Notice of Contract Action – Sole Source Award for E-3 Replacement Aircraft Studies and
Analyses
The Government intends to award a sole source Time and Materials (T&M) contract to The
Boeing Company to perform studies, analyses, and activities required to ascertain the current E-
7A baseline configuration and determine what additional work the Government might need to accomplish meeting USAF configuration standards and mandates. To evaluate potential E-7A acquisition strategies, the Government requires additional information and data from Boeing regarding the E-7A aircraft in the following areas: Diminishing Manufacturing Sources (DMS), Systems Engineering, Cyber Security, Program Protection, Airworthiness, Test and Evaluation, Spectrum Allocation and future impacts of Federal Communication Commission forecasted sales of spectrums, MUOS integration, Open Mission Systems (OMS), and M-Code GPS. The Aircraft
Rapid Prototyping Requirements Document (RPRD) has specifically called out the E-7A and it has been determined that this is a sole source requirement IAW FAR 6.302-1.
