STATEMENT OF WORK
FOR
METAL POWDER, TUNGSTEN
(FOR USE IN ORDNANCE)
17 February 2012
1. SCOPE
This specification establishes the requirements for the procurement of high density tungsten metal powder for use in ordnance by the United States Government.
2. APPLICABLE DOCUMENTS

The following specifications, standards, and handbooks form a part of this contract, by reference, to the extent specified herein. The issues of these documents that are in effect as of the date of this solicitation and listed in the Department of Defense Index of Specifications and Standards (DoDISS) and supplement thereto shall be used.

3. REQUIREMENTS
3.1 Chemical and Physical Characteristics
The chemical and physical characteristics of tungsten metal powder shall comply with the requirements specified in Table I when tested as specified therein.

3.2 Loaded Container Characteristics
The loaded containers will have the following characteristics: containers shall be plastic buckets or those made of comparable materials with a sealed removable plastic liner and a desiccant pack enclosed. Containers shall be in man-portable quantities, defined as 100 lbs for a maximum carrying distance of 25 ft. Containers will be properly closed and not visibly torn or broken. Containers will be marked in accordance with (IAW) section 5.1 of this Statement of Work (SOW). Internal paperwork will include Material Safety Data Sheet, Certificate of Analysis (COA), and all other documentation to support compliance with the requirements in Table I, Documentation shall be provided with every shipment.
4. VERIFICATION
4.1 Sample Inspections
Sample inspections shall be performed by the contractor for each shipment prior to shipping using a Microtrac® dynamic light scattering particle size analyzer with a dry sample delivery controller for particle size determinations, purity analysis by X-ray fluorescence, and bulk crystal density by pycnometery. Each inspection shall be performed on samples that have been produced with equipment and procedures used in the production, manufacturing, and shipping in accordance with requirements detailed in Section 3. The Contractor shall provide documentation containing the inspection results of the above procedures.
4.1.1 Acceptance Criterion
Failure of any sample to pass all requirements specified in Section 3 Table I shall be cause for rejection.
4.2 Conformance Inspection
Each inspection lot shall consist of one or more batches of tungsten metal powder produced by one manufacturer, in accordance with the same specification under one continuous set of operating conditions and shall not be construed to represent any prior or subsequent quantities presented for inspection. Each batch shall consist of that quantity of tungsten metal powder that has been subjected to the same unit chemical and physical process intended to make the final product homogeneous. Failure to meet any testing requirements shall be cause for rejection of the lot from which the samples are drawn.
4.2.1 Alternate Conformance Inspection
Contractors shall not submit alternate conformance inspection methods for consideration in accordance with Section 5 of MIL-STD-1916.
4.2.2 Sampling
COA samples shall be taken from a minimum of four containers or from ten percent (10%) of the containers in each shipment, (whichever is larger). (If the shipment is less than four (4) containers, 100% of the containers shall be sampled). Each sample shall be representative of the container and drawn in accordance with ASTM E-300 sampling practices. Approximately 1 kg of the material shall be removed from each selected container. Each primary sample shall be labeled so that the container from which it was taken can be identified. An approximately 1 kg composite sample shall be made of equal parts of the primary samples. No more than ten (10) primary samples shall form a composite sample. All samples shall be placed in airtight containers and labeled in accordance with Section 5.1. The COA samples shall be held by the contractor for possible future examination should the tests of the composite samples show that the lot fails to meet the requirements of this specification. All acceptance tests shall be made on the composite sample(s) representative of the lot. MIL-STD-1916 shall be referenced for general sampling practices.
4.2.3 Classification of Characteristics of Tungsten Metal Powder Conformance examinations and tests are detailed in the following classification of characteristic paragraphs. The contractor's quality program or detailed inspection system shall provide assurance of compliance of all characteristics with the applicable specification requirements utilizing as a minimum, the conformance criteria specified. When cited herein, attribute sample inspection required in 3.1 shall be conducted in accordance with MIL-STD-1916.
4.2.4 Examination of Product
The tungsten metal powder shall be visually examined for conformance to the requirements listed in Section 3 Table I.
4.2.5 Examination of Preparation for Delivery
An examination shall be made to determine that the packaging and markings conform to the requirements of Section 5.
4.3 Test Methods
The following test methods shall be used to determine conformance of requirements listed in Section 3 Table I.
4.3.1 Appearance
The physical characteristics of the tungsten metal powder will be determined by visual inspection.
4.3.2 Bulk Crystal Density
Determination of the particle density of the specimen shall be completed in accordance with ASTM B923 Metal Powder Skeletal Density by helium or Nitrogen Pycnometry.
4.3.3 Purity
4.3.3.1 Purity of Tungsten
The purity of the tungsten powder shall be determined by direct measure using x-ray fluorescence spectrometer described in 4.3.3.2.
4.3.3.2 X-Ray Fluorescence Procedure
a. Place sample in XRF sample cup equipped with manufacturer recommended x-ray film.
b. Calibrate the XRF instrument with respect to tungsten purity content by using appropriate calibration standards. Obtain a calibration curve on the instrument by measuring in triplicate, a minimum of five (5) calibration standards bracketing the anticipated range between 99.0%-100%.
c. Establish a recalibration sample for the curve. The sample should be of a nominal concentration. This particular sample can be used each time the curve is to be recalibrated.
d. Quality Control (QC) standard is required before and after twenty (20) samples or 5 hours, whichever occurs first, and as the final instrument run.
e. Report percent tungsten.
4.3.4 Particle Size Determination of Tungsten
The particle size distribution shall be determined using a Microtrac® dynamic light scattering particle size analyzer with a dry sample delivery controller. The procedures of 4.3.4.1 shall be used by the manufacturer.
4.3.4.1 Microtrac® Dry Analysis Procedure
a. Obtain a composite sample from the tungsten powder lot.
b. Transfer approximately 0.5 mL into the dry sample delivery controller.
c. The following instrument parameters (or equivalents) should be used:

d. Report the average results
4.4 Classification of Characteristic
Chemical analysis shall be performed on every batch and reported on the manufacturer's COA, which shall be inspected on every shipment. Batches are defined as populations of a product that all contain the same constituents (by lot number) and have undergone the exact same process to produce the end product. The addition or change of lots in any batch constitutes a new batch, or further testing of that batch to determine adherence to specification. Any change in process during lot to lot production within a batch shall also result in a new batch, or further testing to determine adherence to specification.

5. PACKAGING
For acquisition purposes, the packaging requirements shall be as specified in the contract or order and conform to Commercial Packaging Requirements detailed in ASTM D-3951. For Department of Defense procuring activities, packaging requirements are maintained by the Inventory Control Point's packaging activity within the Military Department or Defense Agency, or within the Military Department's System Command. Packaging data retrieval is available from the managing Military Department's or Defense Agency's automated packaging files, CDROM products, or by contacting the responsible packaging activity.
5.1 Marking
All tungsten metal powder containers shall be marked in accordance with MIL-STD-129. Each individual tungsten container shall be marked with the following information:
1) Descriptive Name
2) Ship From Address
3) Ship To Address
4) Complete Designation
5) Lot Number
6) Weight of the Lot
7) Manufacturer's Name and Plant Designation
8) Contract Number
9) Date of Manufacture
6. DELIVERY & ACCEPTANCE CRITERIA
Prior to shipment, the contractor shall submit their COAs and all other reports to the following individuals one week (7 calendar days) prior to the intended shipment date:

* Deliveries on Mondays and Tuesdays preferred * Subsequent to receipt of each tungsten powder shipment, the Government reserves the right to test samples from shipments using the same methods listed in Section 4.1. Any tungsten shipment which fails to meet any of the requirements listed in Section 3 Table I shall be classified as defective, thus resulting in the rejection of the batch from which it was obtained. Any batch that is rejected shall be sent back to the contractor at no expense to the Government. Upon PM acceptance of the shipment, the contractor will be notified to proceed with creating an invoice in Wide Area Work Flow (WAWF) for payment.
The first incremental delivery to the Government for CLIN 0001, consisting of at least 3,000 lbs, shall be within 30 calendar days after date of contract award. Subsequent deliveries shall, at a minimum, occur every 7 calendar days afterwards and consist of at least 3,000 pounds until final delivery is completed for the contract in its entirety, to include CLIN 0002. Reoccurring deliveries shall continue regardless of previous shipments’ acceptance or rejection.
7. DOCUMENT REQUIREMENTS
Each COA and other documentation in support of the compliance with the requirements in Table I shall include, but not limited to, the following data:
