PERFORMANCE WORK STATEMENT (PWS)
FOR HOTEL ROOMS FOR THE
UNITED STATES AIR FORCE SCHOOL OF AEROSPACE MEDICINE,
SUSTAINED MEDICAL AND READINESS TRAINED (SMART) TIER-3 REGIONAL CURRENCY SITE (RCS), WRIGHT-PATTERSON AIR FORCE BASE, OHIO

1. INTRODUCTION:
This effort includes tasks and activities to be performed by a hotel contractor, excluding third-party booking/scheduling agencies, in support of the SMART Tier-3 Regional Currency Site (RCS), located at 1800 W. Charleston Blvd, Las Vegas, NV, 89102. The contractor will provide 16 hotel rooms, which would house up to 16 SMART students (projected max students per class), with the ability to expand or reduce accommodations if class sizes fluctuate throughout the period of performance. Hotel accommodations must be within a 10 mile radius of the University Medical Center, obtain at least a three star rating and be free of casinos/resort fees. The training consist of rotating clinical shifts on 24 hours operations; therefore, its imperative students are not placed in an unsafe environment. Safety is our utmost concern of the students when walking or driving to the training site.
2. DESCRIPTION OF SERVICES:
2.1. The contractor must perform the tasks outlined in the following paragraphs to fulfill the requirements of this Task Order:
2.1.1. Hotel: Accommodations must be within a 10 mile radius of the University Medical Center.
2.1.2. Room: Each room is required to be at least 150 sq. feet with (1) king-sized bed for single accommodations, two (2) double or two (2) queen-sized beds for shared (dual) accommodations, small empty (non-wet-bar) refrigerator, telephone with free local calls, additional clothing storage (wardrobe, dresser, chest of drawer, etc.) for dual accommodation situations, and adequate lighting. Rooms must be maintained by hotel housekeeping staff on a daily basis. The same set of rooms should be used for SMART students each month.
2.1.3. Bathroom: The bathroom is required to have at least one each: toilet, sink, bathtub/shower.
2.1.4. Laundry: Washing machine(s) and drier(s) must be available on the hotel premises for student use.
2.1.5. High-speed internet must be available in each hotel room and at a central/on-site business facility at no additional charge to SMART students. Computers, printers and fax capability must also be available at a central/on-site location at no additional expense to SMART students.
2.1.6. Microwaves must be either in rooms or available for use in a central/on-site location.
2.1.7. Ice machines must be maintained in working order and available to SMART students.
2.1.8. The hotel must provide rooms to SMART which are smoke-free.
2.1.9. The hotel must comply with all Las Vegas City fire and safety code regulations.
2.1.10. The hotel must provide safe, complimentary parking for SMART students’ privately owned vehicles for the duration of their stay at the hotel, and six government owned vehicles for the duration of the contract.
2.1.11. The performance of these services are not considered to be mission essential during time of crisis.

1.1. The contractor must provide hotel accommodations for the class schedule for an estimated 14 class sessions. An updated schedule will be forwarded to the winning hotel and monthly requirements/updates will be supplied by a designated point of contact (POC) at the SMART site. Estimated 11 night accommodations per session, 14 sessions per base year, 16 rooms per session, 2,464 rooms per base year. Period of contract performance will be 1 March 2019- 28 February 2020.
1.1.1. Specific check-in and check-out dates will be supplied by the designated POC(s) at the SMART site. The majority of students will check in one day prior to the start of class, with some students checking in two days prior to the start of class due to having to travel to Las Vegas from overseas locations. The contractor shall provide rooming accommodations according to the dates supplied by the SMART on-site POC.
1.1.2. The contractor shall only bill for days SMART students occupied rooms.
APPENDIX B
1. Contractor Full-Time Equivalent Reporting:
The contractor must report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [NAMED COMPNENT] via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall reported no later than 31 October* of each calendar year. Contractors may direct questions to CMRA help desk.
*REPORTING PERIOD: Contractors are required to input data by 31 October of each year. However, due to the delayed implementation, input of FY12 data is required by 31 Mar 13.
USES AND SAFEGUARDING OF INFORMATION: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
USER MANUALS: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for Government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
