Section B: Description of the Supplies/Services Required

The National Museum of the United States Air Force (NMUSAF) requires a waterjet cutting center to manufacture unique and highly complex exhibit components, innovative and modular exhibit assemblies, precision case/artifact furniture, custom exhibit panels, and other products to increase current capabilities and to reduce outsourcing costs for the Museum Exhibits Division.

Section C: Justification for Soliciting from a Single Source or Brand Name

A brand name justification is being pursued for this this acquisition in order to leverage the existing knowledge, experience, and resources that are already present on Wright-Patterson AFB in regards to waterjet cutting centers.

The NMUSAF has two SMEs trained and experienced on the OMAX waterjet cutting center set up and use.

Additionally, SMEs from other organizations will use the machine that also have been previously trained and are experienced on this machine. Acquiring the OMAX Maxiem 1530 system would result in a savings to the Government since extensive training and support in order to operate and troubleshoot the device will not be required, resulting in less cost to the Government in regards to training and support of the device.

Additionally, the familiarity with the OMAX waterjet will allow for a seamless transition with the goal of being able to use this equipment to the NMUSAF's benefit immediately. Therefore, the savings from using the machine versus outsourcing this cutting will begin upon delivery, rather than a lag in time while personnel become trained and proficient on the device.

There are also two other OMAX systems in operation on base, allowing for interchangeability of replacement parts. The SMEs on base are knowledgeable in the maintenance and care of this machine and its equipment/ parts. Combined, these will result in a cost savings to the Government in greatly reduced downtime and mission impact overall.

Section D: Efforts to Obtain Competition

An in depth Google, GSA Advantage and a Dynamic Small Business search was performed. Only the OMAX Maxiem 1530 was identified as a product that met the specifications/requirements of the NMUSAF for a waterjet cutting center. However, more than 1 vendor was identified.

While a brand name justification will be in effect, competition exists due to more than one vendor available for the branded product. FAR 13.003(b)(1) generally requires that acquisitions above the Micro-Purchase Threshold but below the Simplified Acquisition Threshold be set-aside for small business concerns pursuant to FAR part 19. However, this acquisition will be Brand Name, thus no further limitation is necessary or required.

The recommended acquisition strategy is full-and-open competition with a brand name justification.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This acquisition must be brand name because of the existing knowledge, experience, and resources at WPAFB allowing for immediate mission impact and a cost savings to the Government in the areas training, maintenance, and support required to operate the device.

In future, to prevent future Brand Name requirements, the Government will continue to perform market research to determine whether other devices will be capable of meeting waterjet cutting center requirements.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
