PERFORMANCE WORK STATEMENT (PWS)

REQUIREMENTS DOCUMENT

UNITED STATES SCHOOL OF AEROSPACE MEDICINE

(USAFSAM) CENTER FOR SUSTAINMENT OF TRAUMA AND READINESS SKILLS

(C-STARS) CINCINNATI

25 January 2017

1.0 INTRODUCTION:

This effort includes tasks and activities to be performed by a hotel contractor in support of C-STARS Cincinnati. The contractor will provide sixteen (16) hotel rooms which would house up to sixteen (16) Cincinnati CSTARS students, two students per room may occur depending on rank per AFI34-236.

1.1 DESCRIPTION OF SERVICES:

The contractor shall perform the tasks outlined in the following paragraphs to fulfill the requirements of this PWS:

1.1.1 Hotel: Accommodations shall be within walking distance (no more than three city blocks) of the University of Cincinnati Medical Center, no shuttle services for hotels outside the three city block radius will be considered acceptable.

1.1.2 Room: Each room is required to be at least 150 sq. feet with (1) king-sized bed and two (2) double or two (2) queen-sized beds, if there is two students per room, small empty (non-wet-bar) refrigerator, telephone with free local calls, and adequate lighting. Rooms shall be maintained by hotel housekeeping staff on a daily basis. The same set of rooms should be used for C-STARS students each month.

1.1.3 Bathroom: The bathroom is required to have at least one each: toilet, sink, bathtub/shower.

1.1.4 Laundry: Washing machine(s) and Dryer(s) shall be available on the hotel premises for student use.

1.1.5 High speed Internet must be available either in each hotel room or at a central, on-site Business Facility at no additional charge to the C-STAR students.

1.1.6 Microwaves must be either in rooms or available for use in a central location.

1.1.7 Ice machines must be complimentary and maintained in working order and available to C-STARS students.

1.1.8 The hotel shall provide rooms to C-STARS which are smoke-free.

1.1.9 The hotel shall comply with all Cincinnati City fire and safety code regulations.

1.1.10 The hotel shall provide safe, complimentary parking to the C-STARS students and for two Cincinnati C-STARS Government vehicles.

1.1.11 The performance of these services is not considered to be mission essential during time of crisis.

1.2 COURSE SCHEDULE: The below schedule lists the class dates only which consist of 11 days, students may arrive a day early and leave a day after, this makes each training session 13 days. The tentative class schedule for the C-STARS training program is as follows:

1.3 The contractor shall provide hotel accommodations for the class schedule for an estimated seventeen (17) class sessions; any updated schedules will be forwarded to the winning contractor throughout the course of the contract. Check in for students will be one (1) day prior to the start date of each class. Checkout will be one (1) day after the completion date of each class. Class duration will have approximately sixteen (16) students in attendance each session. Estimated thirteen (13) nights’ accommodation per session for thirteen (13) sessions, six (6) nights’ accommodation per session for four (4) sessions, seventeen (17) sessions per year, sixteen (16) rooms per session, for an estimated total of 3,088 rooms per year.

2.0 Government Furnished Property: There are no Government supplies or facilities provided.
