Justification and Approval (J&A) for Other Than Full and Open Competition

Router Network (SIPRNet) and has an Authority to Operate (ATO). Additionally, the application is better suited for developers, which is important for the integration effort being performed by both Pivotal Software, Inc. and the Air Force.

As the PoP for the Pathfinder is short, these are all important qualities, as there is not time to bring another mapping application to this level.

Some of the other features of Mapbox Atlas Server that are important to the AOC Pathfinder Effort are:

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The Mapbox Atlas Server and Mapbox cloud-based API services and datasets are proprietary to the Original Equipment Manufacturer (OEM), Mapbox and are only supported and sold by them. Mapbox has not established any Value Added Reseller (VAR) relationships and is currently the sole source provider of all Mapbox related products.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

In accordance with FAR 15.404-1(b)(1), a price analysis will be performed in order to ensure that the overall price is fair and reasonable. As the Mapbox Atlas Server is a commercial item, certified cost or pricing data are not required.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

An assessment of the marketplace was done to see which mapping tools currently available on the market are available on SIPRNet and have an ATO. From there, a review of that pool of applications was done to see which was best suited for the AOC Pathfinder Effort and was also best suited for software developers. Mapbox Atlas Server satisfied all of the aforementioned requirements. The application easily integrates in to the other applications being built as well as Amazon Web Services (AWS), which is the cloud based infrastructure being used for the AOC Pathfinder effort. As a result, it will not take additional time to ref-actor the application to work with AWS and given the short time frame for the Pathfinder effort this is critical.

The OEM Mapbox is the only vendor authorized to provide Mapbox Atlas Server products.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Program Office will continue to view the market for mapping applications that are available on SIPR, have an ATO, and that are compatible with the cloud based infrastructure being used for the AOC-WS. If other applications are found that satisfy all requirements, competition will be persued on subsequent acquisitions.
