GARDEM Industry Day Questions and Answers (Q&A’s)

Q: Technical read library is not complete and missing content necessary for determining if this is an opportunity worth pursuing. In particular, it will be necessary to review source code, architectural artifacts, engineering design descriptions, executables, etc. to determine if submitting a proposal is worthwhile.

A: Source code will be made available to interested vendors via the Defense Intelligence Information

Enterprise (DI2E). In order to gain access to DI2E and the code, interested vendors will first need to request access through AFRL/RI personnel. Full instructions and contact information will be provided at a later date, via FedBizOpps. For planning purposes, interested vendors who wish to gain access to the source code will be required to sign a Memorandum of Agreement (MOA) pertaining to source code as well as furnish a copy of their company’s DD Form 2345 – Militarily Critical Technical Data Agreement.

Upon the Request for Proposal (RFP) closing date, those companies having access to the source code will be required to completely and entirely remove it from their systems and provide evidence of such to

AFRL/RI personnel.

Q: If eventual offer comes from a joint venture, or in the case of a teaming situation, who’s past performance is reviewed and evaluated?

A: AFRL does not intend to restrict offers from joint ventures, or disallow teaming. The evaluation criteria, including past performance, are still under construction, and an acquisition strategy has not yet been approved. That being said, the intent is to structure the past performance evaluation factor in such a way that will allow for joint ventures and teaming situations to satisfy the relevancy portion (of the past performance factor).

Q: Will there be a Task Order for program management/governance/lead integrator/orchestrator, who will tie inputs from all other contractors together?

A: At this time the Government does not anticipate issuance of a Task Order for program management/governance/lead integrator/orchestrator. The Government intends to perform this function itself within the PMO.

Q: Will the software testing piece remain outside of GARDEM?

A: Yes

Q: In addition to there being a 60-day standup plan for the awarded of the first task(s), will there be a stand-up plan at the task order level for all subsequent tasks?

Q: Out of the total $427M, how much is estimated to go to Capability Enhancement orders?

A: Capability Enhancement orders are estimated to be ~25% of the overall face value.

Q: Must the prime awardees maintain an office in Rome, NY?

A: No

Q: Will Systems Engineering Process Description be provided?

A: We currently follow the Air Force SEAM model. Information about the Air Force SEAM model can be found at http://www.dtic.mil/docs/citations/ADA538786.

Q: Will the prime awardees be required to sustain the existing platforms that are in the field for a period of time before switching over to their platforms (assuming that’s the approach they so choose)?

Q: If you don’t win one of the initial task orders, how do you get on contract?

A: All prime awardees will get Firm Fixed-Price (FFP) order for travel to a kickoff meeting at AFRL/RI in

Rome, NY. This will serve as minimum guaranteed ordering amount for each prime.

Q: How will all PRs and CRs be pushed out to the locations?

A: Typically, PRs and CRs will come from the field sites, program increment planning events, and acceptance testing. Once the CRs and PRs make their way into the code baseline they will be available to the appropriate customers.

Q: Will all primes be required to propose on every single task order?

Q: What are the current tools in place to manage CRs/PRS/Workplans?

A: DI2E Environment, email, and Government reviews (i.e. manual).

Q: What PSC codes are anticipated to be used under this procurement?

A: R499 (O&M CLIN), AD93 (R&D CLIN), and 7010 (Procurement CLIN).

Q: How does the requirement process happen?

A: Requirements are produced by the Government agencies that use the GARDEM software and is facilitated through a DI2E and email workflow process from creation to approval.

Q: Where does funding come from?

A: All funding for this program comes from multiple customers.

Q: How is the tasking grouped?

A: Based purely on when we receive funding from our customers.

Q: What is the overall period of performance for the IDIQ?

A: Anticipate 60-month ordering period with 24 month allowance on last task. Total POP for overall IDIQ could be as much as 84 months.

Q: What are the small business participation goals for this program?

A: Not currently established, but anticipate having DoD small business goals be part of RFP in relation to the Small Business participation plan.

Q: Does the baseline contain anything proprietary?

Q: Will there be any classified information in the eventual RFP?

A: No, don’t anticipate having any classified information in the eventual RFP.

Q: Will the prime contractors have to complete 50% of the work themselves?

A: As of right now, there are no restrictions on this.

Q: Who currently handles the integration across the different task orders?

A: The Government (i.e. PMO)

Q: Approximately how many task orders will be awarded per year?

A: It is currently estimated that five to seven task orders will be awarded each year. Please note that this is an estimate only, and subject to change.
