PERFORMANCE WORK STATEMENT

FOR

LAB TECHNICAL SUPPORT

FOR THE

AUTONOMY & NAVIGATION TECHNOLOGY CENTER

AIR FORCE INSTITUTE OF TECHNOLOGY

I. DESCRIPTION OF SERVICES:

1.0. INTRODUCTION

1.1. Scope. The contractor shall provide maintenance and repair of the non- automated data processing equipment (ADPE) hardware as specified in Section 3, training for the government or government-sponsored personnel in the operation of all integrated equipment as defined in this PWS, at Wright-Patterson Air Force Base (WPAFB), Ohio.

Work shall comply with Government and local laws, regulations, and instructions.

2.0. GENERAL REQUIREMENTS

2.1. Description of Services. The contractor shall provide all necessary non-personal labor and services to complete tasks specified in support of the ANT Center workload.

These tasks include providing buildup and flight support for ANT Center Unmanned Aerial

Vehicles (UAV) and detecting and eliminating failures within the hardware and software systems in the ANT Center. The tasks include, but are not limited to: performing diagnostics and on-line testing of system components; performing diagnostics on the hardware, software, and all interfaces with navigation, Global Positioning System (GPS) and controls systems, performing diagnostics on all of the subsystems, including components and their interfaces. All of the components of the systems shall be corrected to meet diagnostics standards.

2.2. General. The contractor shall accomplish tasks to meet program/project milestones/schedules. The contractor shall perform the tasks without government interaction except for inherently governmental functions, i.e., funds allocation or commitment, program decisions, coordination and prioritization of related tasks/activities;

approval of plans, procedures, reports, and documents generated by the contractor team/individual.

2.3. Tasks. The contractor shall accomplish the following tasks:

2.3.1. The contractor shall provide all preventive and remedial maintenance for the equipment standards specified by "Acceptance Test" criteria supplied by manufacturer.

2.3.2. The contractor shall determine defective parts and recommend parts needed to return systems to proper operating condition within 24 hours to the ANT Center Director and

Contracting Officer’s Representative (COR). The parts shall be procured by the ANT

Center at Government expense.

2.3.3. The contractor shall provide training to students and other Government personnel on the operation of all ANT Center equipment, workstations, networked components and all associated peripherals, as needed. The contractor shall identify and document hazardous operations and safety procedures associated with ANT lab facilities and equipment, and shall provide annual safety briefings for students working in ANT lab facilities. This instruction shall be provided on site and concurrent with classes and thesis projects.

2.3.4. The contractor shall provide computer administrative and hardware technical support of computers and ANT Center equipment for scheduled classroom laboratories, and thesis students that utilize the PCs, workstations, and associated navigation and guidance instrumentation.

2.3.5. The contractor shall assemble hardware components, including PC-104 and other embedded processors, navigation systems, cameras, and other related sensors or signal processing components, into functioning systems. This includes both physical assembly (including construction of cases, soldering, and assembling wire harnesses) and setting up the operating system environment (including Linux and Windows).

2.3.6. The contractor shall provide support for field testing at WPAFB, OH, Wilmington

Air Park, OH, and Camp Atterbury, IN. The contractor shall provide a self-contained test environment to include covered space for personnel and equipment, power, and lighting.

The contractor shall transport/deliver to and from field testing sites the system under test and all support equipment to support flying.

2.3.7 The contractor shall provide two individuals to attend and assist a maximum of six, 3 day flight tests to Wilmington Air Park, OH and Camp Atterbury, IN.

2.3.8. The contractor shall provide a safety pilot for UAV operations. The safety pilot shall stay current on Federal Aviation Administration (FAA) and Air Force (AF) requirements and guidelines for safety pilot/pilot-in-charge of UAV operations, and shall advise the ANT Center

Director, verbally or written, if there are changes in guidelines which impact qualification requirements for AFIT UAV operations.

2.3.9. The contractor safety pilot shall obtain and maintain a current Class 2 Physical

Examination in support of FAA and AF requirements for UAV operations.

2.3.10. The contractor safety pilot shall successfully pass the written portion of the Private

Pilot Examination, or military equivalent, and maintain currency as required by FAA and AF policy.

2.3.11. The contractor shall document monthly UAV flying activities as required by AF

Certificate of Authorization with the FAA.

2.3.12. The contractor shall participate in all meetings and training courses as requested by the Government.

2.3.13. The contractor shall acknowledge, verbally or written, all requests for all repairs and maintenance of laboratory equipment within 8 working hours of problem notification from

ANT Center Director or Deputy.

2.3.13.1. When a system down time is critical, as determined by AFIT/ENG, the contractor shall correct the problem within 2 hours of notification by the ANT Center

Director or Deputy.

2.3.13.2. The identification of a problem in writing by the contractor to the Government shall be considered a problem notification. The contractor shall provide notification within 2 hours of discovery. The contractor shall repair equipment within 8 hours of notification from the ANT Center Director or Deputy.

2.3.13.3. The contractor shall support critical class laboratory and research periods, as described in paragraph 2.1.

2.3.14. The contractor shall keep the Government managers, ENG personnel, and the ANT

Center Director current on the status of projects and tasks. Project problems and/or resolutions of problems shall be corrected within 2 working days of written coordination by the Government. The contractor shall interact with faculty, staff, and students on technical problems and solutions. The contractor shall develop and present alternative strategies to the Government program/project manager for resolution of problems.

2.3.15. The programs/projects, management operations, computer/Local Area Network

(LAN)/support shall be completed within the constraints of available data, funds, and resources to meet compressed timing/schedules.

2.3.16. The contractor shall provide architecture, operation, and interfacing of Integrated

Navigation Systems (INS), GPS receivers, flight control equipment, and supporting peripherals, including PC-104 embedded computers, workstations, and PCs. The contractor shall install and maintain Windows and Linux operating systems, for both the user and system levels.

2.3.17. The contractor shall provide operations and troubleshooting for GPS systems including portable GPS receivers and testing equipment. The contractor shall integrate GPS and INS components with testing and simulation equipment and provide full functionality within 24 hours of a request by the Government.

2.3.18. The contractor shall operate, support, and maintain INS equipment, including interfacing using MIL-STD 1553, RS-422, RS-232, USB, and TCP/IP interfaces.

2.3.19. The contractor shall provide computer administrative and hardware support for computer workstation hardware and associated Linux, UNIX, SOLARIS, and IRIX operating systems, including system administration.

2.3.20. The contractor shall update computer software, as needed, including applications and operating systems. The contractor shall set up testing systems with supplication programs in MATLAB, FORTRAN, C, C++, C#, Java, and HTML. The contractor shall interface computer systems of all types to the test hardware.

2.3.21. The contractor shall integrate sensors and flight control hardware into unmanned aerial vehicles (UAV), and provide UAV flight support services, including, but not limited to: transport of UAVs and associated support equipment to flight locations, flying (piloting) UAVs, field assembly and teardown of UAVs, field repair of UAVs

(when required), and UAV operator training. The contractor shall conduct all UAV operations in a safe manner.

2.3.22. The contractor shall perform UAV set-up including weight and balance, speed controller programming, and autopilot/communication installation and checkout in support of UAV operations.

2.3.23. The contractor shall perform battery maintenance, charging, and discharges of various automotive and UAV batteries as required by the Government.

2.3.24. The contractor shall design, build, and fabricate test platforms, mounting rigs, and sensor platforms as required by the Government.

2.3.25. The contractor personnel engaged in performance of this contract shall read, understand, speak, and write English proficiently.

2.4. Work Documentation. Work documentation submitted by the contractor shall consist of documents, items, metrics, and all information listed in the PWS.

2.5. Base Access. (per 5352.242-9000) For contractor access to the Air Force

Installation, the contractor shall obtain Common Access Cards (CACs; e.g., identification cards) and Vehicle Registration passes for contractor personnel performing work on

WPAFB as follows:

2.5.1. Upon contract award, the CO will provide detailed instructions on how to obtain

CACs.

2.6. Contractor Employee Identification. Contractor personnel shall present a neat appearance and be easily recognized by wearing a contractor identification badge. The contractor shall furnish an identification badge, not smaller than two inches by three inches

(2” X 3”) in size. The badges will be imprinted on both sides in large bold type, in black ink which shall include as a minimum, the words “CONTRACTOR” and “NOT A PASS”, and the words “Project Support”, the company name, and the individual employee’s name.

Each contractor employee shall wear the contractor badge on the outer clothing on the front of the body between the neck and waist so that the badge is visible at all times when on Government property. The badge will be laminated and affixed with a permanent or detachable clip, bead chain, or lanyard necklace.

2.7. Contractor Employees MUST be US citizens.

2.8. Security and Safety Requirements. The contractor shall be briefed by the ANT

Center Director prior to start of employment on the hazards associated with working in the laboratories and performing experimental tasks associated with this contract. Contractor employees working in certain controlled areas shall be required to receive special AFIT

Hazardous Communication briefings.

2.8.1. Medical Services. The Government will provide emergency medical services and emergency patient transportation service for contractor personnel. The contractor shall reimburse the Government for the cost of medical treatment and patient transportation at the current inpatient, or outpatient, treatment rate as appropriate.

2.9. Release of Information. The contractor shall not make public any information by news release, advertising copy, published professional papers, or presentation covering all or any part of this contractual effort without prior approval of the Department of the Air

Force, 88ABW/PA. Seven copies of any information to be released shall be submitted to

88ABW/PA for security review and clearance 45 days prior to release. Send one information copy to the CO.

2.9.1. The contractor agrees that any release of information relating to this contract shall include a statement to the effect that the project or effort depicted was, or is, sponsored by the agency set forth below:

2.9.2. For the purpose of this PWS, “information” includes but is not limited to: news releases, articles, manuscripts, brochures, advertisements, still and motion pictures, speeches, trade association meetings, and symposia.

2.9.3. Nothing in the foregoing language regarding “Release of Information” shall effect compliance with the “Security Requirements” of the ANT Center.

2.10. Semi-Annual Review Meeting. The contractor shall attend the Semi-Annual

Review Meeting upon request of the Government. At the meeting, the contractor shall provide performance metrics to include, but not be limited to, itemized expenditures and on-time completion rates. Other pertinent information can be requested by the

Government.

2.11. Continuation of Contractor Services During Base Exercises, Local

Emergencies, and Implementation of Local Contingency Plans. It has been determined that none of the services specified in this PWS are required to be performed during (and/or in support of, whichever is appropriate) base exercises, local emergencies or contingencies, or implementation of local contingency plans.

2.12. Normal Hours of Operation. The contractor shall provide on-site lab support 5 days per week, Monday through Friday, during AFIT’s normal hours of operation (business hours), 0800 to 1700 (8:00am until 5:00pm). Contractor employees work schedules shall adhere to AFIT’s normal hours of operation unless alternate work schedules are approved in writing by the ANT Center Director, the CO and COR.

2.12.1. Contractor employees shall not be in government facilities without Government employees (either military or Government civilian) being present in the offices, laboratories, and/or workspaces where the contractor employee is working.

2.13. Contractor Holiday Work Schedule. The contractor is not required to provide services on US Federal holidays or on approved Air Education and Training Command

(AETC) stated “Goal or Incentive Down Days”; AFIT will not be open for business on US

Federal holidays. Federal holidays include:

Martin Luther King Day Independence Day Veteran’s Day

President’s Day Labor Day Thanksgiving Day

III. GOVERNMENT FURNISHED PROPERTY AND SERVICES:

3.0. Furnished Property and Services. The Government will provide workspace in

Building 640, Area B, WPAFB, OH. Administrative/computer/fax equipment, commercial and on-base telephone service, access to the base and program office LAN/servers, e-mail system, World Wide Web service, and administrative office supplies necessary for contractor performance of this effort will be provided by the Government.

3.1. The contractor will not be required to provide equipment for use in Government facilities.
