In efforts to comply with PGI 206.302-1, this RFI is being posted for the Portable Trailer Mounted Load bank (PTMLB) software update and technical order requirement Solicitation FA8532-17-R-0017. This requirement is Sole Source to Testek Inc., however all responses received will be recorded in the updated market research report (MRR) and justification and approval document (J&A).

PURPOSE/DESCRIPTION:

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to update A/M 24T-16 Portable Trailer Mounted Load bank, PTMLB, NSN 6625-01-524-3180RH, Part Number P/N 102500, Software and Technical Order, T.O. 33AA7-56-31 revision. The level of security clearance and amount of foreign participation in this requirement has not been determined.

The goal of this effort is to modify Testek Inc.’s proprietary systems software and hardware to update the diagnostics in the software for both configurations of the fielded PTMLBs to add more features to improve PTMLB’s troubleshooting. Additionally, the current troubleshooting guidance will be revised to reflect two different configurations of the PTMLB’s hardware and software fielded. This software modification and T.O. revision shall enable the AF users to properly identify the root cause of experienced fault conditions and execute corrective actions per accurate, complete, and comprehensive troubleshooting guidance in the T.O. Refer to the SOO for T.O. revision details. The Government does not own or have access to the data for this item. The contractor will devise a plan for installation of software updates in the field by maintenance personnel. The contractor is responsible for identifying and providing all the necessary hardware items to implement installation plan, (i.e. written instructions, hardware, cables, CD-ROM’s with software update, etc.) The Government has determined that this system is a military unique item.

The A/M 24T -16, 100 kW Portable Trailer Mounted Load Bank, PTMLB is a portable, trailer mounted, purely resistive, digitally controlled load bank that is used as a mobile test set for maintenance checks, inspections, or testing of various types of electrical power sources, including multiple configurations of the flight line generator sets (-60, -86, B809/A, B, D, and E models) and solid states frequency converters, SSFCs. This load bank has a critical application since it is the only load bank in the AF inventory that supports testing of the F-22 and F-35 270 VDC power supply requirements. Troubleshooting of fault conditions that may occur during the PTMLB's test set up, test operation, and calibration is performed through navigation of the PTMLB screen/display menu utilizing troubleshooting instructions provided in Technical Order, T.O. 33AA7-56-31. Troubleshooting and fault diagnostics of the PTMLB is controlled and operated by the software embedded in the micro-controller. The micro-controller is also the brain of the PTMLB that controls all of the PTMLB's functions including display.

There are two (2) different configurations of the PTMLB software and hardware fielded: first configuration covers PTMLB's with serial numbers 005-085; second configuration covers PTMLB's with serial numbers 086 and onward. TO 33AA7-56-31 only reflects first configuration.

A sample of the A/M 24T-16 Portable Trailer Mounted Load bank (PTMLB) may be made available/loaned for use during this effort.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Part II. Capability Survey Questions A. General Capability Questions:

1. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure.

2. Describe your company's past experience on previous projects similar in complexity to this requirement.
