Statement of Work 3D Optical Microscope

26 OCTOBER 2020

GENERAL

The 3D optical microscope allows for high resolution imaging with depth of focus. Depth of focus is fundamental to particle manipulation and characterization, as well as failure analysis/reverse engineering of irradiated electronics, and nuclear materials. The information obtained from this system is essential for proper SEM sample preparation, and will be integrated with the data from the other SME Lab measurement systems such as the SEM, XRF, and digital audioradiography. The other SME lab systems provide key information such as elemental composition, micro-structure, and nuclear activity, but only on a single focal plane. By combining information from these systems with the 3D optical information, AFIT students, researchers, and faculty gain the unique ability to exactly correlate 2D information to a 3D space.

3D Optical Microscope shall meet the following minimum specifications:

1. Equipment Specific Requirements

a. 4K Resolution

b. Minimum 27” UHD LCD Monitor (3840 x 2160 pixels)

c. .1x – 6,000x optical magnification with 3 lenses maximum provided that switching lenses does not require manual reconfiguration of the equipment and can be conducted without movement of the sample.

d. 3D Profile Measurement Module

e. Calibration One Push Scale with certification

f. Integrated Focus View camera

g. Windows 10 Operating System

h. No external PC

i. 1Terabyte hard disc drive

j. Must be powered by 100-120V AC

k. Built in training videos

2. Performance Requirements

a. CMOS camera capable of 30 frames/second

b. Availability for 2 cameras to be connected at same time

c. Multi-scan camera with up to 2,000 TV lines and excellent color reproducibility

d. Dedicated LCD display screen pre-installed with Windows 10 operating system that allows full accessibility to PC functionality, including ability to install Microsoft Office and anti-virus software

e. License free viewer software with an unlimited number of copy licenses with the following functionality

i. Simple data transfer from VHX to PC

ii. Reproducibility of 3D images

iii. HDR parameter adjustment

iv. Optical SEM Mode Analysis

v. 2D measurement with engineering assist tools

vi. One click consolidation of .csv data into excel file

f. System interface available via LAN connection or 8 total USB ports (two 3.0 Series A ports and six 2.0 Series A ports)

g. Motorized XY Stage with up to 100mm x 100mm capabilities

h. Motorized Z with .1-micron resolution

i. Infinite Depth of Field

i. Naturally 20x greater than traditional optical systems

ii. Real-time depth composition allows for instant observation of any object entirely in focus

iii. Integration with CMOS camera allows for fastest in the industry for the depth composition and 3D modeling features.

j. Free-Angle stand

i. Tilt of 150 degrees with 360 degree rotation in the XY stage.

ii. Ability to observe a target from various angles without having to manipulate or move the specimen.

iii. Eucentric design to ensure that the target stays centered in the field of view.

k. HDR+/High-resolution HDR

i. High Dynamic Range (HDR)function for 16-bit resolution color gradation

l. XYZ Image stitching

i. Simultaneously overcome depth of field and field of view limitations as well as measure in all 3 dimensions

ii. Fully-automated with 50,000 x 50,000 pixel range including 3D imagery

iii. Pattern recognition technology preventing stitching or pixelated lines on image

m. Dual Camera Capabilities

i. Must have ability to have both cameras connected and digitally switch between them

n. Adjustable Zoom lenses with a wide magnification range

i. 0.1-5000x allowing operation as a stereoscope, metallography, measurement microscope, and SEM pre-cursor in a single unit

ii. Bright-Field, Dark-Field, Polarized/Cross-polarized, Diffused, Variable Angle, and Differential Interference Contrast lighting options

o. Fully Integrated Camera

i. Magnification range of 20-6,000x with fully automated magnification change.

NA up to .91

p. Focus View Camera to allow simultaneous viewing of lens and target

q. Programing to view and measure parts with automated stage movement and magnification changes

r. Program and register XY measurements on consistent parts, and then automatically measure new samples with just one click

s. Consolidate multiple measurement files into a single report with Word or Excel

t. Software is capable of identifying particles based on color, brightness, contrast, and hue

u. editing and cropping tools to easily count and dimension particles

v. Templates with stored conditions with easy functions to reproduce conditions

w. Borescope/Fiberscope Compatible allowing flex up to 135 degrees

x. Built-in LED illumination connected through fiber optic cables

y. Camera and lens must be able to be disconnected from the stand and used in hand held operation

z. Optical Shadow Effect Mode

aa. Contamination analysis compliant with ISO 16232 and VDA 19

bb. Grain size measurement and analysis to ASTM standards

PERIOD OF PERFORMANCE

All components shall be delivered within 6 weeks after contract award.

DELIVERY AND TRAINING

The contractor shall deliver hardware to the Air Force Institute of Technology (AFIT) at WPAFB, OH.

Training shall be provided once system has been installed, and certified for resolution requirements.

WARRANTY

Equipment shall be guaranteed against defects in workmanship and component failure for a period of one year from date of first use of the instrument. Under this warranty policy the labor necessary to repair the instrument and all parts (except consumables) shall be provided at no cost.

PAYMENTS

100% Payment 30 days after Delivery

DELIVERY PROCEDURES COMMERCIAL VEHICLES

a. All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker This inspection will be conducted at Gate 26A located off State Route 235.

**The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry.

This reentry can be through any base gate.

3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
