RIP TIDE Inquiries as of 12 Feb 2018

1. 18 Jan 2018: When do you expect to release a BAA? Can you say whether the first round is a white paper or full proposal?

Response: Due to the Government Shutdown, we are unsure of when the BAA will be released.

This is a One-Step BAA and there will not be any white papers submitted. Offerors will submit full technical and cost proposals. Update: The BAA is scheduled to be released mid-March.

Currently the Government is funded up to March 23rd.

2. 18 Jan 2018: Is this a new requirement or is there an incumbent contract/contractor currently performing the same or similar work? If so, are you able to provide a contract number and the vendor’s name?

Response: This is a new requirement; there is no incumbent.

3. 22 Jan 2018: Does the government have in place a BAA for the same research area that preceded this one. Or was research on prototype photonic-electronic systems done via Calls on previous BAA?”

Response: No.

4. 2 Feb 2018: We have a very active group working to apply photonic technologies to EW problems. We have read with interest your Presolicitation FA8650-18-S-1671 on Radio- Frequency Intercept by Photonic-Assisted Threat Indentification, Disaggregation, and Extraction.

We believe some of our recent developments will be of great interest to you and to this program. Can you provide additional information, technical or administrative, on the eventual call for prototypes?

Response: We anticipate that the BAA will be released in March. There will be two technical focus areas - one with two phases and the other with three phases. Overall the length of this effort is long because the focus is on jumping a number of technology readiness levels to demonstrate something novel which also provides needed utility. You will also find that the BAA is not narrowly focused but provides flexibility.
