal annual support for One (1) year.

b. Brand Name company: Riverbed Technology, 680 Folsom St., San Francisco, CA 94107

3. Description of Supplies or Service. We have expired Riverbed (OPNET) software licenses that that we would like to bring back bring up-to-date for use and have support maintenance associated with licenses an up-to-date.

4. Statutory Authority. 10 USC 2304(c)(1) as implemented by FAR 16.505(b)(2)(i)(B). Only one responsible awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

5. Justification or Authority for Action.

a. Riverbed (OPNET) software is manufactured by Riverbed Technology, however the manufacturer allows resellers to provide this product.

b. No other brand is capable of meeting the criteria Riverbed Modeler (OPNET) offers. Riverbed modeler can be flexibly used to study communication networks, devices, protocols, and applications. Because of the fact of being a commercial software provider, it offers relatively much more powerful visual or graphical support for the users. The graphical editor interface can be used to build network topology and entities from the application layer to the physical layer. Demonstrating scenarios/algorithms/topologies in Riverbed modeler, specifically, is accepted method to do proof-of-concept studies in the military.

c. AFRL already owns the software; having to purchase a new brand would result in a duplication of costs as well as time lost learning a new software program.

d. Impact statement. We will not be able to perform out R&D activities if we do not have maintenance and upgrade support in place- we are relying on it for program roadmaps and demonstrations.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.

a. AFRL RI Contracting will publish an RFQ in Netcents-2, the mandatory source for all USAF IT products and solutions.

7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable through competition.

8. Market Research/Other facts. The manufacturer has verified that they have resellers of this maintenance renewal.

9. Any other facts supporting Other than Full and Open Competition. None

10. List of Sources that have Expressed in Writing an Interest in the Procurement.

11. Statement of Actions to Remove/Overcome Barriers to Competition. The market will be monitored for future availability of additional providers and other types of software that can meet our needs.

12. Contracting Officer’s Certification. The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.

13. Technical / Requirements Personnel Certification. As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
