Purchase Description

Nitrogen Generator

14 June 2021

1.0 Description: The contractor shall provide 402d Commodities Maintenance Group (CMXG), Robins

Air Force Base, a nitrogen generator for inside building 150 at Robins Air Force Base (AFB), Georgia. The contractor shall provide all travel, labor, tools, materials, parts, shipping, and equipment as required for shipping and installing the nitrogen generator at Robins AFB. The machine shall be new (not a prototype), and a current manufacture production model capable of operations in accordance with the minimum requirements.

1.1 Specific Requirements.

1.1.1 Nitrogen Generator. The contractor shall provide a nitrogen generator for the purpose of filling compressed gas cylinders using on site compressed air. The nitrogen generator shall consist of three modules:

1.1.1.1 Nitrogen generator:

• nitrogen per A-A-59503

• Type 1, Grade B, Class 1

• Oxygen content: maximum of 0.5 percent (v/v)

• 100 PSI

• 20 micron filter

• Oil separator

• Moisture separator: maximum of 26 ppm(v/v or mole/mole)

1.1.1.2 Nitrogen holding tank

• 7 ft Height X 2.5 ft Diameter approximately

1.1.1.3 Nitrogen compressor

• 5K psi max

• 4.1K working pressure

• To fill 10 36”x 9.5” cylinders

1.1.1.4 Included

• Oxygen Analyzer

• Filter package

• Outlet Filter package

• Lock out tag out power switch

• Receiving Tank fully dressed

• Filling Manifold

• Nitrogen generator filter replacements for one year of operation

1.2 Manual. Contractor shall provide manufacturer manual that contains technical information, specifications, instructions for the operation, maintenance of the machine and recommended spare parts list. All copies of technical data shall be legible and written in the English language. (CDRL A001, Commercial Off-The-Shelf Manuals, DI-TMSS-81815)

1.3 Warranty: The Contractor shall provide a one-year warranty on products and workmanship.

1.4 Training: The Contractor shall provide onsite training utilizing equipment delivered in this contract.

2.0 Delivery/Installation: The Contractor shall provide delivery and installation 10 weeks ARO, FOB

2.1 The contractor shall provide all travel, labor, tools, materials, parts, shipping, and equipment as required for supplying and installing the nitrogen generator at Robins AFB and equipment start-up to ensure proper working condition. Upon shipment of equipment, the Contractor shall contact the Government point of contact, Keith Jones, 478-222-4065, Keith.Jones.33@us.af.mil, to schedule these incidental services. The Contractor shall provide the Government Representative with contact information to include telephone numbers and email addresses.

2.2 Government Representatives: The Government Representatives listed in paragraph 2.0 will ensure oversight of Contractor operations while the Contractor is working on Robins AFB and in building 150. The Air Force has mandated visitors, to include all non-DOD cardholders, to consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) located by the Watson Boulevard Gate (main gate) to the base.

2.3 PPE: The Contractor shall provide all required personal protective equipment (hearing protection, gloves, steel-toed shoes, safety glasses, etc.) for their personnel. The Government is not responsible for ensuring Contractor compliance with "personal" safety requirements that do not present the potential to damage Government resources, and is not responsible for medical examinations, hearing testing, and substance abuse testing for Contractor employees.

3.0 GENERAL

3.1 Place of Performance and Hours of Work. On-site contract services shall take place inside Building 150 at Robins Air Force Base, Georgia. The Contractor shall schedule the performance of services between the hours of 7:00 am and 4:30 pm (EST), Monday through Friday, excluding Federal holidays. Working any hours outside these times will need to be coordinated with the Government Representative and approved by the Contracting Officer.

3.2 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work on the following Federal holidays:

New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day, and Christmas Day.

If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

3.3 Security Requirements.

3.3.1 Government Security Regulations. The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense.

3.3.2 Contractor Security Clearance: It is not anticipated that the contractor will need access to classified and/or sensitive, but unclassified information and/or materials or be permitted to work on classified and/or sensitive, but unclassified projects/programs during performance of this requirement. Contractor personnel shall have a valid security clearance appropriate to the access required for proper accomplishment of contract requirements. Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know. Contractor personnel whose clearances have been suspended or revoked shall be denied access to classified and/or sensitive, but unclassified, information.

3.3.3 Communications Security (COMSEC). The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified and/or sensitive, but unclassified, information in accordance with DoD 5220.22-M.

3.3.4 Government Automated Information Systems. Contractor personnel will not require access to Government Automated Information Systems under this contract. The Contractor will not require (or be granted) access to the Robins AFB network.

3.3.5 Access to Government Facilities. The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

3.3.6 Operations Security (OPSEC). The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work on Robins AFB or another Government facility comply with the OPSEC procedures of the facility.

3.3.7 Security Incident or Violation. The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.

3.4 Contractor Identification. Contractor personnel shall wear contractor-provided uniforms that are clearly distinguishable from all US military uniforms and shall wear visible identification designating them as Contractors at all times while on Robins AFB.

3.5 Contractor Vehicle Entry. The Contractor shall contact the Robins Air Force Base Visitor's Center to obtain local procedures for obtaining credentials and vehicle entry.

3.6 Safety

3.6.1 Contractor Safety Program. Within 10 calendar days after contract award, the contractor shall provide a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596).

The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO. (CDRL A002, Contractor’s Standard Operating Procedures, DI-SAFT-82080).

3.6.2 The contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.

3.6.3 Mishap Notification. The contractor shall report all mishaps/incidents in accordance with the Contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government’s Safety Office (78ABW/SE). Such release shall be accomplished through the CO. The contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an Accident/Incident Report within 24 hours of the accident/incident. The Contractor shall require all subcontractors to comply with required safety, health and fire standards. (CDRL A003, Accident/Incident Report, DI-SAFT-81563 NOT 1)

3.7 Agency Affirmative Procurement Programs (formerly GPP). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

3.7.1 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of http://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program http://www.biopreferred.gov/ the applicable attachment(s) to be included in the Purchase Request (PR) package.

3.8 Environmental Management Systems (EMS) Awareness Training. All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to both the Robins AFB Contracting Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

3.8.1 EMS training is provided by Environmental Management at (478) 327-8104 or (478) 926-9645. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must use Option 2.

3.8.2 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the Advanced Distributed Learning Service (ADLS) website:

https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp . EMS Awareness Training is located under the miscellaneous tab. This option is only available to contractors who have a CAC and takes approximately 10 minutes to complete.

3.8.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.
