PURCHASE DESCRIPTION

FOR

FILL STATION MODULAR

10 Aug 2022

1. DESCRIPTION: The Contractor shall provide all tools, parts, materials, supplies, equipment, rigging, labor, transportation and supervision necessary to supply, ship, unload, and install one (1) modular structure inside building 364 for the 402 Commodities Maintenance Group (CMXG) at Robins Air Force Base (AFB), Georgia.

1.1 The modular structure shall be constructed as temper controlled and shall consist of the following dimensions:

1.2 SPECIFIC REQUIREMENTS. This is a turn-key Modular Building including fire suppression/alarm hookup, HVAC, materials, and installation. The finished interior shall be 12’ x 12’ x 12’. The Modular Building will have its own fire suppression and alarm system that will both be tied in to the rest of the building by the Contractor. The HVAC will be comprised of a minisplit system which will also be installed by the Contractor.

1.2.1 Walls:

Class A Interior Sound Panel Walls-32 STC. Both Sides of Wall (GSB/SBG): 48 LF @ 12’ Tall. The walls shall be 3" thick composite sandwich panels. The outside and inside facing shall be ½" Class A Fire-shield gypsum board with a vinyl finish of light gray and laminated to ½” fiber soundboard and laminated to the core. Every 4’ will have an aluminum extruded binder post with snap cover to house all the electrical components. All binder posts, window trim and doors are painted to match the wall covering.

1.2.2 One Pound Density polystyrene Core:

The polystyrene core shall have the following mechanical properties:

Shear Modulus (flatwise) 280 - 320 PSI The water absorption rate shall be less than 4% STC Value: 32 R-Value: 11

1.2.3 Roof:

Roof: 1.5” Steel B-Deck. 144 Square Feet. The roof shall consist of 22-gauge, galvanized steel inter-nesting pans as a dust cover with closure fascia. Steel shall be fabricated from steel conforming to Section 1.2 of the latest edition of the American Iron and Steel Institute, Specifications for the Design of Cold-Formed Steel Structural Members. Steel decking shall be corrugated and shall be mechanically fastened to support beams. This roof shall be free of support by columns within the structure. (Free span). This roof shall have a live load capacity of (25) PSF.

1.2.4 Ceiling:

Suspended Ceiling: 144 Square Feet. The ceiling system shall consist of a complete Class "A" suspension system and acoustical material. The ceiling suspension system shall consist of a concealed assembly of structural members and such hardware and wall moldings as required to support the ceiling system with a maximum deflection of L/360 of the span. The ceiling shall be capable of incorporating lighting, heating, ventilation, air conditioning, electronic and electrical system components, as necessary. The system shall be completely integrated with the structural and mechanical elements and shall be coordinated with the interior partitions. The ceiling system shall consist of white "T" grid system with 2' x 2' pattern. Ceiling tiles shall be USG “Radar” Model #2310 2’ x 2’ x ⅝" Lay-in or equal.

1.2.5 Fiberglass Insulation:

Fiberglass Insulation: 144 Square Feet. Rolls of R-19 Kraft faced Fiberglass insulation batts are also included. The rolls are 23" wide x 6" thick x 75 square feet.

1.2.6 Doors:

Twenty (20) Gauge Insulated Steel with ½” glass. The door(s) shall be 36" W x 84" H x 1- ¾" thick and shall be constructed of 20-gauge hot dipped galvanized steel, mill treated for proper paint adherence. The door shall have top and bottom channel of 16-gauge steel projection welded to door skins on no less than 2" centers. The top channel is to be flush while the bottom channel is to be inverted. The hinge preparations are to be 9-gauge steel reinforcements projection welded to the door skins in six places each. Hinge preparation is to be cut through the doors and provided with reversible filler plates to allow building site handling. Standard hinge preparation is to be 4-½” regular weight .134" hinge, conforming to ANSI A1567, three preparations. The door frame shall be 16 gauge single "rabbet" commercial quality steel. The frame shall be pre-mortised for application of matching hinges and striker set of the door. The door shall be supplied with all necessary hardware as to meet local and state code requirements. The door shall be fabricated as to include ⅛" tempered safety glass in the upper half. The window shall measure approximately 22" W x 36" H. Each door includes a sweep, threshold, satin chrome leverset and weather-stripping. All leversets are keyed alike.

1.2.7 Electrical (for use in buildings with drop ceilings) Modular Electrical Package (wired):

The electrical package shall consist of a (1) wall switches; (4) duplex receptacles; (2) 110-volt 2x4 lay-in LED fixtures (75 fc at desk height) with pre-wired electrical modules. Switches and receptacles are flush mounted in 2 x 4 handy boxes with modules consisting of MC cable with #12 AWG solid copper conductors. For switches and receptacles, the conductors tie into the apparatus in the usual fashion. Each module has a "power-in" tap, which plugs into a distribution or extender cable. As a circuit is filled, a "home run" is then made to the breaker box. Lighting is handled in a similar fashion, with the switch module acting as the “home run”. Also, included shall be (2) 2 x 4 handy boxes for telephone/data connections no faceplate – wiring by others.

NOTE: Tubes are not included, and final hookup of power to the breaker box must be made by a licensed electrician. This package meets NEC (current edition).

1.2.7.1 Manufacturer will pre-wire the receptacles, lights, switches and through-the-wall HVAC unit to a PBI supplied load center attached to the building. Final tie-in and data/communications are by others.

*If the HVAC is anything other than a through-the-wall unit, it cannot be pre-wired (modular wired).

1.2.7.2 Ceiling Mounted LED Light Fixture:

1.2.7.2.1 The 110-volt 2 x 4 LED style light troffers are coupled with high-efficiency drivers to provide extended life with 70% LED lumen maintenance and 50,000 hours of service. They are designed to lay in a 2x4 drop ceiling grid. No bulbs needed.

1.2.7.3 Two hundered (200) AMP single phase 208V/120 Volt 30 space main breaker load center S132340913 & 2 20 AMP breakers.

1.2.7.3.1 The electrical service shall include an indoor load center of sufficient amperage and circuit capacity as to handle all lighting loads, receptacles and HVAC systems provided by others. NOTE: The entire electrical system for the modular building shall be in accordance with the National Electrical Code and shall meet all N.E.C. requirements.

1.2.7 HVAC:

1.2.8.1 Carrier Performance series 9,000 BTU heat pump ductless condenser.

1.2.8.2 Carrier ceiling mounted 9,000 BTU cassette ductless air handler.

1.2.8.3 Wireless remote control (thermostat).

1.2.8.4 All thread and hardware indoor unit hanging materials.

1.2.8.5 Thirty foot (30’) copper line set and control wiring.

1.2.8.6 Plastic outdoor unit pad or wall hanging bracket.

1.2.8.7 Rector - seal plastic line hide system (10 – 12’).

1.2.8.8 Condensation pump tubing.

1.2.8.9 Three inch (3”) fresh air intake ducting with sidewall termination cap.

Note 1: Electrical requirements are 208/230/1 phase with MOCP 15 AMP and outdoor disconnect.

1.2.9 Fire Suppression & Alarm System:

1.2.9.1 Tie in 12’ x 12’ modular to building fire alarm/fire lite system.

Includes the following:

· Install conduit, in a class A fashion, and tie into existing fire lite system.

· Install wire and terminate

· Schedule outage and test system prior to connecting new wire to panel and test after new devices are tied in.

1.2.10 Sprinkler System:

1.2.10.1 Scope of Work: Install sprinklers in the New Modular Office (144 sq.ft. office) that is being installed in Building 364 at Robins AFB. The new sprinklers are to be connected to the existing Branch Line with a mechanical tee and pipe routed down to the new building ceiling and the fire sprinkler installed in the new ceiling.

1.2.11 Installation.

1.2.11.1 Contractor will perform installation of Fill Station Modular.

1.2.11.2 For modular offices, run all power in the modular building and install the included breaker panel on the outside of the office.

1.2.12 Additional Requirements.

· Work Area. The Contractor shall block off work areas and ensure they are vacant of personnel while work is being performed. Other operations will be ongoing during construction. The Contractor shall submit a plan on how to mitigate noise and interference during work.

· Trash and Debris Disposal. The Contractor shall dispose of all trash and debris materials generated in the performance of the contract in the dumpster located nearest to the building where the work is being performed on a daily basis.

· Engineering Drawings. The Contractor shall provide a full set of engineering drawings which will include electrical diagrams and dimensional layouts in Adobe Portable Document Format (PDF) to the Primary Government Representative listed in PD paragraph 1.3.1 Engineering drawings shall be in the Contractor's format and shall provide sufficient information to permit Government analysis and approval prior to the Contractor beginning any work no later than two (2) weeks prior to beginning any work. · Loading Dock. Building 364 has a loading dock on the Southeast end of the building.

1.3 DELIVERY.

The Contractor shall deliver (FOB Destination) no later than eight (8) weeks after receipt of Primary Government Representative signed approval of engineering drawings. The Contractor shall coordinate the date, exact location and delivery schedule of all items in advance with the following Government representative in paragraph 1.3.1.

1.4 Incidental Services: When the freight arrives it must be inspected by the government POC listed above for any visible damage. All damage must be noted on the trucking paperwork at the time of delivery. Damage that is visible and not noted will not be reimbursed by the freight company. This is a standard trucking policy.

1.5 Warranty: The Contractor shall provide a one (1) year warranty on products and workmanship.

2. Service Requirements (for Incidental Services where Contractor comes on base):

2.1 Duty Hours: The installation will be performed between the hours of 7:00 am and 5:00 pm (EST), Monday through Friday, excluding Federal holidays and work curtailment days. Other hours of work may be arranged with the approval of the end user at no additional cost to the government.

3. Government Furnished Property (PFP) and services. The Government will arrange for and provide the following property and services as deemed necessary by the Government:

· Any Government required safety training or escorts in the work area.

· A parking and unloading/staging area for all equipment and materials.

· Any forklifts, scissor lifts, and other heavy equipment needed for installation will not be provided by the Government.

· Any permits, licenses or fees as required by governing agencies, and compliance with appropriate building codes.

· Site work, foundation work, and relocation or modification of any existing buildings or structures.

· Final connection to any utilities to include sprinkler systems, electrical wiring to breaker panels, and connections to service or breaker panels.

· Installation of condensate lines and/or drains further than the edge of structures.

· An installation area free and clear of obstructions such as columns, equipment, inventory, etc.

· Dumpsters and disposal for trash and debris.

· Relocation or modification any existing buildings or structures.

· Written notifications of any special instructions, prohibited procedures, materials, etc. before the Contractor arrives on the job site.

3.1 Site Visit.

The Government will provide a site visit to be conducted at building 364, Southeast end of building on Robins Air Force Base as part of this requirement. The purpose is to allow interested parties to examine the site conditions where the services will be performed, ask questions and obtain clarification about the work required and the timelines for completion, and to obtain other quality information that may affect contract cost and performance.

The Government Representative(s) identified in PD paragraph 1.3.1 will assist interested parties with obtaining the necessary credentials for base access. They will meet all interested parties at the Robins Air Force Base Visitor’s Center and provide escort while they are on base. Please note that some walking and standing on concrete will be required for the site visit. Any Personal Protective Equipment (PPE) (i.e. earplugs, safety glasses) will be provided by the Government Representative(s). The date, time, and specific details for the site visit shall be included in the solicitation for the requirement.

NOTE: Costs incurred are at the interested party’s expense. The Government will not pay any associated costs with the site visit. In no event shall failure to attend the site visit and inspect the site constitute grounds for a claim after contract award.

4. General Information

4.1 Access to Government Facilities: The Government Representative will ensure Contractor personnel are escorted by Government personnel at all times during delivery, and installation of the HR 30 Discovery Hybrid Rheometer. The Air Force has mandated visitors, to include all non-DOD card holders, to consent to a check of their criminal history prior to being allowed access to installations. The check is similar to a driver’s license check and be conducted at the Visitor Control Center (VCC) off of Watson Boulevard.

4.1.1 Contractor personnel will need a valid driver’s license or state-issued ID and a social security card, which will be checked by name, dates of birth and social security number. Contractor personnel who wish to drive on base must present a valid driver’s license, vehicle registration, and proof of vehicle insurance.

4.1.1.1 The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

4.2 Place of Performance: Building 364, Southeast end of building.

4.3 Safety Requirements and Security Requirements.

4.3.1 Government Security Regulations. The Contractor shall ensure personnel, Information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense.

4.3.2 Contractor Security Clearance: Contractor personnel are not required to have a security clearance to perform the required services. Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know.

4.3.2.1 All Contractor personnel that do not possess a security clearance will be escorted by Government personnel 100 percent of the time while working within a secure Government facility or on the flight line on a Government installation.

4.3.3 Communications Security (COMSEC). The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified and/or sensitive, but unclassified, information in accordance with DoD 5220.22-M.

4.3.4 Government Automated Information Systems. Contractor personnel will not require, or be provided, access to Government Automated Information Systems to include access to the Robins Air Force Base network.

4.3.5 Operations Security (OPSEC). The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

4.3.6 Security Incident or Violation. The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

4.3.7 Contractor Identification. Contractor personnel shall wear visible identification designating them as Contractors at all times while on Robins Air Force Base.

4.4 Contractor’s Safety Requirements. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government. Submit draft of company safety plan for review/approval within 10 working days after contract award. Government will have 5 working days to review and return if any changes are noted. If no changes are made or if government does not reply in 5 working days then the draft will be considered the final. Safety plan can be in Contractor format electronically sent. Also submit the Appendix C that was supplied by the Government and annotate in the Appendix C anything the Contractor does not believe is applicable to the type of work to be performed. 4.5 Face Coverings and Social Distancing. Contractors shall comply with the Memorandum letter for all Robins AFB Personnel dated 05 Feb 2021, “Robins Air Force Base Installation Policy: Use of Masks”.

4.6 Mishap Notification: Mishap Notification. (See Appendix C, Part II, Para 5) The contractor shall notify the Robins AFB Safety Office by telephone at (478)-926-1708 during duty hours and (478)-926-3567 after hours, within four (4) hours after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract, and employee injuries as a result of contract operations. A follow-up (written or e-mail) of the mishap/incident notification shall be sent within three (3) calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO). The Government Representative will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

1. Contract, Contract Number, Name and Title of Person(s) Reporting

1. Date, Time and exact location of accident/incident

1. Brief Narrative of accident/incident (Events leading to accident/incident)

1. Cause of accident/incident, if known

1. Estimated cost of accident/incident (material and labor to repair/replace)

1. Impound Authority Name and Phone Number (as applicable)

1. Nomenclature of equipment and personnel involved in accident/incident

1. Corrective actions (taken or proposed)

1. Other pertinent information (CDRL A003, Accident/Incident Report, DI-SAFT-81563 NOT 2)

4.7 Agency Affirmative Procurement Programs (APP – Formally GPP).

In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.7.1 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.8 Environmental Management Systems (EMS) Awareness Training. All contractor personnel working on Robins AFB/Robins North who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB/Robins North. Notification of training completion shall be sent to both the Robins AFB Contracting Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

4.8.1 EMS training is provided by Environmental Management at (478) 327-8104 or (478) 926-9645. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must use Option 2.

4.8.2 Option 1 (Preferred Option). The Air Force version of EMS Awareness Training is available through the Advanced Distributed Learning Service (ADLS) website: https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp. EMS Awareness Training is located under the miscellaneous tab. This option is only available to contractors who have a CAC and takes approximately 10 minutes to complete.

4.8.3 Option 2. Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training
