COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Fixed-Price contract for commercial items, as described under the attachments entitled “Statement of Work (SOW)” and “Solicitation Document”. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart
12.6, as supplemented with additional information included in this notice. The Government
(AFLCMC/PZIBB) intends to solicit and negotiate with only one source under the authority of
FAR 13.106-1(b) and FAR 6.302-1(b)(1)(ii). The proposed source is “Phase Analyzer Co”.
The supply being procured is a Pour, Cloud, Freeze Point Analyzer for use by the Air Force
Petroleum Institute. This notice is being published for informational purposes only and is not a request for competitive quotations; however, any quotations received by the response date specified in this notice will be considered by the Government. A determination by the
Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

This acquisition is a Small Business Set-Aside under North American Industry
Classification (NAICS) code 334516 – Analytical Laboratory Instrument Manfuacturing.
Synopsitation Closing Date: Proposals must be received not later than 12:00 pm, Eastern
Daylight time on 8 May 2019.

Any correspondence sent via e-mail must contain the subject line “Synopsitation FA8601-19-Q-
A056.” The entire proposal must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments.

A detailed description of the requirement, including period of performance, provisions and clauses, representations and certifications, Additional Instructions to Offerers, specific instructions for submission of proposals, an explanation of how proposals will be evaluated, performance work statement, are provided in the Solicitation document. Upon award, any provisions in the draft contract (including representations and certifications) will be removed from the award document.
