SATELLITE SOLAR PANEL TEST SYSTEM MINIMUM REQUIREMENTS

DATE: 27 JUNE 2017

REVISION: 4

1. Overview

This minimum requirements document is for Satellite Solar Panels and additional component kits for a firm fixed price contract designed to provide reliable, testable, cost-effective, and reproducible solar panels for small satellites (CubeSats). The solar panels are required to provide mission assurance for the primary payload and satellite used for Air Force Institute of Technology (AFIT) lab experiments. It will be used to test and evaluate AFIT developed power systems for 6, 12 and 27U CubeSats.

2. General

The system to be delivered includes (Only non-flight materials/components):

2.1. Minimum of four (4) fully populated, functioning, and tested solar panels. Solar cells shall be bonded onto one face of the flame retardant (FR4) substrates in a configuration that meets the technical requirements listed below.

2.1.1. Panel performance must be tested and contractor will provide test report/documentation

2.2. Additional minimum of 460 qty. Medium Voltage (MV) cells plus coverglass, interconnects and diodes

2.3. Additional minimum of 20 qty. FR4 solar panel substrates (unpopulated panels). These panels shall be identical to the 4 fully populated panels.

3. Technical Requirements

The system shall be designed, manufactured, and delivered according to the following minimum requirements:

3.1. Panel Material: FR4 substrate

3.2. Panel Dimensions: 14.2” X 8.4” (See Figure 1 below). Thickness cannot exceed .11”

3.3. Cell Type: SolAero Tech. Corp. ZTJ triple junction, Spectrolab Inc. XTJs, or equivalent.

3.4. Cell Dimensions: 27.55 cm2 Area

3.5. Coverglass Type: 4-mil thick CMG/AR

3.6. Coverglass Dimensions: Sized to match cell

3.7. Electrical Characteristics (Per Cell)

3.7.1. Beginning of Life (BOL) Efficiency at Maximum Power Point: Minimum of 28%

3.7.2. Voltage open circuit (Voc) (V): 2.726

3.7.3. Junction short circuit (Jsc) (mA/cm2): 17.4

3.7.4. Voltage max power (Vmp) (V): 2.41

3.7.5. Jmp mA/cm2): 16.5

3.8. Electrical Characteristics (Per Panel)

3.8.1. Beginning of Life (BOL) Power max power (Pmp) Required 28°C (W): 20

3.8.2. BOL Pmp Generated 28°C (W): 20.6

3.8.3. Power Margin: 3.0%

3.8.4. BOL Vmp Required @ 28°C (V): 20

3.8.5. BOL Vmp Generated @ 28°C (V): 22.9

3.8.6. Voltage Margin: 14.5%

3.9. The Printed Circuit Board (PCBs) hall be designed with at least one board mount connector to deliver the power generated by the panel

3.9.1. The connector shall be located within 2” of the notched end of the PCB (See Figure 1), on the same face as the solar cells

3.9.2. The connector height shall not exceed .2” above the PCB

3.9.3. The connector shall be a Commercial Off the Shelf (COTS) component

3.9.4. The contractor shall provide the part number and manufacturer of the connector

3.10. Panel Operating Temperature Range:-100C +/- 10C to +100C +/-10C

3.11. No bake-out or thermal cycle environmental acceptance testing assumed in pricing

3.12. No vibration acceptance testing assumed in pricing

3.13. All components and materials must be low-outgassing

3.13.1. Customer will subject panels to high vacuum

The materials and component parts shall be of high commercial quality, consistent with the performance requirements of space solar panels design and manufacture. Workmanship shall be consistent with best commercial practices.

4. DESIGN

Contractor shall supply electronic drawing/specification package of general system design and a detailed list of items and functions.

5. MANUALS

The contractor shall provide operating manuals for the solar panel quantity 1 each.

6. DELIVERY

The Contractor shall deliver a complete system no later than 10 weeks after contract award. The Contractor shall ship the system to the Air Force Institute of Technology (AFIT/ENY) at 2950 Hobson Way Bldg. 644 WPAFB, OH 45433. This shall be FOB Destination.

7. WARRANTY

Components shall perform as designed and shall be free of defects in material and workmanship.

8. PAYMENTS

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The contractor shall submit invoice in wide area work flow (WAWF) as shown in the order schedule receiving report.

7. DELIVERY PROCEDURES COMMERCIAL VEHICLES

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 16A located off State Route 444.

The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kitty Hawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
