PURCHASE DESCRIPTION

FOR

RECONFIGURABLE HOST AIRCRAFT SIMULATOR

28 October 2014

1.0 DESCRIPTION OF SERVICES.

The purpose of this acquisition is to purchase one Reconfigurable Host Aircraft Simulator (RHAS), P/N Z2090B-372 and one Upgrade Kit, P/N 2090B-373. The RHAS is an updated version of the existing Government owned Z2090B-313 Mobile Electronic Warfare (EW) Rack.

The Upgrade Kit will upgrade the existing Mobile EW Rack to an RHAS, satisfying the Government requirement for two RHASs. In addition, the Contractor will provide pertinent documentation such as an acceptance test plan, upgrade kit instructions, the final data package/wiring diagram of the RHAS, and one-time supplies and incidental services associated with delivering the equipment to Robins Air Force Base.

1.1 Requirements for First Bay, RHAS P/N Z2090B-372. Performance, content, and layout of the first bay shall be identical to the existing Z2090B-313, except for the following:

1.1.1 The new system shall include a second bay physically joined to the first bay.

1.1.2 The first bay will include all rack-mounting hardware and cables required for installation of the Government furnished PSG Analog Signal Generators (P/N E8257D)

(GFE).

1.1.3 The first bay of the new system shall include a power distribution unit (PDU) identical to the existing Z2090B-313.

1.1.4 The first bay of the new system shall include rack cooling identical to the existing Z2090B-313.

1.2 Z2090B-313 RHAS Equipment List.

The information below will be finalized at Critical Design Review (CDR).

1.3 Requirements for Second Bay, RHAS. The Contractor shall provide:

1.3.1 A work surface installed at the same height as the existing system, with at least two 5U and three 3U slots with additional pass-through and blank panels.

1.3.2 The space above the work surface shall accommodate Government-installed assets 8.75”, 5”, and 7.5” high with unallocated space to be filled with a single panel.

1.3.3 The space below the work surface shall accommodate Government-installed assets 7.5”, 2.5”, 3.75,” and 5” high with unallocated space to be filled with a single panel.

1.3.4 Support rails shall be included with each blank panel.

1.3.5 Accommodate Government-installed flight LRUs and instruments. The detailed layout requirements shall be finalized at CDR.

1.3.6 The second bay shall include cooling capability the same as the first bay.

1.3.7 Fiber Optic accessories as follows:

1.3.7.1 Agilent 81000FI, Connector interface, FC/PC/SPC, quantity of 6

1.3.7.2 Agilent 81000SI, Connector interface, DIN 47256/4108, quantity of 3

1.3.8 Basic standard rack hardware to include:

1.3.8.1 Work surface

1.3.8.2 Blank filler panels

1.3.8.3 One set of rails for each blank filler

1.3.9 Power strip that can be connected to facility power independent of the first bay in lieu of PDU.

1.3.10 Rack cooling identical to the existing Z2090B-313.

1.4 Development Process. The development process will include a Kickoff Meeting, Critical Design Review (CDR) and Acceptance Test Plan (ATP). (CDRL A001, Design Review Information Package (DRIP), DI-SESS-81757A) (CDRL A002, Acceptance Test Plan

1.5 Requirements for Z2090B-373 Upgrade Kit. The Contractor shall provide a Z2090B-373 Upgrade Kit that includes all material necessary to convert the existing Z2090B-313 (as delivered) to a 2-bay system identical to the Z2090B-372. Contents will include:

1.5.1 Second rack bay with installed cooling, power strip, support rails and filler panels

1.5.2 Work surface.

1.5.3 Hardware for attaching the second bay to the existing Z2090B-313

1.5.4 Instructions. (CDRL A003, Commercial Off-The-Shelf (COTS) Manuals, DI-

TMSS-81815)

2.0 DELIVERY. The Contractor shall provide delivery no later than 16 weeks after contract award to the following address:

2.1 The Government POC(s) will be responsible for meeting and escorting personnel delivering the RHAS to Robins Air Force Base, and/or receiving delivered equipment.

3.0 GENERAL INFORMATION

3.1 Place of Performance. Contract end items will be manufactured or assembled at the Contractor’s facility.

3.2 Green Procurement Program (GPP). The Contractor shall comply with the Green Procurement Program in accordance with Federal (EO 13423) and DoD and AF (GPP) policy.
