NASIC Space Optimization/Steelcase Furniture

PERFORMANCE WORK

STATEMENT

Wright-Patterson AFB, OH 45433 22 August 2019

1.0 Scope

The Contractor shall provide all supervision, labor, materials, equipment, and transportation to accomplish this project in accordance with the Performance Work Statement, project drawings, and the requirements contained in the solicitation and contractual documents.

The Contractor shall perform work during the following hours, unless otherwise noted in the specific sections below: normal hours of operation will be from 0700 to 1600 hours Monday through Friday, except Federal holidays. Work shall commence within six (6) weeks of date of award. Entirety of project shall be completed no later than 28 February 2020. Priority shall be given to complete Rooms 8292, then 8109. Contractor shall work with Government customer and contracting officer to draft schedule for remaining rooms. The Government contracting officer is the only authority for directing the contractor. Changes in PWS requirements that are not specifically directed by and authorized in writing from the contracting officer shall not be executed by the contractor.

2.0 General Requirements

Contractor shall provide services and product necessary to complete the reconfiguration of workstation furniture in the areas identified in this section. Each project shall be phased to first include the reconfiguration and build of panels and power/comm poles. Contractor shall then return at a later, agreed-upon date after comm and electrical hookups have been completed. This allows for 2-10 business days between phases, depending on the size of the project.

Contractor shall match existing finishes within each space (to fabrics, paints, visual details, etc.).

Contractor shall coordinate with Government customer and receive contracting officer and customer approval for any new finishes not currently in use. Contractor shall be responsible for providing finish samples for approval.

Attachment 3 provides a list of Government-owned inventory available for use in executing this requirement. Contractor shall utilize this inventory of parts first before purchasing new items to meet the requirement.

2.1. CLIN 0001 – Deliver Furniture, Building 853, Room E259

Contractor shall not provide installation services for this CLIN. Contractor shall only deliver product to site. A loading dock is available, but lift-gate service may be required.

Contractor shall provide materials for the reconfiguration of a portion of Room E259 to maximize seating capacity and create a more efficient workspace within the open office area.

The project involves the rework of four (4) workstations and a break area space to accommodate six (6) stations. The contractor shall ensure all product is Steelcase Avenir to match existing.

Existing panel heights are a combination of 65 inches high and 80 inches high. Panels shall be powered. Contractor shall provide additional power poles, as required. Refer to attached furniture schematic (Attachment 1, Page 1) for further detail on existing and new furniture plans.

2.2. CLIN 0002 – Reconfigure Furniture, Building 828, Room 8109

Contractor shall provide all materials, services, labor, and tools required to dismantle existing furniture and rebuild to reflect the attached schematic (Attachment 1, Page 2). Contractor shall be responsible for transporting Government-provided inventory to and from Building 867 (see Attachment 2) as necessary to complete the project according to plans provided, including the transportation of excess parts back to Building 867 at the close of the installation.

Contractor shall reconfigure Room 8109 to create a more efficient controlled cage area, as well as to increase seating in the open office spaces. There are 42 existing workstations, and the new design shall accommodate 58 workstations. There are three main components to this project:

Open Office East, Cage Rework, and Open Office West. Work shall be performed in two (2) phases to accommodate seating for Government personnel. Contractor shall remove and dispose of all trash from both phases of this project.

Phase I: Open Office East

Phase II: Cage Area and Open Office West

Phase I: Open Office East has 21 existing workstations, 3 tech lab benches, and 14 freestanding tables. The contractor shall relocate the Tech lab benches within the Open Office East section per the drawings. The contractor shall dismantle, transport, and stage the freestanding tables in Building 867. The contractor shall dismantle four (4) workstations to make room to reconfigure area to accommodate a total of 7 new workstations. The contractor shall ensure three (3) stations will be enclosed with 80”H panel walls and a lockable door. Contractor shall be responsible for relocating storage cabinets and/or file cabinets within the space per the drawing in order to achieve design. Product shall be Steelcase Avenir to match existing. All power is accessed through the raised floor; furniture does not require power or power connections to the building.

Refer to attached furniture schematics (Attachment 1, Page 2) for further details on existing and new furniture plans.

Phase II: Cage rework involves the build of seven (7) workstations; existing product (2 workstations, available for use) is already dismantled and is being staged elsewhere in the facility. Open Office West involves the reconfiguration of 16 workstations; contractor shall dismantle existing furniture and rebuild to accommodate 20 workstations.

2.3. CLIN 0003 – Reconfigure Furniture, Building 828, Room 8292

The contractor shall provide all material, services, labor, and tools required to dismantle existing furniture and rebuild to reflect the attached schematic (Attachment 1, Page 3). Contractor shall be responsible for transporting inventory to and from Building 867 (see Attachment 2) as necessary to complete the project according to plans provided, including the transportation of excess parts to Building 867 at the close of the installation.

The contractor shall reconfigure Room 8292 to maximize seating capacity and create a more efficient workspace within the open office area. Work will be performed in two phases.

Contractor shall remove and dispose of all trash from both phases of this project.

Phase I: Customer Support

Phase II: Open Office

The contractor shall only have access to this site after 4:00 p.m. Eastern Time, Monday- Friday and all day on weekends (excluding Federal Holidays).

Phase I: The contractor shall dismantle three (3) kiosk style desks and three (3) workstations to create a quad style desk set up with a door, two (2) kiosk style desks, and a reception desk with a transaction counter.

Phase II: The contractor shall reconfigure the Open Office from 26 workstations into 28 workstations. The contractor shall ensure two (2) workstations include sliding doors. The contractor shall be responsible for relocating storage cabinets and/or file cabinets within the space in order to achieve design.

The contractor shall ensure all product is Steelcase Avenir to match existing. All power is accessed through the raised floor; furniture does not require power or power connections to the building. Refer to attached furniture schematics (Attachment 1, Page 3) for further detail on existing and new furniture plans.

2.4. CLIN 0004 – Deliver Furniture, Building 853, Room E242

Contractor shall not provide installation services for this CLIN. Contractor shall only deliver product to site. A loading dock is available, but lift-gate service may be required.

The Government will reconfigure a portion of Room E242 to maximize the seating capacity and create a more efficient workspace within the open office area. The project consists of the Government reconfiguring systems furniture within this area from six (6) workstations to nine

(9) workstations. The contractor shall provide Steelcase Avenir to match existing. The panels shall be powered. The contractor shall provide additional power poles, as required. Refer to attached furniture schematics (Attachment 1, Page 4) for further detail on existing and new furniture plans.

2.5. CLIN 0005 – Reconfigure Furniture, Building 856, Room W143

Contractor shall provide all services, labor, and tools required to dismantle existing furniture and rebuild to reflect the attached schematic (Attachment 1, Page 5). Contractor shall be responsible for transporting inventory to and from Building 867 (see Attachment 2) as necessary to complete the project according to plans provided, including the transportation of excess parts to Building 867 at the close of the installation.

Contractor shall reconfigure Room W143 to maximize seating capacity and create a more efficient workspace within the open office area. The project consists of reconfiguring systems furniture within building 856, room W143, to maximize seating from 29 people to 37 people.

Reconfiguration involves the rework of 29 stations to accommodate a total of 37 stations.

Product shall be Steelcase Avenir to match existing. Panels shall be powered. Contractor shall provide additional power poles, as required. Refer to attached furniture schematics (Attachment 1, Page 5) for further detail on existing and new furniture plans.

Contractor shall remove and dispose of all trash from this project.

2.6 CLIN 006: Reconfigure Furniture, Building 853, Room E190

Contractor shall provide all services, labor, and tools required to dismantle existing furniture and rebuild to reflect the attached schematic (Attachment 1, Page 6). Contractor shall be responsible for transporting inventory to and from Building 867 as necessary to complete the project according to plans provided, including the transportation of excess parts to Building 867 at the close of the installation.

Contractor shall reconfigure Room E190 to maximize seating capacity and create a more efficient workspace within the open office area. Reconfiguration involves the rework of 11 stations to accommodate a total of 15 stations. Product shall be Steelcase Avenir to match existing. Panels shall be powered. Contractor shall provide additional power poles, as required.

Contractor shall be responsible for transporting inventory to Building 867 (see Attachment 2) for storage. Refer to attached furniture schematics for further detail on existing and new furniture plans.

3. FACILITY ACCESS

A. SECURE FACILITY ACCESS: Access within the secure facility is controlled. All contractor personnel shall adhere to the instructions provided below for all work on site.

B. RESTRICTED PERSONAL EQUIPMENT: At no time will any radios, cameras, beepers, recorders, wireless PDAs, 2-way pagers and/or telephones, smart watches, cellular telephones, laptops, Bluetooth capable devices, flash drives, or any other electronic items be permitted in the NASIC complex. Failure to comply with this requirement could result in confiscation of the device and immediate expulsion from the facility.

C. INSTRUCTIONS FOR VISITS TO WPAFB: All visits to WPAFB shall be coordinated through the NASIC Facility Project Manager. To get on to WPAFB, the Contractor shall provide the following information to the Facility Project Manager no less than one (1) week prior to the date of the requested visit:

1. Full Name as it appears on the photo ID each person expects to use

2. Valid driver’s license or state ID number and state of issuance (shall be in compliance with Real ID Act).

3. Dates person is required to be on WPAFB

D. INSTRUCTIONS FOR SECURE FACILITY ACTIVITIES:

1. For installation

a. Escorting is a requirement. All visitors and Contractor personnel working in the complex shall anticipate daily escort coordination periods. Work day scheduling shall include up to 30 minutes at the beginning of each shift and up to 30 minutes at the end of each shift for entry and exit coordination. This time shall be included in an 8 hour work day. The number of contract worker personnel allowable on site is dependent on the type of work and the capacity of the escorting office to support the requirement. A maximum ratio of one (1) escort to five (5) contract workers may be allowed. Note this number is subject to change based on the escort manager and operational security manager’s investigation and assessment; in most instances actual escort to contractor ratio in a construction zone or area outside is set at one (1) escort to three (3) contractors.

b. The facility runs continuously throughout the day. However, construction is limited to two (2) primary time slots and will be assigned according to the project scope.

1. Day-Shift operating hours are limited from 0730 to 1600.

2. Night-Shift operating hours are limited from 1600-2400, unless the work effects one of the buildings entrance/exits, in which case the operating hours for the night shift shall be 1800-0200 with prior coordination.

3. Arrangements for escorts outside of normal project hours will need to be pre-arranged well in advance of the date needed. Most requests can be accommodated if 2 weeks notice is given, with shorter notice taken on a case-by-case basis.

c. Contractor entry procedures shall be as follows:

1. The contractor shall sign the AF Form 1109 at the sign in desk in building

10859.

2. In the case that a prohibited device is needed for work, the contractor shall provide the serial number, model number, and spec sheet for the device at least one (1) week prior to entry for approval. If approved, the Contractor must check the device in at the desk upon arrival.

3. The contractor shall confirm that an escort has been assigned to them and has signed for them.

4. The contractor shall be provided a white access badge. This badge must be worn by the contractor above the waist, below the shoulders, and be visible at all times while in the facility. Contractors shall remove and return all badges to their escort before leaving the facility.

5. The contractor shall follow security instructions of the escort at all times.

Failure to follow instructions of the escort may result in the immediate expulsion of the individual from the facility.

6. The contractor shall stay in sight of the escort at all times.

7. The contractor shall not enter any room or area prior to the escort or without the escort’s permission.

2. No foreign contractors, foreign sub-contractors, or non-U.S. citizen contractor employees shall be permitted access to the building, or be allowed to participate in any aspect of this contract.

3. The contractor shall ensure all employees comply with all security requirements imposed by the Base Commander at all times while its employees are on the installation. The contractor shall also follow the instructions of each organizational commander pertaining to security.

4. The Government reserves the right to cancel escorts for contractors who fail to show after 30 minutes from the agreed upon meeting time. The Government is not liable for delays in recalling escorts if the contractor arrives at the agreed site after the grace period. The Contractor is encouraged to phone NASIC/LGM, (937) 257-4344, to minimize any delays resulting from late arrivals.

5. Any special need that requires the contractor to photograph a given work area will be coordinated with of NASIC/LGX at least 72-hours in advance. The contractor shall provide specific photographic requirements and objectives so that the areas may be secured for photography. NASIC/LGX will arrange for a Government photographer.

The photographs will be reviewed for release and releasable photographs will be provided to the contractor in digital format.

a. At no time shall the contractor be allowed to take photographs of any area of the building, neither inside nor outside the complex.

6. Federal law (5 U.S.C. 6103) establishes public holidays for Federal employees. Please note that most Federal employees work on a Monday through Friday schedule. For these employees, when a holiday falls on a non-workday -- Saturday or Sunday -- the holiday usually is observed on Monday (if the holiday falls on Sunday) or Friday (if the holiday falls on Saturday).

7. The Contractor must plan for certain exclusions when computing completion schedules including all Federal Holidays and Family Days. Contract work will not be supported on these days. The Government may agree to allow work on the subject days with a formal Contractor request and approval, but approvals will only be granted if the work effort is advantageous to the Government and can be adequately supported with an appropriate escort staff upon consideration and approval. Federal Holidays are outlined below. Nine (9) additional Family Days are determined and announced each calendar year in January. The scheduled Family Days may be obtained from LG upon award of a contract. NASIC Security Escorts will not be available on the Friday after Thanksgiving so Contractor work shall not be scheduled for the Friday after Thanksgiving.

4. DELIVERY PROCEDURES COMMERCIAL VEHICLES:

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the Installation. Vehicles to be inspected include, but are not limited to, the following:

Step van/panel truck Tractor/trailer, box and flat-bed containing cargo Tanker trucks Box trucks Tour buses Garbage/recycled waste trucks Concrete trucks/mixers, dump trucks Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 16A located off State Route 444.

The following are exemptions to vehicles utilizing the CVDG:

If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration, it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security Numbers, and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B.

The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
