This sources sought notice requests information from potential offerors for a firmware upgrade to the Flat Panel Control Indicator (FPCI) on F-15C aircraft. The Air Force Life Cycle Management Center seeks to upgrade the firmware in up to 120 FPCI units to resolve data collision issues when receiving messages over the H009 data bus. Offerors must have the capability to upload the new firmware, which was developed by BAE Systems under previous contracts. Responses are requested by 30 days after posting and should not exceed 20 pages. The response must demonstrate relevant experience, teaming arrangements if applicable, performance risks, and schedule and cost estimates for the firmware upgrade. The acquisition strategy has not yet been determined but will be informed by the market research results from this sources sought notice.

Answers to Questions
Question 1: Is this a new requirement or are there incumbent contracts/contractors currently performing the same or similar work? If so, are you able to provide the contract numbers and vendor names?
Answer 1: As noted in the Sources Sought, the firmware upgrade is a product of BAE systems. BAE Systems have recently completed this upgrade on two FPCI’s (FA8634-20-P-0024 and FA8634-20-P- 0025). This effort is to continue this work on the remaining FPCI’s for use in the F-15Cs.
