This will be awarded as a new firm fixed price contract.

III. Description of supplies/services required to meet agency needs.

Envitia’s MapLink Pro is a suite of powerful SDKs that enables developers to quickly build and deploy high-performance mapping and terrain visualization systems. Leveraged by the majority of the world’s largest systems integrators where high performance map visualization within situational awareness is mission-critical, MapLink Pro is the “visualization toolkit of choice” for the management and display of geospatial and live track data.

MapLink Pro is the dynamic mapping visualization engine underpinning some the world’s most well-known C2 and ISR applications. These deployments range from strategic SIGINT platforms and operational surveillance assets, to tactical mission planning and air defence systems.

IV. Statutory authority permitting Other than Full and Open Competition.

10 USC 2304(c)(1) as implemented by FAR 6.302-1.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Envitia is the sole provider of MapLink software and the annual maintenance, support and upgrade service in the USA.

Envitia's products are not listed on any GSA schedule any other Government contract but Envitia is registered on SAM as a small business supplier to the US government. Envitia also provided a sole source letter dated 15 Aug 2017 to us.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The MapLink Pro software is offered commercially to a wide variety of Government, Educational and commercial entities. The

Government expects to receive the identical cost, network support packages, and customer support options as those provided to commercial customers. It is anticipated that this contract can be solicited as a firm fixed price commercial product acquisition under FAR Part 12.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

To determine the best option for the Distributed Common Ground System (DCGS) hardware commodity buy requires consistency with Air Force Policy initiatives. A detailed review of the ESI BPA was conducted, resulting in no vendors available that could meet the requirement . In addition, discussions with various vendors/sources were held as recommended by the guidance provided by SD-5 (The Market Research Handbook) to determine the appropriateness of the variety of options offered in the commercial market sector to meet our specific requirement. Some of the research activities conducted by the Information Technology Asset Management (ITAM) include:

-Contact with the equipment manufacturer.

-Internet reviews of NETCENTS as detailed in the Vendor Survey below.

-The Small Business Dynamic Search Engine was used to verify current vendor status and capabilities assessments of all vendors identified.

Vendor Historical Survey In accordance with acquisition policy established by the Air Force Chief Information Officer (Policy Memo dated 15 September 2014), the NETCENT-2 site was the starting point for this Vendor Survey. An email was sent to NETCENT-2 office to determine if the requirement is within scope of the NETCENT-2 contracting vehicle. There are no NETCENTS-2 vendors available that could meet the requirement.

Historical: This same/similar acquisition was recently solicited twice as a sole source acquisition on www.fbo.gov and awarded under FA8527-18-P-0001 on 1 Dec 2017 in the amount of $70,769.00 and FA8527-18-P-0005 on 5 Feb 2018 for the amount of $22,720.00. Neither time when solicited was any other vendor identified that could provide this applicable software nor be identified as an authorized reseller for the required software. The only vendor that is capable of fulfilling this requirement is referenced below and have provided a Sole Source letter stating they are the only authorized source for the MapLink Pro Software and Maintenance.
