Section B: Description of the Supplies/Services Required
Due to circumstances described herein, the activity requests authority to purchase electronic access to Midwest Tape Hoopla digital movies and TV shows content using Other Than Full and Open Competition as prescribed by FAR 13.106-1(b), soliciting from a single source, and 13.501(a), Sole source acquisitions. This individual action will result in the award of a new Firm Fixed Price Contract. This sole source requirement will be acquired from the following organization: Midwest Tape, LLC.
The mission of AF Libraries is outlined in DoDI 1015.10 stating DoD Libraries will provide information resources and services required to accomplish the mission. The AF libraries support military personnel assigned to contingency operations, remote sites, and military missions IAW DoDI 1015.10, Military Morale, Welfare, and Recreation Programs.
The program provides professional military and voluntary education programs materials and services. Libraries also provide facilities, resources, and services to enhance the quality of life, regeneration, and resiliency for authorized customers. These resources relate to various overarching goals of the AF such as recreation, physical wellness, emotional resiliency, and educational pursuits.
To meet these needs, the AF libraries must procure resources that can be accessed globally, including in areas with low or no internet access, and provide the below stated requirements. These resources need to include access to quality of life resources. The Midwest Tape Hoopla content is a vital leisure tool for AF personnel. Midwest Tape Hoopla is important to service personnel and library staff for having the ability to provide instant access digital collection that can be streamed or downloaded with no waiting. This subscription must be firm-fixed pricing so there is no increase when new titles are accessed and may limit the number digital downloads per week/month per registered user. The Midwest Tape Hoopla digital collection provides information that supports professional, education and enhances quality of life for AF personnel.
The proposed effort covered by this individual J&A is for a 12-month subscription to Midwest Tape Hoopla for AF Libraries. Midwest Tape Hoopla is important for the Airmen and the families for having the ability to provide instant access to a digital collection that can be streamed or downloaded with no waiting. This digital collection provides information that enhances professional, academic and quality of life for AF personnel.
Section C: Justification for Soliciting from a Single Source or Brand Name
Air Force Library Program has needs is Midwest Tape Hoopla. Midwest Tape has exlusive legal copyright to most of its content collection and is a "must order direct" company. Midwest Tape Hoopla Subscription offers access to digital collection of current and old movies, TV shows, music, e-books, comics, and e-audiobooks. Midwest Tape Hoopla digital collection allows up to 7 checkouts per month per registered user and is available at all times with no holds/ simultaneous usage for users with the same title. They are also accessible through iOS, Android, Kindle Fire, Roku, and Amazon's Alexa. No other company offers this collection in this method which matches the Air Force's need.

Midwest Tape Hoopla is the only known source capable of providing the item described in Section B for the US Air Force to accomplish the libraries mission. Without this sole source acquisition, the Air Force Library Programs mission to provide Airmen recreational and MWR materials would be seriously harmed or delayed.
Section D: Efforts to Obtain Competition
An intent to award sole source was posted on FBO from 07 November 2019 - 14 November 2019 advising industry of the intent of the Government to award sole source and requesting any interested firms to submit a capabilities package indicating their capability to provide the requirement. The synopsis outlined minimum characteristics a similar product would have to meet to fulfill the requirement as described in sections C above. No viable responses were received.
AFSVA/SVPL surveyed the market for vendors to determine if competition was available for the requirement. The library used publishers' advertisements, professional conferences, vendor demonstrations, customer suggestions and new publication reviews to conduct its surveys.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
AFSVA/SVPL will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of subscriptions. AFSVA/SVPL will continue to survey the market for vendors to obtain competition in aircraft safety publications. The library uses publishers' advertisements, interlibrary loan requests, customer suggestions and new publication reviews in conducting its surveys.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
