REQUIREMENTS DOCUMENT
FOR HOTEL ROOMS FOR THE
UNITED STATES SCHOOL OF AEROSPACE MEDICINE
(USAFSAM) CENTER FOR SUSTAINMENT OF TRAUMA AND READINESS SKILLS
(C-STARS) BALTIMORE

1 INTRODUCTION:
This effort includes tasks and activities to be performed by a hotel contractor, excluding third-party booking/scheduling agencies, in support of C-STARS Baltimore. The contractor will provide 35 hotel rooms, which would house up to forth-eight (48) Baltimore C-STARS students (projected max students per class), with the ability to expand or reduce accommodations if class sizes fluctuate throughout the period of performance. Hotel accommodations shall be within walking distance [no more than three city blocks] of University of Maryland Medical Center. The training consist of rotating clinical shifts on 24 hours operations; therefore, it’s imperative students are not placed in an unsafe environment. Safety is our utmost concern of the students when walking to training. Hotel shall have a three (3) or more star rating to submit quotes/proposals on this contract.
2 DESCRIPTION OF REQUIREMENT:
2.1 The contractor shall perform the tasks outlined in the following paragraphs to fulfill the requirements of this Purchase Order:
2.1.1 Hotel: Accommodations shall be within walking distance (no more than three city blocks or approx .3 miles) of the University of Maryland Medical Center. Use of a shuttle service past the three city block (.3 mile) radius is not acceptable. Students must be able to transport themselves to the UMMC Campus at all hours.
2.1.2 Room: Each room is required to be at least 150 sq. feet with (1) king-sized bed for single accommodations, two (2) double or two (2) queen-sized beds for shared (dual) accommodations, small empty (non-wet-bar) refrigerator, telephone with free local calls, additional clothing storage (wardrobe, dresser, chest of drawer, etc.) for dual accommodation situations, and adequate lighting. Rooms shall be maintained by hotel housekeeping staff on a daily basis. The same set of rooms should be used for C-STARS students each month.
2.1.3 Bathroom: The bathroom is required to have at least one each: toilet, sink, bathtub/shower.
2.1. 4 Laundry: Washing machine(s) and drier(s) shall be available on the hotel premises for student use.
2.1.5 High-speed internet must be available in each hotel room and at a central/on-site business facility at no additional charge to the C-STAR students. Computers, printers and fax capability must also be available at a central/on-site location at no additional expense to the C-STARS students.
2.1.6 Microwaves must be either in rooms or available for use in a central/on-site location.
2.1.7 Ice machines must be maintained in working order and available to C-STARS students.
2.1.8 The hotel shall provide rooms to C-STARS which are smoke-free.
2.1.9 The hotel shall comply with all Baltimore City fire and safety code regulations.
2.1.10 The hotel shall provide safe, complimentary parking for the C-STARS students’ privately owned vehicles for the duration of their stay at the hotel, and four government owned vehicles for the duration of the contract.
2.1.11 The performance of these services is not considered to be mission essential during time of crisis.
2.1.12 If applicable, all quotations must include any Maryland State taxes your firm is subject to.
2 Government Furnished Property: There are no government supplies or facilities provided.

The vendor that revieves the award will be notified of the class dates after 1 Oct 2017 at a later date following award.
1.1 The contractor shall provide hotel accommodations for the class schedule for an estimated eleven (11) class sessions. Each training session is three (3) weeks or approx. 22 nights. An updated schedule will be forwarded to the winning hotel and monthly requirements/updates will be supplied by a designated point of contact (POC) at the C-STARS Baltimore site. Option years should the Government choose to exercise an option, estimated at eleven (11) class sessions of the same duration with approximately forty-eight (48) students in attendance each session. Estimated 22 night accommodations per session, 11 sessions per base year, 35 rooms per session, 8,470 rooms per base year.
1.1.1 Specific check-in and check-out dates will be supplied by the designated POC(s) at the C-STARS Baltimore site. The majority of students will check in one day prior to the start of class, with some students checking in two days prior to the start of class due to having to travel to Baltimore from overseas locations. The contractor shall provide rooming accommodations according to the dates supplied by the C-STARS Baltimore on-site POC.
1.1.2 The contractor shall only bill for days C-STARS Baltimore students occupied rooms.
