PERFORMANCE WORK STATEMENT (PWS)

Rapid Sustainment Office (RSO) Communication Support Services 8 April 2019

BACKGROUND:

The Air Force Rapid Sustainment Office (RSO) leverages mature, new and emerging technology to reduce sustainment costs and improve readiness. RSO rapidly deploys commercial and non-commercial technology to drive down sustainment costs and increase readiness in the interest of National Defense. The requirement for communication services is necessary to intensify the organization's presence within and outside the government, focused on reaching non-traditional technology companies.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Communication Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

SCOPE:

To help the RSO convey its mission, operating model, value proposition, technical results and impact, the Contractor will provide information-dissemination and graphic design services in development of presentations, documents, speeches, electronic media, and video collateral. The Contractor will provide these services in order to help RSO convey the essence of program concepts, technical results, and benefits. Example media include PowerPoint presentations, multimedia, exhibits, quantitative technical information, and conference materials. The Contractor Information Dissemination Teams should collectively be proficient in information design techniques and be capable of providing editorial support for embedded and standalone prose. The Graphic Design Team should possess the artistic skills and demonstrate the ability to grasp technical concepts in order to illustrate and convey critical program ideas.

The Contractor will provide assistance with RSO electronic informational media preparation and administration. In doing so, the Contractor will ensure compliance with applicable laws, regulations, publications, manuals, and RSO policies and procedures.

The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract.

Event presentation products including displays and videos shall be of a quality suitable for conferences and documents with national visibility. The Contractor should provide these services with a surge capability to meet urgent timelines.

Additionally, the Contractor will develop a thought leadership platform for RSO that showcases RSO’s vision and innovation in both external written communications and high-level speaking engagements, as well as in media engagements and influencer meetings.

SPECIFIC TASKS:

BRAND AND OUTREACH STRATEGY & PRESENTATION DEVELOPMENT:

The Contractor shall:

· Develop brand and outreach strategy for RSO to use in evaluating and participating in events and media engagements to provide most value to USAF mission

· Secure meetings with Venture Capital (VC), technology, and innovation media and influencers with a focus on Silicon Valley, New York, Washington, D.C., Boston and other VC/tech markets to build support for RSO priority initiatives

· Create brand and value proposition messaging for various government and commercial stakeholders

· Assist with presentation content and design development, including the development of a new RSO logo, storyboards, etc. that support RSO vision of innovation

· Develop monthly communication product, highlighting RSO key accomplishments that aligns to overall strategic messages

· Develop strategy of engagement for various mediums (speaking engagements, social, newsletters) to communicate RSO value proposition

MEDIA AND MESSAGE TRAINING:

The Contractor shall:

· Prepare message- and media-training workshops focused on clear, consistent message delivery and impact with external audiences, that may include the following:

· Provide tips for navigating interviews and speaking opportunities

· Practice interview techniques through mock print and broadcast interviews with immediate feedback

· Support the development of challenging Q&As

· Provide social media strategy

GENERAL INFORMATION:

Period of Performance: The period of performance shall be for 6 months after award of the contract.

Place of Performance: The work location to perform under this contract shall ensure access to world leading venture capital and tech ecosystems (e.g., Silicon Valley, NYC, Austin) is required.

Type of Contract: The Government will award a firm fixed price contract.

This is a non-personnel services contract to provide information dissemination support.

Quality Control: The Contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non- recurrence of defective services. The Contractor’s quality control program is the means by which it assures itself that its work complies with the requirement of the contract. The QCP shall be delivered via electronic mail to the RSO Contracting Officer Representation (COR) and Contracting Officer (CO) within 30 days of contract award. Amendments/changes to the QCP shall be delivered to the RSO COR and CO within three business days following any change.

Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

Security Requirements: All work will be unclassified.

Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information, and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

Special Qualifications: Contractor personnel will be required to sign a Non-Disclosure Agreement.

Post-Award Conference/Periodic Progress Meetings: The Contractor agrees to participate in a post-award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: ensures that the Contractor performs the technical requirements of the contract; performs inspections necessary in connection with contract performance: maintains written and oral communications with the Contractor concerning technical aspects of the contract: issues written interpretations of technical requirements, including Government drawings, designs, and specifications: monitors Contractor's performance and notifies both the CO and Contractor of any deficiencies; coordinates availability of Government-furnished property and provides site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, shall state the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

Contractor Travel: Monthly travel for 1-2 personnel expected to the following locations: Dayton, OH or other locations designated. Contractor will submit an estimate in the proposal for expected costs and after contract award, in advance of travel for RSO approval.

Other Direct Costs: This category includes travel (outlined in 1.6.9), reproduction, and shipping expenses associated with training activities and visits to Contractor facilities.

Government Purpose Rights: The Contractor agrees not to use any of the written materials prepared for RSO under this contract for purposes not mutually agreed. As to those written materials prepared under this contract, RSO shall have unlimited ability to reproduce, prepare derivative works, distribute copies, perform publically, or display publically for Government purposes worldwide.

Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services that may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the COR immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the COR to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the COR and in the event the COR unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the COR may affect other remedies as deemed necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
