Ellipsometric Tube Raters (ETR) Requirement

03 August 2015

The procurement is for four Ellipsometric Tube Raters (ETR) instruments that will be used at AFPA laboratories. Aerospace Fuels Laboratories perform quality control testing for JET A grade aviation fuel.

Ellipsometer instrument must at a minimum:

1. Meet all the requirements in ASTM D3241-14b, Annex A3, Thermal Oxidation

Stability of Aviation Turbine Fuels, Ellipsometric Method.

i. In accordance with T.O. 42B-1-1, “Quality Control Of Fuels and

Lubricants”, page 1.1, paragraph 1.1; MIL-STD-3004D, “Quality Assurance/Surveillance For Fuels, Lubricants and Related Products” and ASTM D1655-15 “Standard Specification for Aviation fuels”

2. Use a laser light source and optical detector capable of identifying and measuring surface deposit thickness in nanometers

3. Include a Heater Tube test coupon fixture that facilitates measurements along the length and diameter of the test coupon.

4. Include a reference Heater Tube test coupon with layers of deposits of known thicknesses (30, 80 and 130 nanometers) and positions.

5. Measure optical surface properties of Heater Tube test coupons.

i. Test coupon dimensions, metallurgy and surface finish properties per

ASTM D3241-14a, Table 2

ii. Capable of determining an absolute measurement of deposit thickness on surfaces of test coupons.

iii. Must be capable of validating reference Heater Tube test coupon within ±

5% of known deposit thickness and ± 1 mm of known position

6. Utilize software capable of processing and displaying ellipsometric data

i. Calculates and displays a maximum deposit thickness of an average 2.5 mm2

ii. Allows for input of operating parameters including, substrate and deposit film refractive indexes, substrate and deposit film absorption coefficients.

iii. Capable of measuring up to 100 points along the longitudinal axis and 360 points around the circumference of the test coupon.

7. Delivery within 10 month after receipt of award.
