1.0 Description of Services

1.1 Objective(s): This Performance-based Work Statement (PWS) describes the services required to repair the Public Address Amplifiers (PA Amp) National Stock Numbers 5996-01- 009-6445CX & 5996-01-600-0981CX, part numbers 3397440-100 and 255-402 respectively components of the AIC-28 Intercommunications System used aboard the E-3 Airborne Warning and Control Systems (AWACS) aircraft. These services include on-time repair and delivery of assets identified in this work statement in accordance with (IAW) the contractor drawings and specifications package, while providing timely and accurate reporting in the Commercial Asset Visibility Air Force (CAVAF) database along with all required data reports.

1.2 Background: The Public Address Amplifier is flight critical component within the AIC-28 Intercommunications System which provides: amplification of analog signals between flight crew and mission crew members and is essential to voice and signal broadcasts of mission and emergency information throughout the aircraft.

1.3 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by providing a reliable, sustainable and cost effective source of repair and testing for this critical communications asset. If awarded, this effort will enhance warfighter support by decreasing backorders, minimizing SURGE/MICAP hours, and reducing customer wait times. Without a properly functioning PA system, the E-3 aircraft would be rendered non-mission capable.

2.0 Services Summary

4.9 Requirements will be repaired within 30 calendar days

after receipt of order or reparable assets, whichever is later, at a rate of two (2) per month with no more than one (1) rework after failed ATP. Failed ATP must be reworked witin three (3) work days. Repaired assets will be shipped by fastest traceable means.

Comply with the quality levels of repair necessary to return assets in serviceable condition.

4.11.3 There shall be no more than _1__PQDR(s) per ten

(10) end items repaired.

Maintain prompt delivery of data/documents/reports

4.7 There shall be no more than one late submission of

data/document/report(s) per quarter. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by a revised delivery date acceptable to the Government.

Delivery of repaired assets on time.

4.9 There shall be no more than 1 late delivery per

quarter. TAT is defined as the number of calendar days from induction of the repairable asset and funded delivery order, whichever is later, until the asset is

accepted by DCMA at the Contractor’s facility. The Contractor shall notify the Government if the delivery of any asset will not meet the scheduled delivery date and negotiate a revised delivery date. The late asset shall be delivered by a revised delivery date acceptable to the Government.

CAV-AF Reporting 4.6.1 The Contractor shall report production using CAV- AF. The Contractor shall provide data on the actions conducted for each unit. The Contractor shall report daily or as repair actions occur.

4.6.1 All CAV-AF transactions shall be accomplished on a

daily basis or as transactions occur. The following metrics will be monitored:

- GFM In-Transit

- Repairable GFM Accountability

- Assets Not on Contract

3.0 Government Property and Services

3.1 Contractor Responsibility: The Contractor shall be responsible for Government property in their possession in accordance with the Federal Acquisition Regulation (FAR) and applicable supplements including, but not limited to, FAR Part 45, Government Property; FAR 52.245-1, Government Property; and Defense Federal Acquisition Regulation Supplement (DFARS) Part 245, Government Property. 3.2 Government Property to be Provided: Government property will not be provided. The Contractor shall provide all necessary supplies, materials and equipment as required to perform the designated repair services.

3.3 Loss of Government Property

3.3.1 Definition of Loss of Government Property: In accordance with DFARS 252.245-7002, Reporting Loss of Government Property, “loss of Government property” means unintended loss of or damage to Government property including property that cannot be found after a reasonable search, loss due to inadequate storage, theft, loss due to lack of security, damage requiring repair to restore the item to usable condition, or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of Government property does not include manufacturing defects, obsolescence, normal wear and tear, or purposeful destructive testing. Unless otherwise stated in the contract/order, loss of Government property does not include normal and reasonable inventory adjustments, i.e., losses of low priority consumable material, such as common hardware, as agreed to by the Contractor and the Government Property Administrator.

3.3.2 Government System(s): The Government will provide Contractor personnel access to system(s) necessary to perform tasks under the contract/order. Upon completion/termination of

the contract/order or transfer/termination of Contractor personnel, the system account(s) will be closed.

4.0 Technical Requirements

4.1 Period and Place of Performance

4.1.1 Contract/Order Period of Performance: The period of performance for the contract/order extends a one year basic period of performance with one (1) additional ordering period.

4.1.2 Place of Performance: These services shall be performed at U.S. based facilities in Kirkland, WA as identified by Astronics Advanced Electronic Systems.

4.2 Item Unique Identification (IUID)

4.2.1 In accordance with DFARS 252-211.7003(a), Item Identification and Valuation / Definitions, “ ‘DoD unique item identification’ means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items.” Unique item identification is required for all items that meet the criteria established by DFARS 211.274-2, Policy for unique item identification.

4.2.2 The Contractor shall mark items in accordance with DFARS 211.274-2, DFARS 252- 211.7003, and Military Standard (MIL-STD)-130N, Department of Defense Standard Practice / Identification Marking of U.S. Military Property. (CDRL A003, DI-MGMT-81803)

4.2.3 IUID Marking Activity and Verification Report. The contractor shall provide an IUID Marking Activity and Verification Report. A key attribute for the report is the Verification column which indicates pass/fail for each item’s Data Matrix Symbol Quality.

(CDRL A006, DI-MGMT-81804).

4.2.4 In accordance with the Department of Defense Guide to Uniquely Identifying Items Assuring Valuation, Accountability and Control of Government Property, the Government user will add item(s) to the Department of Defense (DoD) IUID Registry. The Government user or Contractor representative responsible for causing “life cycle events” (i.e., abandoned, consumed, destroyed by accident, destroyed by combat, donated, exchanged – repair, exchanged – sold, exchanged – warranty, expended – experimental/target, expended – normal use, leased, loaned, lost, reintroduced, retired, scrapped, sold – foreign government, sold – historic, sold – nongovernment, sold – other federal, sold – state/local, and stolen) will update the item record(s) in the DoD IUID Registry.

4.3 Packaging

4.3.1 The Contractor shall package and mark end items and components in accordance with the contract (basic or order, as applicable) Air Force Materiel Command (AFMC) Form 158, Packaging Requirements; MIL-STD-129P, Department of Defense Standard Practice / Military Marking for Shipment and Storage; MIL-STD-130N, Department of Defense Standard Practice /

Identification Marking of U.S. Military Property; and MIL-STD-2073-1D, Standard Practice for Military Packaging. The Contractor shall package and mark material in accordance with other applicable Government regulations including, but not limited to, those regarding security, safety and environmental concerns.

4.3.2 The Contractor shall package and mark material for movement, shipment, receipt and storage in a manner that ensures the protection and preservation of the material for shipment to and storage at the destination. The Contractor shall package electronic parts susceptible to static discharge damage in accordance with MIL-STD-1686C, Military Standard: Electrostatic Discharge Control Program for Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices).

4.3.3 In accordance with MIL-STD-2073-1D, shipping containers received, which meet the requirements of the AFMC Form 158 and are suitable for return shipment of serviceable assets, shall be reclaimed and stored for reutilization. Unsuitable shipping containers shall be disposed of and replaced with new containers that meet the requirements of the AFMC Form 158.

4.3.4 Palletization: The Contractor shall palletize loads for shipment in accordance with MIL- STD-147E, Department of Defense Standard Practice: Palletized Unit Loads.

4.4 Counterfeit Electronics Parts: The Contractor shall establish policy and procedures to mitigate the risk of counterfeit electronics parts being installed in end items or otherwise entering the USAF/DoD inventory in accordance with Aerospace Standard (AS)5553A, Counterfeit Electronics Parts; Avoidance, Detection, Mitigation, and Disposition. These policies and procedures shall be documented in a Counterfeit Prevention Plan (CPP) for submission and approval in accordance with Data Item Description [CDRL A001, DI-MISC-81832] and accomplished for all specified contract items. DI-MISC-81832 is applicable to Parts, Material and Processes Selection (PMPS) associated with delivery of systems and assemblies to the U.S.

Air Force and the DoD. The requirements established by DI-MISC-81832 also apply to electronics components procured in sustainment of such systems and assemblies.

4.5 Government-Industry Data Exchange Program (GIDEP): The Contractor shall participate in GIDEP in accordance with Air Force Joint Instruction (AFJI) 63-108, Government-Industry Data Exchange Program (GIDEP), and GIDEP Operations Manual S0300-BT-PRO-010, Government- Industry Data Exchange Program.

4.6 Commercial Asset Visibility-Air Force (CAV-AF):

4.6.1 Commercial Asset Visibility-Air Force (CAV-AF): The Contractor shall report production using CAV-AF. The Contractor shall provide data on the actions conducted for each repairable unit. The Contractor shall report daily or as actions occur. The following metrics will be monitored: GFM In-Transit, Repairable GFM Accountability and Assets Not on Contract. If CAV-AF training is required, Contractor personnel may send an email to:

using the CAV-AF system shall obtain a valid DoD PKI certificate to log into CAVAF. Each user shall be required to have a "medium assurance certificate." Each contractor employee accessing CAVAF will need an External Certificate Authority (ECA) Medium Token Assurance (Federal Information Processing Standards (FIPS) 140 Level 2. Registration Authority): A "Medium Token Assurance" certificate is a hardware based certificate, and is stored on a FIPS 140-2 Level 2 or higher cryptographic device (either a Smart Card or a USB device). This is a portable certificate and can be used on any computer where the utilities drivers have been installed. A Medium Token Assurance certificate is a higher assurance level certificate than a software based certificate. Identity proofing must be done in-person, but can be performed by an ECA Registration Authority, Trusted Agent, Notary, or Authorized DoD Employee (outside the United States).

4.7 Monthly Status Report shall be provided to the PA Amp Production Management Specialist (PMS). There shall be no more than one late submission of data/document(s) per quarter. The Contractor shall notify the Government if the delivery of any data/document(s) will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document(s) shall be submitted within 10 calendar days after the first full month following contract award. Reporting shall continue on a monthly basis to be received no later than the 10th day following the end of the report period. Monthly reports shall be submitted by email. Data shall be submitted in electronic format using Microsoft Office 2010 Product Suite and/or Microsoft Project.

The information contained in the report shall be in accordance with the applicable DD Form

1423. [CDRL A004, DI-MGMT-80368A/T.]

4.8 Receipt of Equipment at Contractor’s Facility

4.8.1 Handling

The Contractor shall exercise care to prevent damage to Government reparable assets while in its possession. The Contractor shall store all Government reparable assets in a secure area to provide protection against damage or loss. Storage area shall provide protection against all adverse environmental conditions.

4.8.2 Incoming Inspection

An inspection shall be performed on the end-item upon its receipt at the Contractor’s facility for proper identity and marking, visible damage, and completeness. Any deficiencies found as a result of the above inspection shall be brought to the attention of the Government’s Quality Assurance Representative (QAR) and reported to the Contracting Officer (CO) through the Administrative Contracting Officer (ACO) for disposition instructions.

4.9 Public Address Amplifier Repair

Requirements will be repaired within 30 calendar days after receipt of order or reparable assets, whichever is later, at a rate of five (5) per month and will be shipped by fastest traceable means.

There shall be no more than 1 late delivery per quarter. Contractor shall make every effort to expedite delivery of repaired units to meet fastest turnaround times possible. The Contractor shall provide written notice of inability to meet the required Turn-Around-Time (TAT) with a detailed explanation for the delay, the latest estimated completion date, and plan for repair completion within three working days. Factors that could lead to longer lead times other than those set forth

in this schedule shall be identified and reported to Contracting Officer and 407 SCMS/GULB.

Contractor shall take appropriate action to correct these problems in order to comply with contract specified turnaround time.

4.10 Quality Control

The Contractor’s quality system shall be established and maintained IAW FAR 52.246-11, Higher-Level Contract Quality Requirement. The Contractor’s calibration program shall be IAW ISO 10012:2003(E), Requirements for Measurement Processes and Measuring Equipment, developed and available for cognizant Government Quality Assurance Representative (QAR) review and acceptance prior to beginning repair.

4.11 Corrective Action for Defects Reported

Corrective action for Defects Reported of Repaired Items: When requested, the Contractor shall assist the cognizant contract administering organization in evaluating exhibits and product quality deficiencies repaired under this contract, reported from field and Depot organization to determine the root cause. Any deficiencies found that are a result of Contractor’s workmanship shall be corrected at no cost to the Government. There shall be no more than three Product Quality Deficiency Reports (PQDRs) per contract year. Corrective action to prevent repeat discrepancies shall be an integral part of the Contractor’s quality program at no additional cost to the Government. PQDRs shall be resolved IAW TO 00-35D-54, USAF Deficiency Reporting and Investigating System and by following DLAR 4155.24, Product Quality Deficiency Report Program.

4.12 Quality of Service

4.12.1 Damaged in transit/incorrect paperwork/ missing data from user: Upon receipt of a returned asset, the Contractor shall perform an inspection to determine whether the asset is accompanied with corresponding paperwork, and was not damaged in transit. If damaged, the Contractor shall notify the ACO with the serial number, name of commercial carrier, bill of lading number, and description of the damaged item. The Contractor shall provide this information to the ACO for direction. Upon receiving a DD350 with incomplete or missing information as to why the item is returned the Contractor shall contact the Logistics Manager in the 407 SCMS.

4.12.2 For misidentified assets, the Government Production Management Specialist shall be notified within five calendar days for disposition instructions. Over and above work under this PWS requires prior approval by the ACO. Over and above work is defined as LRUs which do not include a full complement of SRUs, units that are not in a proper configuration, units that are returned due to operation outside designed limits, mishandling, and misuse or battle damage. The total cost of the TADIL-A repair shall not exceed 75% of the unit’s replacement cost.

4.12.3 Quality Deficiency Reports shall be measured using the Government Product Quality Deficiency Reporting (PQDR) system. The Contractor’s quality goal shall be not more than one PQDR per every ten (10) end items repaired.

4.12.4 Beyond Economical Repair (BERs) requests for condemnations shall be submitted in writing to the contracting officer. Condemnation authority may be requested when the cost to repair the asset exceeds 75% of the unit’s replacement cost. The 407 SCMS/GULB Production Management Specialist (PMS) or Logistics Manager (LM) will notifiedand BER’s will be documented in the Status Report.

4.12.5 TAT is defined as the number of calendar days from induction of the repairable asset and funded delivery order, whichever is later, until the asset is accepted by DCMA at the Contractor’s facility. The Contractor shall be relieved of the TAT requirements if there is non-availability of long-lead parts or if there is a delay caused by the government. There shall be no more than one late delivery per quarter. TAT is calculated from the time that the contractor receives the assets until the repair of asset is input into WAWF. The Contractor shall notify the Government if the delivery of any asset will not meet the scheduled delivery date and negotiate a revised delivery date. The late asset shall be delivered by a revised delivery date acceptable to the Government.

a. TAT for SURGE requirement is ten (10) calendar days after contractor notification.

b. TAT for MICAP requirements is seven (7) calendar days after contractor notification.

c. TAT for routine requirements is 30 calendar days after receipt of asset if not being used for a SURGE or MICAP requirement.

In order to meet the SURGE/MICAP turnaround time requirement, the contractor may perform cross-utilization of parts from several repairable assets, in order to produce a serviceable asset.

However, no assets will be rendered Beyond Economical Repair (BER) due to cross-utilization and after SURGE/MICAP is filled, remaining assets will be returned to serviceable condition.

Cross-cannibalization for repair of non-SURGE/MICAP assets is authorized by the Program Office only as a last resort.

4.12.6 A Failure Analysis Report for each Electronic Unit containing a Summary of Analysis and the repair action taken shall be provided monthly to the 407 SCMS/GUEAE System Engineer.

Failure Summary can be added to the current monthly status report. (DI-RELI-80255, Failure Summary Analysis Report, A005)

4.13 Accessory and Component Reuse, Repair and Replacement

4.13.1 Expense parts of an end-item determined defective shall be replaced with equivalent serviceable parts. Materials/parts used for replacement shall be selected in accordance with MIL-HDBK 5400, Electronic Equipment, Airborne General Guidelines.

4.13.2 Obsolete Parts. Should the Contractor incur a requirement for replacement parts that have become obsolete, the Contractor shall pursue all normal methods to procure a replacement. If no suitable replacement can be found, the Contractor will terminate the repair and request the Government condemn the item or provide other means of disposition.

4.13.3 Preservation. While in the possession of the Contractor, the end-item(s) shall be handled and stored in such a manner to preclude damage by handling, weather, or foreign matter.

4.13.4 Precious Metal. Precious metals are not applicable.

4.13.5 Ozone Depleting Chemicals. The contractor shall not require the use of Ozone Depleting Chemicals/Substances (ODC/ODS) in any of the processes or products that may be required under this effort.

4.14 Maintenance

4.14.1 Neither design nor functional capabilities shall be changed, modified, or altered except when an Engineering Order (EO) is submitted and approved IAW ANSI/EIA-649-A, National Consensus Standard for Configuration Management. Any changes made without written approval from the procuring agency shall require removal at the Contractor’s expense.

4.14.2 Changes to the configuration shall be made only by Governmental authority.

4.14.3 The Contractor shall implement, when applicable, an Electrostatic Discharge Control Program for all Electrostatic Sensitive Devices in accordance with MIL-STD-129P, Marking for Shipping and Storage; MIL-STD-1686C, ESD Control Program for Protection of Electrical and Electronic Parts, Assemblies and Equipment; MIL-HDBK-263B, Electrostatic Discharge Control Handbook for Protection of Electrical Equipment and Electronic Parts, Assemblies and Equipment;

and T.O. 00-25-234, General Electronic Shop Procedures, Section VII.

4.15 Testing Inspection and Function Test: Prior to the initial functional test, an inspection shall be made to determine if any visual defects exist; such as, loose wires or components, broken or missing parts, burned components, foreign matter, or corrosion. After these defects, if any, have been corrected, a functional test is to be performed. Deficiencies discovered shall be corrected. Further inspection shall be made to determine and correct any additional defects and to determine if additional disassembly of the end-item is required. A complete inspection and functional test of the end-item shall be accomplished upon completion of subsequent repair prior to acceptance.

5.0 General Information

5.1 Continuation of Mission-Essential Services During a Crisis

5.1.1 Definition of Mission-Essential Services: In accordance with DFARS 252.237-7023(a)(1), Continuation of Essential Contractor Services, “ ‘Essential contractor service’ means a service provided by a firm or individual under contract to DoD to support mission-essential functions, such as support of vital systems, … associated support activities, … and similar services provided to foreign military sales customers under the Security Assistance Program. Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.”

5.1.2 Designation of Services as Mission-Essential: In accordance with DFARS 237.7602(a), The Continuation of Essential Contractor Services / Policy, DFARS 252.237-7023(a)(2), and Air Force Instruction AFI 10-403, Deployment Planning and Execution, paragraph 1.9.1.33.2, PR: FD2060-15-00542 PWS REVISION: 0 10 the Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis.

5.2 Security Requirements

5.2.1 Actual knowledge and/or generation of classified information and/or Controlled Unclassified Information (CUI) are not expected to be necessary for performance of the contract/order. Contractor personnel are required to comply with security requirements to preclude potential security incidents or violations. If a change in the security classification of the contract/order becomes necessary after contract/order award, the Contractor shall make a reasonable effort to continue performance of tasks under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security Requirements.

5.3 Environmental Management System (EMS)

5.3.1 Executive Order (E.O.) 13423, Strengthening Federal Environmental, Energy, and Transportation Management, and E.O. 13514, Federal Leadership in Environment, Energy, and Economic Performance, establish the requirement for an EMS.

5.3.2 In accordance with the Assistant Secretary of the Air Force (SAF) Policy Letter, Conformance with Air Force Environmental Management System (EMS) Requirements for Contracts Performed on Air Force Installations, dated 11 Dec 06, and the Air Force Materiel Command/Vice Commander (AFMC/CV) Policy Letter, Conformance with Air Force Environmental Management System (EMS) Requirements for Contracts Performed on Air Force Installations, dated 1 Aug 07, Contractor personnel who perform work on any USAF installation shall comply with the EMS requirements established by the installation.

5.4 Green Procurement Program (GPP)

5.4.1 Under Secretary of Defense (USD) Memorandum, Establishment of the DoD Green Procurement Program, dated August 27 2004, establishes the requirement for a GPP. The GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally-preferable products and services. In accordance with FAR 23.404, Agency Affirmative Procurement Programs, the GPP requires 100% of purchases of Environmental Protection Agency (EPA)-designated products, included in the Comprehensive Procurement Guidelines (CPG) list, contain recovered materials unless the item cannot be acquired competitively within a reasonable timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price. In accordance with FAR 23.101, Sustainable Acquisition Policy / Definition, the GPP requirement applies to all acquisitions, including services, using U.S.

Government appropriated funds.

5.4.2 The prime Contractor shall ensure subcontractors comply with the GPP requirement.

5.5 Safety and Health

5.5.1 While performing work under this contract the Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. In accordance with AFI 91-204, Safety Investigations and Reports, paragraphs 1.3.1.1, 2.4.6.1.1, and 2.4.6.1.2 the Contractor shall report mishaps involving damage or injury to USAF. The Contractor shall notify the Government Representative (GR), within eight hours of any damage to Government property where the dollar value exceeds $500,000.00 and within two business days, for any damage to Government property less than $500,000.00 during the execution of the contract.

5.5.2 Mishap notifications shall contain, at a minimum, the following information:

1) Contract, Contract Number, Name and Title of Person(s) Reporting

2) Date, time and exact location of accident/incident

3) Brief narrative of accident/incident (Events leading to accident/incident)

4) Cause of accident/incident, if known

5) Estimated cost of accident/incident (material and labor to repair/replace)

6) Nomenclature of equipment and personnel involved in accident/incident

7) Corrective actions (taken or proposed)

8) Other pertinent information

5.5.3 If requested by the designated GR, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.

5.6 Inspection of Services

5.6.1 In accordance with FAR 52.246-4, Inspection of Services - Fixed-Price, the Government reserves the right to inspect Contractor performance.

5.6.2 In accordance with FAR 52.246-4, the Contractor shall maintain an inspection process acceptable to the Government. The Contractor and shall maintain records of inspections which shall be made available to the Government as long as the contract requires.

5.7 Trafficking in Persons

5.7.1 The Contractor shall comply with FAR 52.222-50, Combating Trafficking in Persons.

5.7.2 In accordance with the Defense Contingency COR Handbook section on Combating Trafficking in Persons, the COR must inform the PCO if the Contractor fails to comply with the requirements of FAR 52.222.50. The PCO must convey the information to DoD Combat Trafficking in Persons (CTIP) Law Enforcement and Support / Office of Under Secretary of Defense (OUSD) Personnel and Readiness (P&R) Defense Human Resources Activity (DHRA).

5.8 Contract Manpower Reporting

5.8.1 In accordance with the Secretary of the Air Force for Acquisition (SAF/AQ) Memorandum, Implementation of FY11 NDAA [National Defense Authorization Act] Section 8108 [of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Act, 2011], Contractor Inventory, dated Nov 13 2012, the Contractor shall provide an annual count of Contractor personnel performing work if the DoD is the requiring activity, if the acquisition is using U.S. Government appropriated funds, and if the acquisition is equal to or greater than the Simplified Acquisition Threshold (SAT) [currently $150,000.00].

5.8.2 In accordance with the Office of the Secretary of Defense (OSD) Memorandum, Enterprise-wide Contractor Manpower Reporting Application, dated Nov 28 2012, the Contractor shall report all Contractor labor hours, including subcontractor labor hours, required for performance of the services provided under the contract at the Enterprise-wide Contract Manpower Reporting Application (eCMRA) site below. Reporting shall be conducted for each fiscal year (FY), which extends October 1 through September 30. While inputs may be made any time during the FY, all data shall be reported no later than October 31 of the following FY.

5.9 Invoicing/Payment and Receipt/Acceptance

5.9.1 In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the Contractor shall submit/process payment requests (invoices, Receiving Reports or combos) and receipt/acceptance documents via Wide Area Workflow (WAWF). Additional information regarding WAWF is available at the site below.

5.9.2 CDRL deliverables may be submitted using WAWF or be submitted directly to the applicable MFT member in accordance with the CDRL. The CDRL will determine submittal requirements; however, separately priced data must be accepted in WAWF in order for the Contractor to receive payment, and both separately priced and non-separately priced data must be accepted in WAWF in order for the contract line item to be closed out.

5.9.3 Services will be accepted by the, PMS, Program Manager or COR if applicable.
