STATEMENT OF WORK
PARTICLE COUNTER AND SIZE SPECTROMETER
09 OCTOBER 2018
GENERAL
The Air Force Institute of Technology requires an Expeditionary Atmospheric Testbed to effectively identify and quantify atmospheric effects on lasers and sensors. Capabilities include:
(1) a water-based condensation particle counter and size spectrometer to measure aerosol concentration and size distribution; (2) a LIDAR to enable detailed, vertical profiling of aerosol layers and their optical properties; and (3) a Turbulence Eddy, Winds and Atmospheric Gas flux Measurement suite. This acquisition is for the TSI brand particle counter and size spectrometer portion of the Testbed.
MINIMUM REQUIREMENTS
The following are the specific required parts manufactured by TSI, Inc.:
• AIM Software for SMPS 3938 (Part# AIM3938, AEROSOL INSTRUMENT MANAGER

• Differential Mobility Analyzer – Long (Part# 3081A, LONG DMA (10 TO 1000NM)) QTY 1
• Differential Mobility Analyzer – Nano (Part# 3085A, NANO DMA (2 TO 150NM)) QTY 1
• Nano Water-Based CPC (Part# 3788, Nano Water-based CPC (N-WCPC) with Aerosol Instrument
Software) QTY1
• Advanced Aerosol Neutralizer (Soft Xray) (Part# 3088, ADVANCED AEROSOL
NEUTRALIZER (SOFT X-RAY) GEN 2) QTY 1
• Electrostatic Classifier (Part# 3082) QTY 1
• Accessory 1: Accessory Kit for SMPS 3938 (Part # 1035990)
• Accessory 2: Power Cord (Part# 1303053)
• Accessory 3: Flowmeter, 20L/min, 1/4in (Part # 4140), with carrying case and battery pack, to enhance size characterization range and accuracy
The following specification lists the minimum (threshold) and objective requirements as satisfied by these components.
TSI Brand Particle Counter / Size Spectrometer: QTY (1)
1. Dedicated Condensation Particle Counter (CPC) to measure total aerosol number concentration and a dedicated mobility particle size spectrometer system to quantify aerosol size distribution.
2. CPC working fluid (particle condensation growth): Water (distilled) – no butanol and/or isopropyl alcohol based condensation, which are toxic and/or flammable
3. 24/7 operation: “Re-charge” / refill aerosol particulate condensation fluid reservoir or cartridge no more frequently than once every week (threshold), four weeks (objective)
4. Records aerosol number concentrations in the atmosphere and determines concentrations with sizes ranging from as small as 0.0025 microns to as large as 1.0 micron.
5. Broad aerosol particle concentration range: for extreme dust/smoke scenarios, capable of single particle counting up to 400,000 aerosol particles/cm3
6. Count/concentration accuracy: +/- 10%
7. Mobility particle size spectrometer system capable of characterizing aerosol particle size distribution (particle size spectrometer) from 0.0025 microns to .150 microns or 0.010 microns to 1.0 microns: particle resolution at least 64 size bins (channels) per decade in each of the above mentioned size ranges
8. Size spectrometer system using aerosol neutralization shall be non-radioactive
9. Built-in ethernet capability as well as RS-232 and/or USB interface
10. System control and data processing software, designed for use with Microsoft® Windows operating systems, to simplify set up, operation, data collection, and analysis
PERIOD OF PERFORMANCE
The customer—the Air Force Institute of Technology (AFIT)—will receive all components 60 days after contract award.
DELIVERY AND TRAINING
The contractor will deliver hardware to the Air Force Institute of Technology (AFIT) at WPAFB, OH.
WARRANTY
Free from defects in material and workmanship, under normal and proper use in accordance with equipment user manual, for the period of time of one year after receipt.
PAYMENTS
100% payment after delivery.
