Industry Day Purpose

Communicate the anticipated follow-on sustainment contract requirement for the currently fielded JET capability

Provide a venue to exchange information prior to a Request for Proposal (RFP) release

Gain a better understanding from Industry regarding their concerns and perceived risks, as well as receive their preliminary feedback

Note: Information provided/exchanged today may change based on inputs from this meeting and continued acquisition strategy/requirement refinement and finalization

Specifics Standard forecaster toolkit to ingest weather data & deliver timely, tailorable, precise weather impacts to the warfighter − 9 regional centers & 154 weather flights

Warfighter Capabilities/Benefits:

Joint warfighters receiving mission-tailored weather data on demand Consistent & timely decision quality weather impacts to Combatant Commanders New/improved weather impact analysis tools Increased accuracy & efficiency Reduced logistics footprint (training, support & Mx)

Overall JET Program*: Provides a scalable software and hardware solution to weather forces and AF/Army warfighters/operators worldwide

*This Contractor Logistics Support (CLS) effort will provide sustainment to the JET program

JET Operational View (OV)

JET CLS Overview

Purpose: Sustain the JET system’s capabilities; modernize via the AF Form 1067 process. The Contractor will:

Maintain current functionality of fielded Operational Weather

Squadron (OWS) and Sensor Collection Appliance (SCA) hardware Execute incremental OWS and SCA Tech Refresh Develop maintenance releases covering deficiency backlog resolution and adaptive maintenance actions Provide core support to include 24/7 help desk, “Hot Fix” software corrections, troubleshooting, Preventative Maintenance Inspections (PMI), Time Compliance Network Order (TCNO) verification, Information Assurance (IA) compliance, spare parts, and software licenses

Prepare for Air Force Weather (AFW) Enterprise transition of JET system capabilities to the Weather Data Analysis (WDA) system by end of FY20

General Program Requirements Maintenance Releases (MRs)

MR Overview Cover tasks prioritized and bundled by the Requirements Working

Group (RWG), to include:

Deficiency backlog resolution New requirements submitted via the AF Form 1067 process

Agile process applied to break work into sprints:

Planning => development => hardening => test => fielding

Test Process by MR Contractor Developmental Test and Evaluation Contractor support of Gov’t Developmental and Operational Testing

Training Process by MR Release-specific training at OWSs and Weather Flights (WFs) in conjunction with install Computer Based Training System Administrator Training (updated for each release)

Accreditation Status Update by MR Evaluate MRs as necessary to maintain Authorization to Operate

(ATO) and Authority to Connect (ATC)

General Program Requirements Tech Refresh

Incremental OWS Tech Refresh Two OWS refreshes per year starting in FY15 Remaining four OWS refreshes to be executed on CLS contract

Incremental SCA Tech Refresh Planned FY18 refresh of fixed and tactical (laptop) SCAs

SCA Scaling Reduction of fixed SCA footprint

Prepare for AFW Enterprise transition of JET system capabilities to the WDA system by end of FY20

Planned Acquisition Strategy

The acquisition strategy has not been approved All discussions should be considered as preliminary and “for information purposes only” at this time

Single prime contractor with overall JET system sustainment responsibility

Period of Performance: late FY15 – FY21 Anticipate FAR Part 16, Fair Opportunity Posting via an existing Indefinite Delivery contracting vehicle Expect to use Firm Fixed Price (FFP) contract
