STATEMENT OF REQUIREMENTS

FOR

RI-2 Conference Room Upgrade

AIR FORCE RESEARCH LABORATORY

ROME RESEARCH SITE

ROME, NEW YORK

17 APRIL 2015

STATEMENT OF REQUIREMENTS

1. SCOPE. The contractor shall provide all personnel, equipment, tools, materials, supervision, travel and other items and services necessary to provide RI-2 conference room upgrade to the Air Force Research

Laboratory Information Directorate at the Rome Research Site (RRS), Rome, New York.

1.1. The contractor shall attend the scheduled Site Survey in the RFQ.

1.2. The contractor shall provide and install a new Polycom HDX 8000 codec, Cisco equivalent codec or any codec on the DISA Approved Products List with high definition camera.

1.2.1. DISA approved products can be found in Appendix I.

1.2.2. This should include the 1080p license and the people + content license or equivalent.

1.3. The contractor shall provide and install new overhead microphone system for Video

Teleconferencing (VTC).

1.4. The contractor shall provide and install 2 HDX Eagle Eye cameras, if Polycom is chosen, or Cisco equivalent high definition cameras.

1.4.1. One for VTC conference purposes and the other to view presenters at the front of the room during presentations.

1.5. The contractor shall provide and install 2 new 50” LED Displays. These displays must support

1080p video.

1.5.1. 50” LED Displays shall have a TV HD tuner built in.

1.6. The contractor shall provide cabling for entire room upgrade.

1.7. The contractor shall provide a HD projector with lumens sufficient enough to work in a lit room.

1.8. The contractor shall provide a ceiling mounted retractable projector screen.

1.8.1. This shall be controlled by the touch panel with a failsafe switch hidden out of sight.

1.9. The contractor shall provide and install new touch panel and touch panel processor unit to support room functionality.

1.9.1. Example Features for touch panel

1.9.1.1. AFRL Logo on main screen

1.9.1.2. Choose between 3 separate modes (Video Conferencing, Local Presentation, and Audio

Conference.)

1.9.1.3. Video Conferencing Controls page, TV Controls page, Projector Controls Page and

Audio Conference Controls page.

1.9.1.4. Versatility to select different outputs/inputs for audio and video while in VTC or Local

Presentation mode.

1.9.1.5. Customer should be able to choose whether they would like to use the monitors for local presentation or projector.

1.9.1.5.1. If they are using the screens, they should have the ability to decide which device shows on which screen.

1.9.1.6. Must allow versatility to switch between modes if needed.

1.9.1.7. Password protection on configuration settings.

1.9.1.7.1. This will be provided to the VTC personnel.

1.9.1.8. Additional features may be requested upon site survey.

1.10. The contractor shall provide a new podium large enough to place the touch panel on, along with the possibility of a monitor or laptop and must be able to house a desktop PC. This podium should also contain space for a slide out drawer to house the document camera. Contractor will determine color and size upon site survey.

1.11. The contractor shall provide and install a new document camera that supports High definition content at various zoom levels. This content should be able to be displayed through VTC and/or local presentation.

1.12. The contractor shall install media whips at the podium and conference table to allow for attendee’s laptops to be connected for either VTC presentation or Projector presentation.

1.12.1. These connections will be VGA and HDMI. Must include adapters for Display port and Mini

Display port.

1.12.2. There shall be audio and video connections at the podium for the stationary computer and an addition system.

1.12.3. There shall be additional audio and video connections at the table for customers that would like to present from the table.

1.13. The contractor shall provide and install new audio processor unit and in-ceiling speakers for sound.

1.13.1. Sound should be integrated for VTC, TV and PC presentations when needed.

1.13.2. An auxiliary input added for customers to be able to connect media/MP3 devices and play music.

1.14. The contractor shall ensure that all firmware/software for all systems is up-to-date.

1.15. The contractor shall provide a copy of all schematics, coding and manuals for the system when the upgrade is complete.

1.16. The contractor shall provide onsite system testing once the system has been installed to ensure system is operational.

1.17. The contractor shall develop an installation schedule to be approved by the Government

Contracting Officer Representative (COR).

1.18. The contractor shall develop a Test & Acceptance Plan.

1.18.1. The contractor shall conduct preliminary testing to ensure equipment operability.

1.18.2. The contractor shall conduct “Acceptance Testing” in accordance with the plan. The

Government COR will be authorized to accept the equipment and related manufacturer-provided documentation at the completion of the test.

1.19. The contractor shall promptly notify the Government COR of delays caused during installation and/or testing due to inoperability of the network equipment.

1.20. The contractor shall provide, at a minimum, manufacturer warranty and system maintenance for at least three (3) years to include telephone support.

1.21. Equipment, configurations and requirements may change based upon needs determined during the site survey.

2. GOVERNMENT-FURNISHED PROPERTY.

2.1. Property. No government property shall be furnished.

3. GENERAL INFORMATION. In addition to the description of services provided above, the contractor shall perform the following general tasks.

3.1. CONTRACTOR PERSONNEL:

3.1.1. Personnel Qualifications. The contractor shall provide qualified personnel who are capable of performing the service.

3.2. QUALITY ASSURANCE. The Government will periodically evaluate the contractor's performance by appointing a Contracting Officer Representative (COR) to monitor performance to ensure services are received. The Government COR will evaluate the contractor's performance through intermittent inspections and receipt of valid and verified complaints. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated complaints. Likewise, the Government may decrease the number of quality control inspections if merited by performance. The contractor shall take necessary actions and coordinate with the Government to resolve any discrepancies found as part of these inspections.

3.3. HOURS OF OPERATION.

3.3.1. Normal Hours. The contractor shall perform the services required under this contract during the following hours: Monday through Friday, (0800-1700) hours unless otherwise stated.

3.3.2. Recognized Holidays. Unless stated otherwise in this PWS, the contractor is not required to provide service on the following days: US federal holidays.

3.4. PERFORMANCE. The performance of these services is not considered to be mission essential during time of crisis. Should a crisis be declared, the Contracting Officer or his/her representative will advise the contractor of any revised requirements, followed by written direction.

3.5. PLACE OF PERFORMANCE. The contractor shall perform the requirements of this contract at

Rome Research Site Rome, New York.

3.6. SECURITY REQUIREMENTS.

3.6.1. The work to be done on this project is located in and around areas that are under the scrutiny of the Department of Defense Police assigned to the RRS Information Directorate. To gain access to the areas to examine the work to be done for job estimation purposes, arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the areas for the purpose of project estimation.

3.6.2. When it has been determined which Contractor will accomplish the project a Visit Request from the company, preferably on Company letterhead, will be necessary prior to initial work commencement. The Visit Request letter needs to be signed by the Company President or

Director of Human Resources. The Visit Request will also be used as the Entry Authority List.

The Contractor will supply the Visit Request to Security (AFRL/RIOF) through the

Contracting Office. The Visit Request can be done via RRS Visit Request Form, AFMC Form

97 (found on the AFRL web page, https://rlweb.rl.af.mil/security/) or a simple Company

Letterhead letter identifying all personnel who will be employed during the work. The request will contain a full name to include a middle initial (Frank A. Dude), date of birth (14 Dec

1953), state of driver’s license issuance and place of birth (Austin, Texas). This information will be used to do a Local Files Check. This check will provide Drivers License Info, Wants &

Warrants and Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations. The Local Files Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. If, the individual is not a US Citizen but has a Green Card, Form I-551 or has the

I-551 stamp on their passport, Security will need to see either one. There will be no foreign national workers allowed on the Rome Research Site

3.6.3. Provide the Company’s phone number and a Project Leaders or Supervisor/Foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.

3.6.4. All facilities are entered using a magnetic media entry badge. Contractor work within the facilities will be required to obtain an Unescorted Visitor Badge; this will be procured by the

Division/Branch with oversight of the work. The badge is obtained in the lobby of Bldg 3, West Wing, Security Office. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officers’ Technical Representative before completion of the final inspection. Any badges lost during the period of work will be reported to Security as soon as possible.

3.6.5. Access to the RRS Complex is controlled by a Main Gate on Brooks Rd, located just west of the Otis & Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.

3.6.6. All commercial vehicles are searched prior to entry into the RRS Complex. Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of https://rlweb.rl.af.mil/security/ equipment or tools will be parked in the visitor parking area unless cleared through Security.

There are No vehicles allowed within 25 meters (80 ft) of the RRS facilities.

3.6.7. All personnel should be aware that the Rome Research Site is Property of the United States Air

Force. All personnel will follow all posted signage.

3.6.8. Contractor personnel will be notified by RRS Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.

3.6.9. Building/Room Keys: If the contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/RIOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the days work.

3.6.10. The 24 hour Desk Sgt can be reached at 330-2961.

3.7. SAFETY REQUIREMENTS:

3.7.1. The contractor shall comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to all applicable

Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS).

3.7.2. The contractor shall maintain a written Safety Program, as required by OSHA and make said plan available for review by the government upon request by the Contracting Officer.

3.7.3. In the event of a mishap during the performance of this contract on AFRL RRS premise, notify the Contracting Officer in an expeditious manner. Notification shall include the following information:

3.7.3.1. Contract, Contract number, Name and Title of Person(s) Reporting

3.7.3.2. Date, Time and exact location of accident/incident

3.7.3.3. Brief Narrative of accident/incident (events leading to accident/incident)

3.7.3.4. Cause of accident/incident (if known)

3.7.3.5. Type of injury sustained and/or estimated cost of accident/incident (material and labor to replace/repair) when damage is to government property.

3.7.3.6. Nomenclature of equipment and personnel involved in accident/incident

3.7.3.7. Corrective Actions (taken or proposed)

3.7.3.8. Other pertinent information

3.8. ADDITIONAL INFORMATION:

3.8.1. The Government will provide a test site(s) to support testing of the upgrades systems.

3.8.2. The Government will review and approve the Contractor-provided installation plan prior to the scheduled installation start date.

3.8.3. The Government will provide storage space for equipment deliveries from the Contractor.

3.8.4. The Government will provide all mechanical infrastructures for all cable paths required to complete the project (e.g., conduit, raceways, raised or trenched floors). The Government will ensure all paths are unobstructed.

3.8.5. The Government will provide adequate electrical circuits in the vicinity of the equipment installation.

3.8.6. The Government will provide an isolated ground for all electrical equipment and cabinets as needed.

3.8.7. The Contractor shall provide the COR a single Point of Contact for this project.
