ANSI/ASA Standards Membership / Brian D. Simpson Auditory Research
STATEMENT OF WORK
Project Title: Acoustical Society of America Institutional Membership
Document Date: 16 August 2018
OBJECTIVE:
User 711th HPW/RHCB requires membership in Acoustical Society of America (ASA) to participate as voting members, on behalf of the USAF, on the American National Standards Institute (ANSI) and ASA standards committees.
SCOPE:
Membership in the ASA standards committees is required in order for the 711th HPW/RHCB to participate in several standards working groups associated with the goals of the USAF.
Participation will help ensure that measurement, research, and development efforts associated with the characterization of noise, evaluation of speech intelligibility, testing of hearing protection, and research concerned with various parameters of auditory performance are conducted in accordance with guidelines that help meet the constraints of the USAF. Major milestones include dissemination and collection of ballots for voting members and regular meetings (2/year) for updates and discussions concerning the development of new standards and/or the modification of existing standards. This effort will take place over the span of the membership.
BACKGROUND:
The work described in this contract will lead to the development of new, and revision of existing, standards for the measurement and analysis of multiple issues related to the acoustic environments associated with the DoD. These standards (Acoustical Society of America/American National Standards Institute) have supported, and will continue to support, multiple weapons systems including the F-35, F-22, F-16, B-2, AWACS, and multiple communities that use hearing protection and communication systems including AFSOC, ACC, as well as the Army, Navy, and Marine Corps. Recent efforts informed the environmental impact statements associated with the F-35.
MINIMUM REQUIREMENTS:
Specific goals include provision of institutional membership in the society and the rights for members of AFRL to attend special standards working group meetings and regular meetings at society conferences, and serve as voting members on multiple standards committees that impact issues relevant to the Air Force, and to participate in the writing and approval of such standards.
These standards committees focus on communication and speech intelligibility (particularly in operational environments), measurement of continuous and impulsive noise from a number of military weapons systems, and the evaluation of hearing protection and communication systems.
All of these requirements shall be provided by the grantee for the entirety of the membership.

OPTIONS:
Contractor shall provide the following:
Basic Year:
- Integration of USAF representatives – one primary and one alternate for each of the accredited standards committees that AFRL will be participating in.
- Training materials for the development of standards and the operations of the ANSI standards committees.
- Access to institutional copies of the Journal of the Acoustical Society of America and additional periodical scientific publications
- One year membership in the following:
o TAG TC 108 – Mechanical Vibration, shock and condition monitoring o TAG TC 43 – Acoustics o TAG TC 43/SC 1 – Noise o S1 – Accredited Standards Committee on Acoustics o S2 – Accredited Standards Committee on Mechanical Vibration and Shock o S3 – Accredited Standards Committee on Bioacoustics o S12 – Accredited Standards Committee on Noise
Option Year I (if exercised):
- Access to institutional copies of the Journal of the Acoustical Society of America and additional periodical scientific publications
- One year membership in the following:
o TAG TC 108 – Mechanical Vibration, shock and condition monitoring o TAG TC 43 – Acoustics o TAG TC 43/SC 1 – Noise o S1 – Accredited Standards Committee on Acoustics o S2 – Accredited Standards Committee on Mechanical Vibration and Shock
Option Year II (if exercised):
- Access to institutional copies of the Journal of the Acoustical Society of America and additional periodical scientific publications
- One year membership in the following:

PERIOD OF PERFORMANCE:
One year after contract award, starting in September 2018. With two consecutive additional option years for FY 2019 and FY 2020.
