STATEMENT OF WORK

Electron Backscatter Diffraction (EBSD) and an Energy-Dispersive X-ray Spectroscopy AFIT requires one (1) Qty. Integrated Electron Backscatter Diffraction (EBSD) and one (1) Qty. Energy-Dispersive X-ray Spectroscopy (EDS) system. This system is intended to perform material science analysis on Aerospace Metals that have been produced during a variety of manufacturing processes (Additive Manufacturing, Forging, Casting, etc). It is required that the EBSD/EDS detectors be from the same manufacturer to ensure compatibility with the Quanta 450 is the governments current Scanning Electron Microscope (SEM). The EBSD and EDS are detectors must be compatible with the SEM to function properly because the EDS/EBSD sensors form a sensor combo that must be compatible with each other. This requires both hardware and software cross functionality for proper functioning.

Minimum Requirements:

1. SEM - The EBSD/EDS sensor system shall be compatible with the Governments’ current FEI Quanta 450

2. Computer - A single desktop or laptop system (monitor, mouse, keyboard, etc) shall be provided to provide hardware and software control of the EBSD and EDS detectors on the same computer.

a. This system shall be able to function as a standalone system that is non-networked.

b. Minimum 16GB RAM

c. 2TB Solid State Disc Hard Drive – Primary Storage minimum

d. 2TB Hard Drive – Secondary Storage minimum

e. DVD+/-RW drive

f. Two Flat Panel Monitors 24” Width and appropriate cabling

3. System Level – EBSD and ESD System

a. EBSD and EDS detector shall be from the same manufacturer

b. Shall be able to perform EBSD/EDS measurements concurrently as the EDS/EBSD sensors form a sensor combo that must be compatible with each other thus requiring both hardware and software cross functionality.

c. Integrated Stage Control for Automated Mapping and Data Collection

d. Data communication with host SEM

e. Multithreaded software for simultaneous acquisition and data processing

4. EDS – At a minimum the EDS shall provide the following through hardware/software:

a. Automatic Software for real-time spectra acquisition and qualitative analysis

b. Extended spectra analysis

c. Automatic multipoint and object analysis

d. Ultra-fast spectral line scan

e. Image acquisition software

f. Digital element mapping

g. Customizable Automatic Report Generation and Print Formatting

h. Histograms, binary and ternary charts

i. Data management and filing system

j. Automatic phase analysis

5. EBSD – At a minimum the EBSD shall provide the following through hardware/software:

a. 640x480 12 bit CCD camera

b. 630 pattern per second (pps) sampling with binning

c. Crystal orientation

d. Grain size

e. Global and local texture

f. Recrystallize/deformed fractions

g. Substructure analysis

h. Strain analysis

i. Grain boundary characterization

j. CSL boundary distribution

k. Slip system activity

l. Phase identification, distribution and transformations

m. Fracture analysis

6. MANUALS:

The contractor shall provide operating manuals for EDS and EBSD quantity 1 each.

7. DELIVERY

The Contractor shall deliver a complete system no later than 10 weeks after contract award. The Contractor shall ship the system to the Air Force Institute of Technology (AFIT/ENY) at 2950 Hobson Way Bldg. 644 WPAFB, OH 45433. This contract is FOB Destination. Contractor is responsible for on-site unpacking, installing, and setting up the system to perform as specified in the contract. The contractor shall cleanup work areas and dispose of trash at the end of each work day. The contractor shall complete installation and onsite training no later than 2 weeks after delivery of system to AFIT.

8. WARRANTY

System shall perform as designed and shall be free of defects in material and workmanship until 2 years after installation of system at Customer location. All repairs covered under warranty shall occur on-site at the expense of the Contractor.

9. PAYMENTS

100% payment after delivery, training and proof the system operates as designed and meets the technical requirements listed above. This proof includes a signed installation document certifying those requirements have been met.

10. OTHER INFORMATION

10.1 INVOICE AND PAYMENT

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to: The contractor shall submit invoice in wide area work flow (WAWF) as shown in this order schedule.

10.2 FOR BASE SUPPLY STOCK FUND ITEMS ONLY:

INSTRUCTIONS TO THE CUSTOMER:

The organization cited on page 1 of this order (DD1155 BLOCK 14 OR SF1449 BLOCK 15) is required/responsible for contacting:

10.3 DELIVERY PROCEDURES COMMERCIAL VEHICLES

All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 16A located off State Route 444.

The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kitty Hawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
