GUARDIAN ANGEL (GA) TECHNICAL RECOVERY SYSTEM
Source Sought Synopsis
1, NOTICE
This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. It constitutes neither a Request for Proposal nor an Invitation for Bid. It does not restrict the Government to an ultimate acquisition approach. This SSS IS NOT A
SOLICITATION or an expression of intent to issue a solicitation of any kind in the future. It should not be construed as a commitment by the Government for any purpose other than to gain the information requested. Interested parties are encouraged to respond to this SSS. The Government will not pay for information, materials, and/or demonstrations received in response and are in no way obligated to respondents by or for any information received.
2. BACKGROUND AND SCOPE
The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Division, Battlefield
Airmen (BA) Branch, Guardian Angel (GA) Program Office, is requesting information to identify possible sources to provide a standardized set of technical recovery system kits, specifically confined space, structural collapse and extrication kits. The purpose of this SSS is to assess the capabilities of suppliers to accomplish the following objectives: a) acquire chosen solution, b) provide Interim
Contractor Support (ICS) through Annual Maintenance Service Visits (AMSVs) on the equipment, c) train users on chosen equipment, and d) recommend product improvements to the government.
3. CAPABILITY REQUIREMENTS
Guardian Angel (GA) forces are tasked to extricate personnel and sensitive materiel from military aircraft, vehicle wreckages and damaged or destroyed buildings in extreme environments. The current equipment utilized to accomplish this mission is contained in four kits: Rapid Extrication Deployment
System (REDS) kits, Confined Space (CS) kits and Structural Collapse (SC) kits. There are two types of REDS kits -- Heavy and Light. Heavy/Light REDS enable GA forces to rapidly deploy extrication tools and lift bags required to extricate personnel. The extrication tools are utilized to create entry/exit points in wreckage while lift bag systems are utilized to lift wreckage and facilitate removal of personnel and sensitive materiel. Confined Space/Structural Collapse kits enable GA forces to assess environmental hazards and perform extrication of personnel in collapsed structures
(concrete/wood/clay). Equipment also ensures mission success while recovering personnel or equipment inside structures partially collapsed by natural and man-made disasters (ex. IEDs, enemy shelling, etc.). Specifics for these kits are shown below; items currently in kits are primarily
Commercial off the Shelf (COTS) and Non-Developmental Items (NDI).
4. INSTRUCTION TO POTENTIAL RESPONDENTS
Interested vendors who desire to participate in this SSS are encouraged to submit responses that demonstrate they presently have the technology and qualifications of the system described above.
Responses should address the following:
a) Describe the approach to procure the following kits
i. Heavy REDS Kit: This kit contains the following types of equipment: See
Attachment (1)
ii. Light REDS Kit: This kit contains the following types of equipment: See
Attachment (1)
iii. Confined Space Kit: This kit contains the following types of equipment: See
Attachment (1)
iv. Structural Collapse Kit: This kit contains the following types of equipment: See
Attachment (1)
b) Describe the approach to provide ICS through AMSV. AMSV is currently conducted at each of the 13 designated unit’s home station, with the ability to provide additional visits as requested.
All of the Technical Recovery equipment shall be inventoried and inspected during the AMSV.
Equipment specified as Special Mission Equipment (SME) requires Intermediate-Level
Maintenance (ILM) as special tools are required to perform inspection or maintenance on these items. Please see Attachment (4) for all SME items. Operator-Level Maintenance (OLM) shall be completed on equipment that is non-SME. OLM consists of regular maintenance performed in conjunction with each use that does not require special equipment to perform. An AMSV service history report is completed after the visit. This report annotates SME that are unserviceable or needing repair. A proposal for repair parts is submitted to GA Program Office for the SME. Please see Attachment (5) for all repair parts. A separate proposal is submitted for all equipment that requires replacement. Equipment not specifically identified as SME cannot be repaired and will be replaced when unserviceable. Please see Attachment (6) for a draft
Statement of Objectives for ICS.
c) Describe the approach to training the end user on the elements of each kit. Provide current or previous training efforts similar in nature. Describe the level of experience and certifications if any, that the trainers possess. Training is preferred to be conducted at the contractor’s facility or at a site designated by the end user, located either CONUS or OCONUS. Please see Attachment
(2) for locations of current GA operational units in need of training. At a minimum address:
i. Operator training: Should include, but not be limited to, the ability to safely setup, operate and maintain kit components at the operational level, including troubleshooting. Training shall be designed and adapted specifically to meet Air
Force Specialty Code (AFSC) 1T2XX, or equivalent DoD personnel. PJ training requirements include realistic operational scenarios utilizing all pieces of the
Heavy REDS, Light REDS, Structural Collapse, and Confined Space kits. See
Attachment (3) for recommended task to be completed on AFSC 1T2XX.
ii. Maintainer training: Shall provide specific courses/skills on components that require calibration, certification or intense periodic maintenance.
d) Describe the approach for recommending product improvements to the government.
e) Provide any information on a system that could meet the following capability gaps:
i. Fire suppression and cooling system: The current fire suppression system used by
GA teams is the Intelagard Macaw® Backpack. This system is designed only to suppress or extinguish fires, but not to cool hot surfaces. To address these capability shortfalls, GA personnel are in search of lightweight fire suppression and cooling capability that can extinguish fires, while cooling the environment sufficiently to extricate personnel or equipment across the full range of combat operations.
f) Describe if/how your company meets the requirements of the Non-Manufacturer Rule.
g) Provide recommendations (if available) that support a NAICS code on this effort other than
333999.
h) All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. Note that the NAICS code for this requirement, if applicable to your company’s capabilities, should be included in your company’s NAICS code listing in SAM. The North American Industry Classification System (NAICS) Code for this action is 333999, size standard 500 employees. Based on the NAICS Code, state whether your company qualifies as a:
i. Small Business (Yes/No)
ii. Women-Owned Small Business (Yes/No)
iii. 8(a) Certified (Yes/No)
iv. HUB Zone Certified (Yes/No)
v. Veteran Owned Small Business (Yes/No)
vi. Service Disabled Veteran Owned Small Business (Yes/No)
vii. Economically Disadvantaged Women-Owned Small Business (Yes/No)
viii. Statement as to whether your company is domestically or foreign owned (if foreign owned, please indicate country of ownership).
ix. Provide prospective small business utilization percentages (if the acquisition is not set- aside for small business)
5. RESPONSES, COMMUNICATIONS, AND ADDITIONAL CONSIDERATIONS:
Companies may be contacted if we need further information to fully understand the contractor responses. AFLCMC is not at this time seeking proposals, and will not accept unsolicited proposals.
Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this SSS will be solely at the responding party's expense.
This notice is part of government market research, a continuous process for collecting and analyzing information about capabilities within the market to satisfy agency needs. The acquisition strategy has not yet been determined, and market research results will assist the Air Force in determining whether this requirement will be a full and open competition, a small business set-aside, or a sole source acquisition. If it is determined to be a small business set-aside, FAR 52.219-14, Limitations on
Subcontracting will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they could comply. Potential sources are encouraged to submit recommended small business utilization requirements as a percentage of total contract value for consideration, in the event the acquisition is not set-aside for small business.
If there is sufficient demonstrated interest and capability among small business contractors, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR
52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate, and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR 52.219-
14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. If this effort is not set-aside for small business, small business utilization will be considered. Large and small businesses should provide a reasonable expectation for small business utilization as a percent of total contract value as well as supporting rationale for the recommended percentage.
Two (2) paper copies should be submitted to the program office. Information received that is identified as proprietary/sensitive, will be protected as such. Any company proprietary information contained in the response should be clearly marked by paragraph, such that ‘publicly-releasable’ and ‘proprietary’ information are clearly distinguished. Any material that is not marked proprietary will be considered publicly-releasable. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The Government will not use proprietary information submitted from any one firm to establish the capability and requirements for any future systems acquisition, so as to not inadvertently restrict competition.
When submitting a response, please be aware that the Air Force workforce is supplemented by contracted support personnel. Any proprietary data submitted may be handled by contract support services personnel who have signed Non-Disclosure Agreements (NDA).
The submitted documentation becomes the property of the U.S. Government and will not be returned.
Respondents who submit proprietary data shall clearly mark the data with appropriate markings on the cover sheet and on each applicable page. Any proprietary data submitted may be handled by contract support services personnel who have signed Non-Disclosure Agreements (NDA).
This notice may be updated as additional information becomes available. Please check the FBO site for updates to this announcement and register to receive e-mail notices of any updates to the FBO announcement. For more information on this, please contact the AF POCs below. E-mail communications are preferred.

Parts to complete as many on-site repairs as possible. Completed repairs shall be listed on the Service History
Report. The Contractor shall annotate the need for any remaining repairs on the Service History Report and submit a Post-AMSV Replacement Parts Proposal to the GA SPO. Any Government purchased repair parts that are not utilized during an AMSV shall remain at the GA unit. If available, these parts shall be used to complete repairs during subsequent AMSVs. The Contractor’s personnel shall work with GA unit POCs to ensure proper storage and accountability of these parts for future repairs. Any items that cannot be repaired during the AMSV shall be treated as Out-of-Cycle Repairs.
The hydrostatic testing of high-pressure bottles shall be performed in the most efficient manner available, which may vary by unit/location. The Contractor shall either have the bottles tested at a local facility while on site for the AMSV, or shall ship the bottles, assembled on/with their complete systems/regulators, to the Contractor’s warehouse for testing. Several local certified hydrostatic testing facilities shall be identified. The Contractor shall have in place a Memorandum of Agreement (MOA) to service GA’s Depatment of Transportation (DOT) hydrostatic testing requirements. Reassembled equipment items with tested and properly marked bottles shall be returned to the GA units upon completion. The Contractor shall perform a one-time DOT hydrostatic test
(within the lifespan of the ICS contract) for all required GA high-pressure bottles as they approach expiration of certification.
Some TR equipment items require semi-annual calibration or testing. For these items, the Contractor shall instruct unit-designated personnel in the proper procedures for performing these calibrations and tests. Each GA unit shall be responsible for performing the semi-annual requirements once instruction has taken place. The
Contractor shall record pertinent dates or other data at the time of inspection; however, the Contractor shall not be responsible for ensuring semi-annual items are in compliance once GA unit personnel have been properly instructed.
H. In order to provide the most complete picture of the status of each GA unit’s kits, all GA TR equipment items shall be inventoried during the AMSV and annual inventory data shall be maintained for all GA units. Inventory data shall include the following, as applicable, for each item: item description, serial number, quantity expected, quantity on hand, warranty, expected service life, and inspection interval. An AMSV Service History Report shall be provided following each AMSV. For the SME items, the report shall track the lifecycle of each component in greater detail by recording the initial status (for unserviceable or repaired items only), previous repair history, inspection/ maintenance comments, end status (operational or justification for unavailability), repair or replace recommendation, and comments resulting from each GA unit AMSV as applicable. (DI-MISC-
80508B/T)
Unless otherwise noted on the AMSV Service History Report, the initial status of all items shall be assumed to be “serviceable.” The AMSV Report shall be provided to the GA SPO no later than 14 calendar days after the conclusion of the AMSV.
I. Some equipment items may reach a point in their lifecycle when it is no longer cost effective to repair them. The
Contractor shall annotate such issues on the Service History Report and recommend the items for replacement on a Post-AMSV Replacement Parts Proposal within 14 calendar days of the completion of the AMSV. In order to provide justification for replacement, the Contractor shall include the repair costs as part of the proposal.
Replacement equipment is not included as part of the ICS service and replacement items shall be purchased by the government through the TR Replacement Parts List. (DI-MISC-80508B/T)
The Contractor shall submit an AMSV Repair Parts Proposal in preparation for each GA unit’s AMSV. This proposal shall be submitted with enough advance notice to allow repair parts to be available from the manufacturers, and to allow the GA SPO to evaluate the proposal, secure funds, and issue a DO. The proposal shall consist of the parts needed to conduct anticipated repairs on the following year’s AMSV for that GA unit.
