RFP Questions and Government Answers Laughlin air Force Base, Texas

03 January 2019 (Round 3)

1. The NAICS Code for this RFP is listed as 333922 which is for material handling equipment. The items listed under Item 0002 calls for Peg Lockers (Manufactured and Delivered) Should the NAICS Code for this Requirement be 337215?

Government Answer: The NAICS for this project was picked based on the overall project and not just for one part (i.e. peg lockers). The overall requirement in this case is considered material handling equipment which happens to include peg lockers.

2. 3.2.13 Assembly calls for units to be assembled on site. Assuming units meet all other requirements stated in the RFP, could the units be assembled prior to delivery and installation with only minimal assembly required on site?

Government Answer: Some pre-assembly prior to delivery with final assembly on-site is acceptable.

3. 3.2.1 The peg-lockers are too big to paint as a single unit. Is it okay to paint the peg-lockers in sections and assemble them in the factory? Other parts of the Appendix mention “no fasteners”, but I assume they are talking about on-site fastening, not assembly. Is this correct? (In other words, can fasteners be used to do in-house assembly on the peg-lockers?)

Government Answer: See Cover PD, Paragraph 3.3.3. Protective Coating and 3.3.3.1 Painting, for painting requirements. “No fasteners” are mentioned in Appendix A Paragraph 3.2.10 Pegs and Paragraph 3.2.3 Uprights and Shelves and are specific to the item covered.

4. 3.2.3 The first sentence of this paragraph is a bit confusing. When they talk about “Uprights”, are they talking specifically about the sides of the peg-lockers? Or is there some other upright? We plan to use keyholes and brackets that are like the current Weapons Racks we make. What is meant by “wedge-lock type designed to be assembled without fasteners, clips, or special tools”? If the shelves and sides are assembled in the factory (see above), then can they be assembled with fasteners instead of wedge-lock? Is the phrase “assembled without fasteners” specifically for the Peg brackets, or for something else?

Government Answer: See above regarding fasteners. Uprights are the support-sides where the inner frame (back of peg-locker) and outer frame (front or front-facing) are differentiated.

5. 3.2.6 “removable base enclosure plates”- what is this? If the base is fastened to the peg-locker, is there a need for removable plates?

Government Answer: Base enclosure plates is to cover the front and rear of the base as stated. It is removable in order to gain access to the anchor bolts when needed. If there is an equivalent access to anchor bolts, it can be submitted for review to see if it is technically equivalent.

6. 3.2.9 I wonder what the “soft close” is. Does this mean the doors open vertically? If that is required, do the doors also need a holder to keep them open? If the doors open to the side, then what is the “soft close”? Does that mean “self-close”, like kitchen cabinet doors? This paragraph mentions 2 hinges minimum. Would one full length piano hinge also be okay? Are there latches or locks on the doors? Should the doors be inset, or can they be flush-mount? Or does it matter? What size should the Velcro be?

Government Answer: Locks are not required. Velcro shall be sized to hold an AF name patch as stated and depicted/shown on Photo 1 of Appendix B. The requirement states “The doors shall be the soft-close and full overlay type with a minimum one-inch one-piece wraparound nickel-plated steel hinge or equivalent.” The hinge mentioned may be equivalent. Equivalent designs may be submitted for technical review.

1. I’m concerned that we won’t have quotes in time for Laughlin 19-R-8101 solicitation by the due date. Could the question due date and proposal due dates be extended 1 week? Thank you for the consideration
