Attachment 1 – Requirements
Minimum Requirements for a High Speed High Resolution Infrared Camera
- 1024 x 1024 pixel resolution
- 14 bit dynamic range
- Greater than 99.5 operability (99.9% typical)
- Adjustable frame rates from 0-100 Hz minimum
- On-board memory for factory NUCs and calibrations
Camera Input/Output Requirements:
- Command & Control available by Gigabit Ethernet, USB, CameraLink FULL, and RS-232 serial
- Sync-In for clocking the camera to external devices – via BNC
- Sync-Out for triggering external devices to the camera – via BNC
Optic Requirements:
- Need Compatible “off the shelf” optics for current application and future capability.
- 50mm fixed focal length lens F/4.0
Camera Housing:
- Maximum weight of 10lbs without lens
- Maximum size of 11” x 11” x 11”
- Tripod mounting capable
- Active cooling for proper operation of thermal sensor
- Camera shall be capable of being used and stored in an indoor laboratory environment.
Software Requirements:
-The software shall offer compatibility with the most common IR camera image formats: .img, .seq, .ptw, .sfimg (SAF), .sfmov (SAF). Any software that cannot read and measure temperatures on all of these types of images is not acceptable since it will not allow use of archives of images.
-The software shall be able to store images as IR images (.img, .tif etc.), standard windows bitmaps (.bmp), standard ASC II (comma separated values .csv) and sequences of images as sequence files (.seq) or as a series of bitmaps or as a .wmv movie.
- The software shall support acquisition to memory to allow for burst recording at the maximum frame rate of the camera as well as acquisition to disk for longer recording periods at slower frame rates.
- The software shall be able to read out in degrees (C, F, K, R) or A/D counts.
- The software shall have the ability to use either factory or user generated calibration files. A built-in calibration and NUC wizard shall be included to step the user through PC-side NUC’s and radiance/temperature calibrations.
- The software shall have the ability to generate self-viewing files i.e. it shall export a copy of a movie sequence bundled with the application so that the data can be viewed by someone without the software.
Recording Requirements:
- Data Recording will be handled via a Standalone Laptop Computer.
- Shall be able to capture data for a minimum of 60 minutes with zero dropped frames at the full frame rate and maximum window size of the camera.
- Storage of data shall occur on Solid State Drives for fast data transfer.
- Minimum of two additional slots for additional storage.
- Shall provide the ability to view the digital image and perform analysis on the digital data in real-time while the data is being sampled.
- Data shall be easy to trim and export to non-proprietary formats written to disk.
- Shall accept an external trigger to begin/control acquisition.
INSPECTION AND ACCEPTANCE:
BASE SUPPLY IS DESIGNATED AS THE OFFICE RESPONSIBLE FOR INSPECTION AND FINAL ACCEPTANCE OF THE SUPPLIES OR SERVICES PROVIDED IN THIS ORDER. A RECEIVING REPORT SHALL BE ACCOMPLISHED IMMEDIATELY UPON RECEIPT AND ACCEPTANCE OF SUPPLIES. ACCEPTANCE OF SERVICES WILL TAKE
PLACE AT THE TIME OF INVOICE CERTIFICATION.

INVOICE AND PAYMENT:
THE CONTRACTOR SHALL BE PAID UPON SUBMISSION OF A PROPERLY PREPARED INVOICE
(ORIGINAL AND THREE COPIES) AND AFTER FINAL INSPECTION AND ACCEPTANCE HAS BEEN
MADE. A PROPER INVOICE SHALL CITE THE CONTRACTOR’S NAME AND ADDRESS, INVOICE
NUMBER, INVOICE DATE, ORDER NUMBER, CONTRACT LINE ITEM NUMBER (CLIN), DESCRIPTION
OF THE SUPPLIES OR SERVICE, UNIT OF ISSUE, UNIT PRICE AND EXTENDED PRICE, TERMS OF ANY
PROMPT PAYMENT DISCOUNT OFFERED, AND WHO TO NOTIFY IN THE EVENT THE INVOICE IS
DEFECTIVE. THE INVOICE SHALL BE SUBMITTED TO:

IN THIS ORDER SCHEDULE.

UPON RECEIPT OF THE ITEMS LISTED ON THIS PURCHASE/DELIVERY ORDER. MR BURR WILL
THEN PROCESS THE RECEIVING REPORT.
Delivery Procedures Commercial Vehicles (FEB 2016)
All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flat bed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker This inspection will be conducted at Gate 16A located off State Route 444.
The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
