CAPABILITY PACKAGE
For
NASIC IT SUPPORT SERVICES
BACKGROUND: The National Air and Space Intelligence Center (NASIC) is the source for air and space intelligence. NASIC produces integrated, predictive air and space intelligence to enable military operations, force modernization and national policymaking.
The Communications and Information Directorate (SC) at the National Air and Space Intelligence Center is responsible for procuring, developing, operating and maintaining leading-edge Communications and Information Multimedia and Applications Systems in order to enhance the Intelligence Mission of NASIC. Areas of SC’s responsibilities include telephony; desktops, servers, virtual servers, networks, storage, storage builds; peripheral devices such as copiers, printers, multi-function devices; electronic records management; application and operating system software; databases; IT inventory management; digital printing; visual presentation; Communications Focal Point (Help Desk); video teleconferencing and access control/intrusion detection. Other areas are also supported. SC provides engineering, installation, maintenance, administration of hardware/software; development, maintenance, administration of databases/software; and production and dissemination of hardcopy and softcopy textual/graphical/video products. The Communications and Information Directorate is located at the National Air and Space Intelligence Center, Wright-Patterson AFB (WPAFB), Fairborn, OH.
The Persistent Infrared Analysis Squadron (GSP) at the National Air and Space Intelligence Center (NASIC) is responsible for the maintenance, sustainment, and development of the Modular Persistence GEOINT (MPG) hardware, software, and databases. The MPG hardware, software, and databases support capabilities for the National Systems for Geospatial-Intelligence (NSG). The Persistent Infrared Analysis Squadron is located at the National Air and Space Intelligence Center, Wright-Patterson AFB (WPAFB), Fairborn, OH.
PURPOSE: The objective is to acquire contractor support to augment the NASIC organic workforce. Required support shall include network hardware support; server, workstation, laptop and peripheral support; facility access control and intrusion detection IT support; storage and backup system support; multimedia support; video teleconference coordination support; Windows system administration support; Linux/Solaris/RedHat system administration support; IT infrastructure installation and maintenance; and storage and backup administration support. The NASIC Enterprise includes 20,042 users; 10,109 computer accounts; 29 networks (including JWICS, SIPRNet, NIPRNet, and StoneGhost); over 9,332 Windows desktops and Red Hat Enterprise Linux workstations of varying brands; over 1,265 virtual and physical servers of various operating systems and brands; 12.1 PB of disk storage; over 111 petabytes of tape storage; printers, scanners, copiers, fax machines and multi-function devices of various brands; 20 different operating systems; over 1500 miles of network fiber; seven primary VTC facilities; upwards of 70 desktop VTC devices; a facility access control system and intrusion detection system; and the largest SCIF conference center in the Intelligence Community.
REQUEST FOR CAPABILITY PACKAGE: Request your firm submit information as to its capability to perform the tasks set forth in the attached draft Performance Work Statement (PWS).

PACKAGE REQUIREMENTS:
Review DRAFT Performance Work Statement for task descriptions of work to determine your capability and capacity to perform this effort.
1. Provide a brief description of your team's capability and capacity to manage the following tasks (describe the SC and GSP separately). Address briefly how your team will perform this work. Please address in the order listed in each group:

2. Provide no more than three contract history matrices for any contract relevant to this effort (include information ONLY for work performed within the last three years). This matrix does not count towards the page limit. The matrix shall contain the following:
a) The title of the service provided
b) Contract Number
c) Customer
d) Customer Phone and e-mail address
e) Period of Performance
f) Approximate dollar value for all relevant contracts
g) Description of service performed
3. Describe your experience in transitioning efforts of similar size and complexity. Please describe your anticipated plan for this effort.
4. Provide information as to the extent subcontracting/teaming is anticipated. Indicate specific functional areas, tasks and qualifications for which subcontracting/teaming will be relied upon.
5. Address your ability to support NASIC at locations other than WPAFB.
6. Address your ability to finance the initial contract.
7. Address your approach to initial staffing and fulfilling future vacancies.
8. Address your approach to obtaining personnel with certifications and clearances. Please note that all positions require a minimum of Top Secret SCI and the contractor is required to hold a Top Secret facility clearance at time of proposal submission.

10. Limit responses to a total page limit of 30 pages. Each page shall be formatted for 8 1/2” x 11” paper. Pages shall be single-spaced and one-sided. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Covers, tab dividers, title pages, glossaries, and table of contents are not required.
