MINIMUM REQUIREMENTS

FOR A

MINI FLIGHT FOLLOWER

GENERAL

This specification is for a complete, computer-controlled Mini Flight Follower for a firm fixed price contract designed accurately follow high speed projectiles in flight. The Mini Flight Follower system shall be designed and built to meet the following min requirements:

The Mini Flight Follower shall be compact and designed for portability with fully integrated turn-key operation:

A. Shall include an integrated High-speed camera with a resolution of 1280 x 1024 pixels or higher at 20,000 frames per second

B. Shall include all mounting hardware to include Tripod and tri-axis mount C. Shall include ruggedized case for transportation specific to the system D. Shall include Pro Analyst Xcitex image processing software for measurement and analysis E. Built in flash trigger F. 10 MHz mirror position control for velocity and acceleration corrections G. Mirror stop function for midflight impact analysis H. Shall be compatible with Nikon camera/lens mount I. Shall include 70-300 mm Nikon zoom lens compatible with the high-speed camera J. Integrated software to control camera, trigger, and mini flight follower system simultaneously K. Ethernet GigE control switch for both camera and mini follower system L. Mirror shall be silver faced M. Mirror shall have better than 0.1 degree tracking accuracy over 100 degree scan with no calibration required N. Remote operation using Windows 8.1 OS or newer with appropriate setup wizards for a variety of geometries O. Include fixed, measured, or user defined velocity profile modes with multiple trigger inputs P. Portable computer for system control Q. Scan ratios from 0.1 to 100 (projected velocity/stand-off distance) R. Minimum of 2 GB of camera memory S. Shall have 1 X 5 V TTL in synchronization with the start of mirror scan and 2 X TTL stand-alone triggers

The materials and component parts shall be of high commercial quality, consistent with the performance requirements of typical high speed imaging systems design and manufacture.

Workmanship shall be consistent with best commercial practices.

DESIGN APPROVAL

Contractor shall supply electronic drawing/specification package of general system design and a detailed list of items and functions at the customer design review at the customer’s facility within 90 days after contract award. The Manufactures Acceptance Test will also be defined at the design approval. The customer will review the drawing package and detailed list of items and functions and provide feedback.

TESTING AND TRAINING REQUIREMENTS

Contractor shall perform a Manufacturer’s Acceptance Test at the contractor’s facility before delivery. The contractor shall provide operations and installation training at the customer’s facility at the convenience of the customer within 60 days after delivery. Contractor will demonstrate that all components are properly integrated/mated and function correctly. Contractor shall label all components, as necessary, to coincide with documentation and graphical interface in order to facilitate identification during installation and training. Component labeling shall be accomplished using standard industry best practices.

Training shall consist of familiarizing the owner with the machine (review of the Operators Manual). Contractor shall provide a simple 1-page, easy-to-follow checklist sealed in plastic and attached to the front of the unit. The contractor shall teach the sequence of operation, machine safety considerations, machine-alarming system, operator interface system, conditions monitored, conditions controlled, equipment adjustments, changeover, replacement and repairs of various parts. Training shall also include review of setup, preventive maintenance tasks, and exploration of equipment repair areas. Training shall also cover all camera hardware and software to include controls.

SAFETY

Safety systems shall be included to prevent damage to equipment and personnel. Safety system shall protect equipment in the event of power loss. Warning labels on the equipment and documentation shall be included.

PERIOD OF PERFORMANCE

The customer shall receive complete system no longer than 45 days after receipt of contract.

DELIVERY

The company shall properly ship the system to the Air Force Institute of Technology at WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.

WARRANTY

Free from defects in material and workmanship, under normal and proper use in accordance with instructions in the maintenance manual, for the period of time of one year after receipt.
