COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial commodity, i.e., Thermal Oxidation Tester, as described under the attachment titled “Statement of Work”. The synopsitation is prepared in accordance with the format in the Federal Acquisition

Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial supply procurement under Full and Open Competition pursuant to Simplified Acquisition

Procedures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a quotation that (1) conforms to the requirements of the synopsitation; (2) Complies with the minimum requirements stated in the Performance Work Statement (PWS), as evidenced by providing a complete description of the equipment provided; and (3) that submits the quotation with the lowest total evaluated price (TEP), provided that the TEP is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of quotations received and (2) whether proposed prices are determined to be fair and reasonable.

Offerors shall complete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the equipment that will be provided will not be accepted or considered for award. Offerors shall submit a detailed response to the solicitation explaining the products being proposed and how the offeror is able to fulfill all requirements of the solicitation.

STATEMENT OF WORK

Thermal Oxidation Tester

10 June 2021

BACKGROUND: The Air Force Petroleum Agency (AFPET) Aerospace Fuels Lab has a requirement for a Thermal Oxidation Tester for use at Kadena Air Base, Okinawa Japan. The

Thermal Oxidation Tester allows for determination of thermal oxidation stability of Aviation

Turbine Fuels, verifying fuel quality. The AFPET Aerospace Fuels lab is responsible for testing and ensuring fuel quality throughout the Air Force with locations all over the world.

I. TECHNICAL REQUIREMENTS

This instrument must measure high temperature stability of aviation turbine fuels as indicated by the deposits left on the heater tube, with maximum test temperature of 327 degrees Celsius.

Furthermore, the Thermal Oxidation Tester shall meet the following minimum requirements:

1. The Thermal Oxidation Tester must fully comply with American Society of Testing and Materials (ASTM) Test Method D3241, Thermal Oxidation Stability of Aviation

Turbine Fuels.

2. This instrument must be capable of aerating 600mL +/- 45mL of sample within the sample reservoir at a rate of 1.5 L/min, utilizing dry air through a sparger.

3. The Pressure of the Fuel System gauge should be 3.45 MPa (500 psi) +/- 10 % by pressurized inert gas or hydraulically transmitted force against control valve outlet restriction

4. Capable of measuring high temperature stability 232°C +/- 2° as related to a gas turbine engine fuel system

5. Must read differential pressure values in mm Hg as defined within the ASTM D3241 method

II. QUALIFYING COUNTRY PRODUCTS

All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS)

225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

III. DELIVERY

The Thermal Oxidation Tester shall be delivered and installed at the location noted below within ninety (90) days after the date of contract award.

At contract award, a point of contact (POC) at Kadena Air Base will be identified and the

Contractor shall contact that POC to arrange for delivery and to discuss any special instructions concerning Base access, commercial deliveries, etc.

IV. WARRANTY

The Thermal Oxidation Tester shall be free from defects in material and workmanship upon delivery.

Warranty shall be honored by contractor for all items delivered for this requirement for at least one

(1) year after receipt under normal and proper use in accordance with the instrument user manual.

V. INVOICE AND PAYMENT

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.

The above numbered solicitation is amended as set forth in Item 14. The hour and date specified for receipt of Offers is extended. is not extended.

Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended, by one of the following methods:

(a) By completing items 8 and 15, and returning copies of the amendment; (b) By acknowledging receipt of this amendment on each copy of theoffer submitted;

or (c) By separate letter or electronic communication which includes a reference to the solicitation and amendment numbers. FAILURE OF YOUR ACKNOWLEDGMENT TO BE

RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER. If by virtue of this amendment you desire to change an offer already submitted, such change may be made by letter or electronic communication, provided each letter or electronic communication makes reference to the solicitation and this amendment, and is received prior to the opening hour and date specified.
