I. Contracting Activity.

Air Force Life Cycle Management Center Installation Contracting Division

II. Nature and/or description of the action being processed.

This requirement will be awarded as a new purchase order (FA8604-19-P-5054) on a firm fixed-price basis.

III. Description of supplies/services required to meet agency needs.

The DoD Library Consortium requires a resource that provides research for personnel development that meet the quality of life, regeneration, and resiliency as stipulated in DoDI 1015.10. To meet those needs, the DoD Libraries require a military genealogical research database which has access to billions of records from a multitude of unique database to provide information on military records. This resource needs to be a searchable database that provides access to military records, stories, photos, and personal documents. It must cover military serving in the Revolutionary War through recent conflicts. Must also include records from other genealogical collections. The user interface should be easy to use and pull data from a wide variety of sources. New content and/or updates need to be added on an on-going basis.

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

ProQuest has exclusive world-wide distribution to libraries rights for Fold3 Library Edition by Ancestry and is a “must order direct” company. The publisher does not market their publications through distributors so they are not available from any other source. Fold3 Library Edition is the only known online military genealogy resource available. We have reviewed other GSA schedules/documents and find that this source has no other competitors and meets the Government's minimum needs.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research was conducted via Internet searches for genealogy companies that could meet the need of the DoD Libraries. The following websites were reviewed by the Libraries but did not meet the minimum need:

Familysearch.org, Archives.gov. An Intent to Award Sole Source Notice was posted on the Government-wide point of entry, Federal Business Opportunities (FBO) website from 30 July 2019 through 06 August 2019. The notice provided potential offerors with the opportunity to present their capabilities to the Government and show how they could meet the minimum requirements of the DoD Libraries.Only ProQuest responded as being capable of fulfilling the requirement. Recommend sole source award to ProQuest.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated cost to the Government will be fair and reasonable. The determination of fair and reasonableness will be based on the utilization of price analysis by the Government. A review of previous contracts, current price lists and catalog pricing as well as prices paid by other agencies or organizations outside of the Government.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted via Internet searches for genealogy companies that could meet the need of the DoD Libraries. The following websites were reviewed by the Libraries but did not meet the minimum need:

Familysearch.org, Archives.gov.

Familysearch.org was contacted in reference to this requirement. FamilySearch.org stated that a good place to look for military records is Resource Wiki, alluding to the fact that they do not offer any product that meets the Government's need. National Archives (archives.gov) was reviewed by the requirement owner and unfortunately they do not offer a digitized product of military historical documents.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

AFSVC/SVPL will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of research databases. AFSVC/SVPL will continue to survey the market for vendors to obtain competition in databases. The library uses publishers' advertisements, professional conferences, vendor demonstrations, customer suggestions and new publication reviews in conducting its surveys.

AFSVC/SVPL will attempt to obtain competition whenever possible by use of professional journals and trade exhibits.

The AFSVC/SVPL personnel will continue to keep up-to-date and review new research databases to determine if another source will meet the needs of the students, faculty, and staff. We will also keep an open dialog with our patrons and usage statistics to determine the necessity for future purposes.
