Statement of Work HPLC Systems

FA8601-18-Q-0181

General The following is a list of requirements for procurement of two (2) High Performance Liquid Chromatography (HPLC) systems equipped with Refractive Index (RI) detectors that will be used at Air Force Petroleum Office (AFPET) laboratory locations at Wright-Patterson Air Force Base, Ohio and Cape Canaveral Air Station, Florida. These analysis systems will be used to perform specification testing, product conformance testing, and investigative analysis for determination of aromatic hydrocarbon types by ASTM D6379* on aviation fuels.

Minimum Requirements

The HPLC systems must at a minimum:

1. Be an automated HPLC system that is fully compliant with ASTM D6379*, “Standard Test Method for Determination of Aromatic Hydrocarbon Types in Aviation Fuels and Petroleum Distillates – High Performance Liquid Chromatography Method with Refractive Index Detection.”

i. a benchtop sized instrument with a maximum depth of 24 inches (61 cm), a maximum width of 48 inches (122 cm).

ii. configured for standard 120V single phase, 60Hz electricity.

2. Include an HPLC column temperature control device capable of maintaining constant temperature (+/- 1oC) within 20 to 40oC.

3. Include an amino-bonded (or polar amino/cyano-bonded) silica stationary phase chromatography column and guard column capable of performing chromatographic separations of aromatic hydrocarbons as specified by the method.

4. Be equipped with a versatile auto-sampling system capable of accepting a minimum of fifty (50) sample vials, and delivering 10µL (nominal) of sample with a repeatability better than 2%. Other delivery volumes (up to 20µL) are acceptable provided the instrument meets all repeatability, column resolution, sensitivity, and linearity specified in the method.

5. Include an appropriate isocratic pump capable of pumping the mobile phase at flow rates between at least 0.5 and 1.5 mL/min with a precision better than 0.5% and a pulsation of <1% full scale deflection under the test conditions described by the method.

6. Be equipped with a Refractive Index (RI) detector capable of meeting all method specifications for RI range, sensitivity, and linearity over the calibration range specified.

7. Include an instrument controller workstation (computer, monitor, keyboard, and mouse) with:

i. Microsoft Windows Operating System,

ii. Software for configuring and automated operation of the system, and

iii. Software for displaying and analyzing data from sample analyses.

8. Be delivered to locations at Wright-Patterson AFB, OH and Cape Canaveral Air Station, FL (one instrument to each location):

i. with all manuals and instructions for instrument operation (electronic or hard copy) included with each instrument, and

ii. include familiarization training at time of installation at each location.

9. Include a separate on-site application development to develop an analytical method for routine samples by ASTM D6379* immediately following installation at each location (if not developed during installation).

10. Be delivered and installed, with completed familiarization training and on-site application development, by eight (8) weeks after date of contract award.

11. Include a warranty on parts and service for both HPLC Systems. The warranty shall last for a period of one (1) year from the date of installation.

INSPECTION AND ACCEPTANCE

AEROSPACE FUELS LABORATORY is designated as the office responsible for inspection and final acceptance of the supplies provided in this order. A receiving report shall be accomplished immediately upon receipt and acceptance of supplies. Acceptance of services will take place at the time of invoice certification.

WRIGHT-PATTERSON AIR FORCE BASE- DELIVERY PROCEDURES COMMERCIAL VEHICLES:

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the Installation. Vehicles to be inspected include, but are not limited to, the following:

· Step van/panel truck

· Tractor/trailer, box and flat-bed containing cargo

· Tanker trucks

· Box trucks

· Tour buses

· Garbage/recycled waste trucks

· Concrete trucks/mixers, dump trucks

· Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 16A located off State Route 444.

The following are exemptions to vehicles utilizing the CVDG:

· If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration, it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security Numbers, and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

· If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B.

The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.

CAPE CANAVERAL AIR STATION DELIVERY PROCEDURES COMMERCIAL VEHICLES:

The Oversized Vehicle Search Area is located on State Road A1A approximately 1 mile north of Pineda Causeway. Operating hours are scheduled from 0600-1700. After-hours access shall be through the South Gate. Mandatory inspection is required for all: Commercial Vehicles, Tractor Trailers, Trailers, RVs and Boats. All other passenger vehicles will be turned away from this gate and are required to enter at either the Main Gate or South Gate.

Non-Hazardous Deliveries All deliveries of construction material and equipment to job sites (including cement trucks) shall use the CCAFS South Gate for access. To the maximum extent possible, deliveries shall be scheduled between 1000 and 1500 hours to avoid the peak traffic volume times. The driver of each delivery vehicle and their passengers must have the following:

a.A valid photo ID; and
b.A valid bill of lading; and
c.A known delivery point on CCAFS or PAFB; and
d.An on-base or local phone number and POC to vouch for delivery

Only deliveries that can be verified will be allowed to proceed. Special deliveries, deliveries after normal business hours, or deliveries that cannot negotiate through the barricades must be coordinated in advance.

All delivery vehicles shall be inspected by Security Forces personnel prior to being allowed to proceed onto the installation.

Hazardous Deliveries Deliveries of fuel, large volume of chemicals, or other hazardous materials shall comply with this section. All hazardous deliveries shall enter through the same gates as non-hazardous deliveries and have the information required for non-hazardous deliveries (see above). Only deliveries that can be verified will be allowed to proceed. In addition, hazardous deliveries must be scheduled a minimum of 48 hours in advance for escort by Security Forces to and from job site. Contractors shall contact the CCAFS Security at 321-853-2121 or PAFB Security Forces at 321-494-2000 to arrange for hazardous delivery escorts. Deliveries that have not arranged in advance for Security Forces escorts will be turned away and must be re-scheduled.
