WRIGHT PATTERSON MEDICAL CENTER 2016 PWCS CELLULAR INFRASTRUCTURE REQUIREMENTS

INTRODUCTION

Wright Patterson Medical Center’s (WPMC) mission is to Train, Treat, and Teach. This facility provides state-of-the-art medical care to a beneficiary population of nearly 58,000 military beneficiaries in addition to a very large Veterans Administration beneficiary constituency made up of the entire Southwest Ohio region of Ohio, Indiana and Kentucky. WPMC balances the training needs of a thriving Graduate Medical Education Program with the day-to-day healthcare operations while executing a $137 million dollar operations budget. OSHA VPP star Site status was recertified in 2013 and the facility's HCAHPS 5 Star rating places WPMC's customer satisfaction performance firmly within the top 6% of hospitals nationwide.

The facility is 7 floors, 784,452 sq. ft. of occupied space, 3,511 rooms designed for 57 acute care beds, 43 dental treatment rooms, 37 specialty clinics and 9 surgical suites. The center, on average, processes 1600 outpatient visits per day and fills over 1.7 million prescriptions. There are over 2200 employees and an average in-building population of approx. 1800 potential Personal Wireless Communication Services (PWCS) consumers at any one time, inside the primary campus only, building 830, at 4881 Sugar Maple Dr. Dayton, OH. 45433 and during business hours (0700-1630).

2016 CELLULAR INFRASTRUCTURE REQUIREMENTS

WPMC requires a contractor to design, provide delivery, installation, testing and operational warranty for a turn-key, multi-vendor capable, in-house, Distributive Antenna System (DAS) as the basis of the facility’s future cellular and Land Mobile Radio (LMR) infrastructure. As-built facility construction drawings, configurations, alterations, detailed specifications for existing base station (Sprint) and repeaters (AT&T), cut sheets, design files for the existing DAS that will be upgraded with this effort, can be made available to vendor at contract award. The requirement details are as follows:

INFRASTRUCTURE:

1. Cellular & RF in-building DAS infrastructure providing 100% in-building coverage at all times

a. DAS must support integration with the following WSP’s signal source(s): base stations/repeaters

i. VZW Bands

1. 850 Cell A SISO

2. 1900 PCS B&C SISO

3. 700UC LTE SISO

4. 2100 LTE B&F SISO

ii. AT&T Bands

1. 850 Cell B SISO

2. 1900 PCS A,F,C SISO

3. 700LBC LTE SISO

4. 2100 LTE D SISO

iii. T-Mobile Bands

1. 1900 PCS B/E SISO

2. 2100 LTE C/E SISO

iv. Sprint Bands

1. 1900 PCS D/C/G SISO

b. Integrate for initial start-up with existing Sprint base station and AT&T repeater(s)

i. Manage communications with these providers to facilitate successful deployment

c. Additional carrier’s (Verizon, T-Mobile) base stations/repeaters will integrate in future, TBD

d. 100% in-building coverage for required LMR band(s)

i. Multiple 406.1625 thru 419.7625 MHz, TX & RX

e. 1 Year maintenance and 1 Year On-site diagnosis, troubleshooting, repair and support, as needed, within 24 hours of customer request, desiring full operational, maximum up-time

f. Installation plan engineered by a BICSI RCDD professional desired

2. Current external macro cellular signal strength penetrates in-building and is adequate for most carriers above the 3rd floor without a DAS. The DAS is required predominately for lower floor coverage areas.

The lower coverage areas are defined as basement through 3rd floors – roughly 590k sq. ft.. Limited antennas may be required for the 4th and 5th floors for no more than an additional 110k sq. ft. of coverage. The basic system should be quoted as 700k sq. ft. of coverage from basement through 5th floor.

3. Removal and disposal of the old DAS equipment

a. Manage communications with Sprint and AT&T technical teams to facilitate successful equipment floor and rack space decisions for new equipment as well as existing Universal Power Supply (UPS) re-use and integration potential

4. The contractor shall be provided access/use as coordinated and needed during the installation process.

The main equipment room can be used to house head-end and carrier signal source equipment once the design and space requirements are reviewed and approved. Ample space will be provided in the equipment room for head-end and carrier signal source equipment.

5. Contractor shall provide a detailed timeline for project completion. Full operational capacity schedule concluding within 180 days of contract award with project and phasing plans accommodating patient care operational settings

6. Travel and other direct cost requirements shall be proposed as appropriate to fulfill this requirement

7. The contractor shall be required to wear contractor identification badges and maintain currency in all

Privacy Act Laws. Contractor shall adhere to all security requirements as required by local or U.S. Air Force policy.
