Section C: Justification for Soliciting from a Single Source
The subject action is to purchase Commercially available off-the-shelf (COTS) Fortify licenses and maintenance supporting the Source Code Analyzer (SCA) tool which is used to determine vulnerabilities in code prior to going to test and to production. This requirement will be awarded as a new 12-month, O&M (3400) funded, firm-fixed price (FFP) effort and 1 12-month option under a NETCENTS 2 contract utilizing a brand-name justification for other than full and open competition.
Section D: Efforts to Obtain Competition
NETCENTS 2 is a mandatory use source for IT products. Market research shows that there are several NETCENTS 2 contract holders, comprised of both small and large businesses that are capable of meeting the requirement. This effort will be competed among HP authorized Government providers. Of the contractors identified, there are multiple large and small businesses. This effort will not be a small business set-aside in an effort to foster as much competition as possible.
Section E: Steps to Preclude Future Single Source Awards
Continuing market surveillance will be performed to identify potential sources of software which meets the requirements of the program office.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
