Section A: General Contract Information

Contracting Activity: Air Force Institute of Technology (AFIT)

Project/Program Name: CVI Torrmaster TM500 Pumps

Section B: Description of the Supplies/Services Required

(2) CVI Torrmaster TM500 Cryopumps with ANSI 20" Flanges and (2) CBST6.0 Compressors, with (2) sets of 40' Helium Lines, delivered to AFIT, Bldg 640, WPAFB OH, 45433.

Modification or Expansion of current Cryopump Control Panel to accomodate a total of (8) cyropumps (currently 6).

Section C: Justification for Soliciting from a Single Source or Brand Name

Current cryopump set is made up of (4) CVI Torrmaster TM500 pumps and (2) CVI Torrmaster TM150 pumps, each with a CBST6.0 compressor unit (total of 6 compressor units). Adding two pumps from the same series is a relatively small increase to the maintenance and logistics footprint, but if the brand changes, the Government can no longer hold only one spare compressor on hand, and all of the other spare parts must also be doubled. In the interest of minimizing extra maintenance and support cost for the next several years, keeping the same pumps and compressors is highly desirable, and in fact, represents a savings in spare parts (spare compressor, thermostatic switches, sensors, and refrigerant treatment medium that is changed, as a cartridge, every few years, as required). In addition, AFIT currently does not have the storage room to properly store a spare compressor and spare parts.

Section D: Efforts to Obtain Competition

A primary vendor: provided a quote for these pumps and associated compressors. They are at least an authorized reseller, and may be associated with the manufacturer (CVI). Quotes were also sought from and

No response was received. Additional vendors were sought using the Cryogenic Society of America directory and buyer's guide (https://csabg.org), but checking the websites of listed vendors indicated that they a) did not sell CVI Torrmaster pumps , or

b) were not in the US

Section E: Steps to Preclude Future Single Source or Brand Name Awards

At this point, there is no capacity to add further cryopumps to the existing vacuum chamber, these will fill the last two ports. Any future purchase of cryopumps would likely be a wholesale replacement of the system and would need to have equal capacity and interface with the ports on the chamber (20" ANSI flanges), but all other interfaces are to standard connectors (power plugs, etc). Before replacing the system in its entirety, extensive market research will be conducted to determine the different cryopumps needed to operate an entirely new system.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
