1. SCOPE
1.1. GENERAL SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for a 463L
Pallet Gravity Roller Conveyor (GRC) system in Building 3246, at
Eielson Air Force Base (AFB), Alaska. The work shall be completed in accordance with this appendix, the cover PD, and
Air Force (AF) Drawing PEL607-01. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.
2. APPLICABLE DOCUMENTS
Applicable documents shall be in accordance with section 2 of the cover PD.
3. REQUIREMENTS
3.1. SYSTEM DESCRIPTION
The GRC system shall be installed and configured as shown on AF
Drawing PEL607-01. The GRC system shall be designed to transfer
463L pallets. The conveyor shall be configured so the 88 inch edge is leading during transfer of the pallets.
3.2. PERFORMANCE AND PHYSICAL CHARACTERISTICS
3.2.1. REMOVAL AND DISPOSAL OF EXISTING GRC SYSTEM
An existing GRC lane, roughly the same length as the requested
GRC lane, shall be removed and disposed of by the Contractor.
The new GRC lane is a replacement of the existing GRC lane.
3.2.2. GRAVITY ROLLER CONVEYOR
The GRC consists of rollers installed in roller frames. A set of rollers installed in frames is a gravity roller section. A gravity roller lane consists of three gravity roller conveyor sections and two side guides, one on each side of the gravity roller sections. The conveyor system shall be used to store and transfer pallets manually on the conveying surface. The system layout and configuration is as shown on AF Drawing PEL607-01.
3.2.2.1. LOAD CAPACITY.

The conveyor system shall store and convey 463L pallets and comfort pallets, with weights ranging from empty to fully loaded, without damage or permanent deformation. The conveyor system shall store and transport conveyor loads weighing 10,500 pounds distributed over a 108-inch by 88-inch area without damage or permanent deformation.
3.2.2.2. ROLLERS
Each roller shall have a minimum load capacity of 550 pounds.
The conveying surface of the rollers shall extend a minimum of
1/4 inch above the frame. The rollers shall be located on maximum 6-inch centers. The rollers shall be easily removable for inspection and maintenance. Rollers shall be designed to have a minimum service life of ten years at a usage rate of
5,000 hours per year based on CEMA 401, using an equivalent radial load which is greater than or equal to 10,500 pounds divided by half of the minimum number of rollers under a pallet
(21 rollers) and a roller surface speed of 40 feet per minute.
3.2.2.2.1. ROLLER TUBES
The roller tubes shall be minimum 2-1/2-inch diameter steel tubing with 7-gauge wall thickness. The tubes shall have no seam or the seam shall be ground flush. All roller tubes shall have electro-deposited zinc coatings. Roller tube plating shall comply with ASTM B633, Service Condition 2, Type I.
3.2.2.2.2. ROLLER AXLES
Axles shall be a minimum 11/16-inch hex cold-rolled steel. All axles shall be of the through type and shall be pin, ring retained or spring-loaded to facilitate easy removal of rollers for cleaning and maintenance.
3.2.2.2.3. ROLLER BEARINGS
Roller bearings shall be the non-precision, dust-tight, light-oil lubricated, zinc-plated, anti-friction ball type. Greased bearings shall not be acceptable. Each bearing shall have a minimum static load rating of 275 pounds. The bearings shall be securely mounted by swaging the roller ends or an equally suitable method approved by the COTR. The bearings shall be shielded or steel labyrinth sealed on both sides. If shielding is used, the shield shall be a solid, rigid material that will not flake or otherwise introduce foreign material into the bearing. Felt shields shall not be acceptable. The roller bearings shall have separate steel inner and outer rings.

3.2.2.3. ROLLER FRAMES |R1
All frames shall be standard 10-foot or 20-ft sections where possible. Roller frames shall be minimum 4-inches high at 6.7
5.4 pounds-per-foot structural steel channel. Frame sections shall be bolted together flush end-to-end with lock washers or self-locking nuts to provide a continuous, level-conveying surface. Axle holes shall be punched in the high position on the channel so the conveying surface is a minimum 1/4-inch above the top of the frame. Axles shall easily slide into and out of the axle hole without binding or interference from the frame.
3.2.2.3.1. ANCHOR PLATES
Frames shall be anchored or attached to the surface below through anchor plates. Anchor plates shall be welded to both frames. The bottom of the anchor plate shall be flush with the bottom of both frames.
3.2.2.4. CROSSTIES
A minimum of four steel crossties shall be positioned in every
10-foot section to provide structural support. Crossties shall be welded to the inside of the roller frames. Crossties shall not interfere with operation of rollers. Crossties shall be equally spaced along a 10-foot length of the frames. Crossties shall not be used to anchor roller sections.
3.2.3. PALLET STOPS
3 removable pallet stops shall be required for the gravity roller conveyor system. All pallet stops shall withstand repeated impacts of pallets weighing up to 10,000 pounds moving at 40 feet per minute. Pallet stops, pallet stop supports, pallet guides, conveyor frames, and pallets shall not exhibit damage, deformation, or decreased performance from such impacts.
Pallet stops shall extend a minimum of 4 inches above the conveying surface. Pallet stops shall be painted safety yellow.
Pallet stops shall not have sharp edges or corners that create a safety hazard.
3.2.3.1. REMOVABLE PALLET STOPS
The removable pallet stop plates shall be constructed as shown on AF Drawing PEL607-01. Removable pallet stop sets shall be provided at each end of the conveyor and at approximate midpoint as shown on AF Drawing PEL607-01. When the removable stops are

Eielson AFB - APP F - Page 4 removed, there shall be no remaining protrusions that can snag the pallets or interfere with pallet transfer. A hand opening approximately 1 inch high by 4 inches wide shall be punched in removable stops to provide a handle. The top of the hand opening shall be located approximately 1 inch below the top of the stop. The removable stops shall slide between two support angles. Support angles shall be minimum 4-inch by 5-inch by
1/2-inch structural angle steel. Support angles shall be welded to the conveyor frame or anchored. The bottom of the support angle shall be flush with the bottom of the conveyor frame. The support angles shall not interfere with pallet transfer. The removable stops shall easily slide in and out of the support angles without binding or snagging. One person shall be able to remove and replace each removable stop with a maximum force of
30 pounds.
3.2.4. FORKLIFT INTERFACE
A forklift interface shall be provided on each end of the conveyor lane. Forklifts pick up and set down pallets at forklift interfaces. Forklift interfaces shall have hardwood or steel guides and forklift tine deflectors to protect the conveyor.
3.2.4.1. HARDWOOD/STEEL
Treated hardwood or steel reinforcement bar shall be placed in the first 7 feet of the forklift interface as detailed in AF
Drawing PEL607-01. The hardwood or steel reinforcement bar shall protect the frame from forklift tines. Hardwood if used shall be fire retardant and treated to deter termites and moisture. The hardwood or steel reinforcement bar shall be bolted to the frame in at least three places. The bolt heads shall be recessed into the wood or steel. The hardwood or steel reinforcement bar shall be easily removable for repair/replacement. The hardwood or steel reinforcement bar shall not interfere with conveyor operation. The hardwood or steel reinforcement bar shall be painted the same color as the conveyor frame.
3.2.4.2. TINE DEFLECTORS
Tine deflectors shall deflect tines approaching the forklift interface upwards so the impact is not felt by or transferred to the conveyor frame. Tine deflectors shall be as shown in Figure
1. The deflector shall not exhibit damage, deformation, or decreased performance from tine impacts. The tine deflector

Eielson AFB - APP F - Page 5 shall be minimum 3/8-inch thick steel installed at an angle to deflect approaching tines upward. Tine deflectors shall extend from the top of the conveyor frame to within 1/4 inch of the conveyor-mounting surface. Tine deflectors shall be anchored to the conveyor frame or the same surface as the conveyor frame.

3.2.5. DEFORMATION UNDER IMPACT
All conveyor frames, rollers, bearings, roller shafts, and guide rails shall be capable of withstanding repeated impacts from manual pallet transfer, and pallet jack transfer without suffering damage or permanent deformation. Manual pallet transfer impacts shall occur from the manual transfer of pallets on the conveyor. Pallet jack pallet transfer impacts shall occur at pallet jack interfaces when pallets on tines are lowered onto the conveyor.
3.2.6. CONVEYOR GUIDE RAILS
Guide rails shall be minimum 6-inch x 4-inch x 1/2-inch structural angle steel. Guide rails shall be anchored separately from the conveyor frames. Guide rails at forklift interfaces shall flare out at the ends. The final 20 inches of a flared guide rail shall flare out 3 inches or 8.5 degrees.
Each rail section shall be a standard 10-foot section where possible. Guide rail sections shall be mounted flush end to end to prevent snag points. Guide rail sections shall be welded or spliced to provide a continuous, smooth surface. All guide rails shall be painted safety yellow.
3.2.7. ANCHORING AND SHIMS

The GRC shall be anchored to the scale deck plate (Para 3.2.9.)
and associated framing/deckplate to maintain levelness from scale, excluding the pit area as described below and shown in AF
Drawing PEL607-01. The GRC frames and guide rails shall be anchored on maximum five foot centers, with each component being anchored in a minimum of two places. Conveyor frames and guide rails shall be anchored within six inches of each end. As a minimum, the conveyor frames shall be shimmed at each anchor point and at all interface points between conveyor frames to ensure a smooth transition between conveying surfaces. The shims shall be held in place by the anchor bolt. Shim holes shall be punched or drilled. Slotted shims shall not be acceptable. Beveled or half-shims shall be provided where required to provide a level conveying surface. The guide rails need only be shimmed to the point where they extend a minimum of
1-1/2 inches above the conveyor frames along the entire length of the conveyor. Shims shall be equal in width to the width of the component under which it is installed (either the conveyor support or the guide rail) and shall be aligned beneath the component. Each shim shall be a minimum of 4 inches in length.
Shims shall be of sufficient varying thickness so that no more than five shims are installed at any point. There exists a pit at the overhead door which is 100” long x 33” wide x 10-3/4” deep. The Contractor shall design a method such that the conveyor shall be supported and span the 33” pit width such that when the overhead door is open the conveyor can be loaded/unloaded from outside the building. The conveyor shall not deflect or deform when a fully loaded pallet is stored upon or traverses the conveyor. Levelness shall be maintained from the conveyor mounted on the scale and to and through the supported conveyor.
3.2.8. PALLET TRANSFER
3.2.8.1. INTERFACES
Pallets shall not snag or bind at interfaces between conveyor frames and guide rails or across gaps in the conveyor frames and guide rails.
3.2.8.2. CONVEYOR LEVELNESS
The conveying surface shall be level along its entire length and width. The conveying surface of all rollers shall be level to within 1/8 inch over 10 feet measured along the length and width of the conveyor. The conveyor shall provide a smooth surface for transporting palletized loads. The contractor shall verify the existing floor slope and condition prior to conveyor

Eielson AFB - APP F - Page 7 installation. The Contractor is responsible for providing a level-conveying surface.
3.2.8.3. PALLET TRACKING
Pallet loads shall be able to be pushed down the entire length of the conveyor at approximately 40 feet per minute by two people (when previously centered) without the edge of the pallet touching the guide rail.
3.2.8.4. MANUAL OPERATION
All rollers shall be free rolling and free spinning without binding during all operations. The force required to start and maintain pallet transfer shall not exceed 25 pounds per 1,000 pounds of load. Manual transfer without using tools for leverage shall meet the force requirement. The force shall be applied 48 inches above the conveying surface at the edge of the pallet. The force requirements apply to rollers for pallet transfer perpendicular to the axles.
3.2.9. SCALE |R1
One 15,000 pound capacity scale with an accuracy of at least 0.5 percent of applied load shall be provided as part of the 463L gravity roller conveyor lane. The scale shall be located as shown on AF Drawing PEL607-01. The scale shall have a minimum of four shear beam load cells capable of withstanding repeated impacts of loading and unloading the conveyor. Each load cell shall be NTEP certified, hermetically sealed stainless steel and have a capacity of at least one-half the total scale capacity.
All load cells shall be dust and water tight. The conveyor sections and guardrail shall be attached to the scale deck plate. Height of the scale shall be no more than 4 inches. The front of the scale shall be protected with a deflector plate or ramp to preclude fork time impact.
3.2.9.1. DISPLAY |R1
The scale shall have a separate digital display. The display and associated controls shall be clearly labeled. The display shall show weight, gross, net, and tare. The units for weight measurement and display will be switchable between pounds and kilograms. The display will have characters of height no less than 1/2 inch. The display shall be located as shown on AF
Drawing PEL607-01.

4. QUALITY ASSURANCE PROVISIONS
4.1. INSPECTIONS
The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the
Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.
4.2. TESTS
The following test shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

1. 3.2.3. With a fully loaded 463L pallet, impact all pallet stops at a speed of 40 feet per minute.
Inspect all pallet stops, pallet stop supports, conveyor frames, and pallets for deformation.
If any deformation is present, the pallet stops fail this test.
2. 3.2.4.2. Impact a deflector with a tine at a maximum forklift speed of three miles per hour. Repeat for each deflector. If any deformation, damage, or decreased performance is noted, the deflectors fail this test.
3. 3.2.2.1. Two fully loaded 463L pallets (gross weight of
10,500 pounds each) shall be placed on the gravity roller conveyor for two hours. The loads shall then be removed from the conveyor.
The conveyor will then be inspected for any deformation. Each individual roller will be tested to determine if it is still free rolling.
If any deformation is present or if any rollers are not free rolling, the conveyor fails this test.
4. 3.2.8.2. Test to ensure that the conveyor system is level along its entire length and width providing a smooth surface for transporting loads. Using a level, verify levelness. If the conveyor is not level to within 1/8-inch over 10 feet at all

Eielson AFB - APP F - Page 9 locations measured, the conveyor fails this test.
5. 3.2.8.3. Test to ensure that the conveyor is true and level and that pallets roll straight. A fully loaded 463L pallet shall be centered on the conveyor. The pallet shall be pushed along the full length of the conveyor. Repeat with an empty 463L pallet. This test shall be repeated until all conveyors have been tested 5 times.
If the pallet touches the guide rail during the test, the conveyor fails this test.
4.3 CERTIFICATIONS
The Contractor shall provide certification that the following requirements have been met. All certifications shall be provided in accordance with the Cover PD.
